WHO SHOULD APPLY? This is a departmental promotional examination for the State Compensation Insurance Fund. Applicants must meet one of the following criteria to participate in this examination: 1. Applicants must have a permanent civil service appointment with the State Compensation Insurance Fund as of the date their application is submitted in order to participate in this examination; or 2. Must be a current or former employee of the Legislature for two or more years as defined in Government Code Section 18990; or 3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992; or 4. Must be a person retired from the United States military, honorably discharged from active duty with a service-wide connected disability, or honorably discharged from active duty as defined in Government Code Section (Note: Veterans must provide a copy of their DD214 for entrance requirement.)

3 FILING INSTRUCTIONS Once you take the examination, you may not reapply for twelve (12) months. Once a competitor submits their application via State Fund s Jobs Online, they will receive an containing a confirmation number. FAXED OR ED STANDARD STATE APPLICATIONS (STD 678) WILL NOT BE ACCEPTED. SPECIAL TESTING ARRANGEMENTS If you have a disability and need special assistance or special testing arrangements, mark yes on Question #2 on the Standard State Application (STD 678) form. You will be contacted to make specific arrangements. ELIGIBLE LIST INFORMATION A PROMOTIONAL, MERGED eligible list will be established for the State Compensation Insurance Fund. The names of successful competitors will be merged onto the eligible list in order of final scores regardless of the test date. Competitor s eligibility expires twelve (12) months after it is established. Competitors must then retake the exam to reestablish eligibility. See preview document for additional information. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION NOTE: It is the competitor s responsibility to make sure they meet the experience requirements stated on this announcement on the date they submit their application. Educational documentation must be attached when submitting the State Fund Jobs Online exam application. MINIMUM QUALIFICATIONS EITHER I Experience: One year of experience in the California state service performing duties in a class at a level of responsibility at least equivalent to an Associate Program Auditor, CalPERS. Or II Experience: Four years of increasingly responsible professional accounting, auditing, management information systems, or related financial and/or performance consulting experience which shall have included the preparation of reports and the presentation of recommendations to management. For at least one year, these responsibilities must have included duties at a level equivalent to an Associate Program Auditor, CalPERS. Possession of an advanced degree (master s or doctorate degree) in one of the subjects described in the education requirements may be substituted for the required experience on the basis of master s degree being equivalent to one year of experience and a doctorate degree equivalent to two years of experience. And Education: A four-year college degree, preferably with a major in accounting, business administration, public administration, economics, mathematics, management information systems, computer sciences, computer programming, or a related field. (Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can consider eligible for appointment.) POSITION DESCRIPTION This is the working specialist or super journey person level. Under minimal direction, work independently and proficiently handle highly complex, visible, and/or sensitive internal and field audits, evaluations, reviews, and investigations, and present findings to management. Developed special skills and demonstrated strong analytical abilities, and a comprehensive understanding of a broad range of financial and management issue. May assist in risk assessment and biennial audit planning processes; manage contracts for supplemental audit services; provide consulting services to divisions; assist with audit and program evaluation quality reviews; assist supervisors in staff development; and may function in a lead capacity with a lowerlevel staff. 4 TRAINING AND EXPERIENCE (T&E) - WEIGHTED % The Staff Program Auditor, CalPERS examination will consist solely of a Training and Experience Evaluation. To obtain a position on the eligible list, a minimum score of 70% must be received. An applicant will receive his/her score upon completion of the Training and Experience Evaluation process. Applicants are required to respond to the Training and Experience statements provided on this announcement. For each listed knowledge, skill, and ability statement within the Training and Experience Evaluation, applicants will need to provide the following: 1) Identify the one professional reference who can best verify the response you provide for each knowledge, skill, and ability statement (Within the Training and Experience Evaluation you will have an opportunity to pre-list up to five professional references and from this listing you will identify the one professional reference). 2) Identify level of proficiency and experience rating. 3) Provide a brief narrative example for each knowledge, skill, and ability. Any knowledge, skill, and ability statement missing a professional reference, level of proficiency rating, level of experience rating, or a brief narrative example will not be scored. Conduct effective interviews with staff at all levels 5. Conclude as to the adequacy, completeness, accuracy, and fairness of financial data and/or financial statements 6. Prepare clear, complete and concise work papers and reports to effectively communicate results of work 7. Gain and maintain the confidence and cooperation of those contacted during the course of work SPECIAL PERSONAL CHARACTERISTICS Willingness to travel and work away from the headquarters office and work long and irregular hours; demonstrated ability to act independently; open-mindedness; flexibility; tact; and willingness to pursue a course a continuing professional education as prescribed by the Standards for the Professional Practices of Internal Auditing. State Compensation Insurance Fund reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all competitors will be notified. General Qualifications: Competitors must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Promotional Examinations only: Competition is limited to employees who have a permanent civil services appointment and military veterans that meet all the minimum qualifications. Under certain circumstances, other employees may be allowed to compete under provisions of Rules 234, 235, and State Personnel Board Rules 233, 234, 235, and 237 contain provisions regarding civil service status and eligibility for promotional examinations.
