Competency level 3 Role definition Role purpose To lead and manage large partner portfolios and projects within Bangladesh country programme under a defined policy framework agreed with the Country Manager. This role will include managing a team with technical inputs and will ensure effective management and development of programme and appropriate support for partners. The role will ensure that a strong link exists between our programme and advocacy component and provide representation in the country programme. Thereby making major contribution for fundraising and communication and also maintain strong liaison and networking as appropriate. Key outcomes Effective programme delivery with impact in line with agreed outcomes of the programme agreement. The programme supervised, managed and delivered successfully. Project management conducted within the framework of the contract between Christian Aid and the donor. Ensure funds used for designated purposes. Ensure effective compliance and financial management of the programme Staff recruited, inducted and managed to perform to a high standard and meeting their objectives. Advocacy and policy work influenced by the aims of the programme. Specific Duties and Responsibilities 1. Planning, Implementing, Monitoring and Reporting of the Projects/Programme Lead to prepare annual, quarterly and monthly plans with budget for effective execution of the projects as stipulated in the project documents; Manage to effectively implement the planned and approved activities and strategies at the sites on time for the target beneficiaries; Provide technical support to the team to involve him/herself actively in implementation of the projects and managing partners; Coordinate to prepare monitoring plans and regularly monitor and review the field operations to ensure the activities result into expected outputs; Play a coordinating role with team members to carry out field visits, prepare project review reports, technical progress reports and other periodic reports and submit to Country Manager to fulfil the internal and donor requirements; where necessary, get involve with local and national government line agencies and NGOs with views to sharing the learning of the programme. Closely coordinate with Programme Funding Division (PFD) while designing new projects for fund raising from institutional donors. 1

2 2. Dissemination and Policy Influencing Play a coordinating role to identify potential issues for advocacy and develop strategy for advocacy both at local and national level. Provide need based technical support to the team to develop educational, awareness raising, and sharing documents, and extension materials such as project briefs, lessons learned papers, policy brief papers etc. for sharing the experiences of and information on the projects with partners, visitors, stakeholders, beneficiaries and policy makers; Support the team to organize meetings, workshops and other information dissemination events with different stakeholders to fulfil the project objectives; Participate in related forum and meetings and share the experience of the programme with the objective to bring positive changes in the national and potentially in the regional policies on governance. Consult and coordinate with the team to identify key actors of advocacy and develop relationship for roll out advocacy and involve other likeminded consortium/agencies. 3. Mobilization and Management of the Resources Appraise human, financial and material resources of the programme and assess the resources needs for the programme; Manage and mobilize the available resources within the limit of the programme for maximum results by allocating and distributing across the programme in line with programme agreement ; Mobilize external resources to best perform the programme objectives where possible; 4. Linkage, Networking, Coordination and Communication Communicate the related information regularly to CM, team members; Mobilize partner organizations as per the agreement reached with the Christian Aid, Bangladesh to fulfil the programme objectives; Maintain good relations with project beneficiaries, partners and stakeholders; Assist developing and strengthening networks of peers and professional contacts, within and outside the organization; 5. Management of human resources, grants and partnership Line manage and appraise the programme team; Lead the programme team ensuring effective utilization of human resources with highest performance standards; Support an environment of learning for staff within the programme; Together with other team members, undertake day-today management of the programme, including effective programme implementation and documents progress towards the achievement of outcome and impacts; Manage the programme funding and facilitate project/grants approvals processes as per PROMISE software procedures; Develop funding/grants plan and ensure timely transfer of grants and maintain appropriate records as per requirement; Monitor the overall grants expenditure in line with donor requirements and CA financial procedures in connection with Programme Finance Officer; Support the team to manage partnerships with local and international partners based on partnership principles, ensuring effective capacity-building, cross-learning and communication; 6. Internal Communication Update Country Manager regular basis about programme and other issues; Support to Country Manager through constructive suggestions and consult with other team members for overall development of the programme; Represent Christian Aid Bangladesh at different levels of meetings, workshops etc.; When needed, communicate with Consortium/Networks/Alliances as per advices from Country Manager; Maintain coordinate and communication with ICH and regional team needful basis and update Country Manager accordingly; Maintain collaboration 2

3 with other departments i.e. PFD, Finance, HR, Admin etc 7. Reporting and Donor Relation Lead to prepare periodic reports i.e. quarterly report and annual reports to meet CA internal and donor s requirements. Review and edit report or documents based on requirements; Closely work with PFD to prepare reports of institutional donor funded projects. 8. Monitoring, evaluation, and learning Assist the team in developing monitoring & evaluation framework and functioning it in programming; Set-up mechanism in programme management to capture lessons learning, best practices and take measures to disseminate with wider audiences; Promote knowledge management and learning system in programme implementation and contribute to develop knowledge products; 9. Other responsibilities as directed by Country Manager, Christian Aid, Bangladesh Role agility Expected travel per annum Up to 50 days On call/unsocial hours Yes, in event of Christian Aid response to humanitarian emergency. Surge capacity for emergency responses Yes - could be required to to travel for more than 75 days p.a. and for a period of up to 3 months but for no more than 6 months p.a. with no less than one month s interval between postings unless in extreme circumstances. To sustain this system, managers may/will agree further details of specific tasks and duties as part of the performance agreement. Any reasonable duty may be assigned that is consistent with the nature of the job and its level of responsibility, and employees may be required to change the focus of their role from time to time. Role context The role is one of the key role in leading and managing Christian Aid s programme and profile in Bangladesh. The role is required to travel frequently. Christian Aid is working with others to ensure poverty is eradicated. Develop, manage and oversee the implementation of the programme and provide strategic oversight on the programme including developing the visibility of the programme at regional level.
