Positions will be filled in Pleasanton and San Francisco. TRANSFER LIST RESTRICTED. The list will be used by the State Compensation Insurance Fund only. No transfers of list eligibility will be authorized. WHO SHOULD APPLY? This is a departmental promotional examination for the State Compensation Insurance Fund. Applicants must meet one of the following criteria to participate in this examination: 1. Applicants must have a permanent civil service appointment with the State Compensation Insurance Fund as of December 14, 2012, the final filing date, in order to participate in this examination; or 2. Must be a current or former employee of the Legislature for two or more years as defined in Government Code Section 18990; or 3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992; or 4. Must be a person retired from the United States military, honorably discharged from active duty with a service-wide connected disability, or honorably discharged from active duty as defined in Government Code Section (Note: Veterans must provide a copy of their DD214 for entrance requirement.)

2 FILING INSTRUCTIONS FINAL FILING DATE: December 14, 2012 A Standard State Application (STD 678) is required for this examination and can be submitted via the State Fund Jobs Online feature at Non-current State Compensation Insurance Fund employees must register for a State Fund Jobs Online login and password in order to complete and submit the required Standard State Application (STD 678). Faxed or ed applications will not be accepted. Once you have completed and submitted a State Fund Jobs Online exam application, you will receive an containing your confirmation number. SPECIAL TESTING ARRANGEMENTS If you have a disability and need special testing arrangements, mark yes to Question #2 on the Standard Application (STD 678) form. The Testing and Certification Services Unit will contact you to make special testing arrangements. ELIGIBLE LIST INFORMATION A promotional eligibility list will be established for State Compensation Insurance Fund for the Pleasanton and San Francisco locations. The list will be abolished 12 months after being established, unless the needs of the service and/or conditions of the list warrant a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION It is your responsibility to make sure you meet the experience requirements stated on this announcement on the date you submit your application. NOTE: All applicants must meet the education and/or experience requirements as stated on this examination announcement by the final filing date, December 14, MINIMUM QUALIFICATIONS EITHER I One year of experience in the California state service performing the duties of a professional accounting class equivalent in level to Accounting Officer (Specialist) or Accounting Officer (Supervisor). OR II Experience: Three years of increasingly responsible professional accounting or auditing experience in a governmental or private setting. For at least one year, this responsibility must have included the reporting and analyses of accounts, records, funds and financial operations of the entity. [Experience in the California state service applied toward this requirement must include at least one year performing the duties of a class at a level of responsibility not less than that of Accounting Officer (Specialist) or Accounting Officer (Supervisor).] AND Education: EITHER I Equivalent to graduation from college, with specialization in accounting. (Registration as a Senior Student in a recognized institution will admit applicants to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.) OR II Completion of a prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, cost accounting and business law. OR III Completion of the equivalent of 19 semester hours of course work; 16 hours of which shall be professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law. (Persons who will complete work requirements outlined under II and III above during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.)

3 POSITION DESCRIPTION The Senior Accounting Officer (Specialist), under general direction of an Accounting Administrator, independently perform the more difficult accounting duties which require an understanding of the entire accounting process, such as coordinate implementation of accounting for new programs/functions; review proposals to change accounting procedures; prepare cash analysis reports for management; coordinate completion of year-end reports. Assignments at this level may involve responsibilities which impact the entire accounting operation and may be given broad discretion in the solution of problems. May also have considerable contact with the accounting administrators for the department, departmental management, budge, and state control agencies. The Senior Accounting Officer (Specialist) have no supervisory responsibilities, but may serve as a lead for lower level accounting personnel. EXAMINATION INFORMATION The examination will consist of a supplemental application that is weighted 100%. Applicants are required to respond to the supplemental questions provided on this announcement. These supplemental questions are designed to identify job achievement in specific areas that demonstrate ability to successfully perform at the Senior Accounting Officer (Specialist) level. Responses to the supplemental questions will be assessed based on predetermined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications. State Compensation Insurance Fund reserves the right to revise the examination plan to better meet the needs of the service if there is a change in the circumstances under which this examination was planned. Such revision will be accordance with civil service law and rules, and all competitors will be notified. CAREER CREDITS Career credits will not be added to the final score of this examination. DISTINGUISHING CHARACTERISTICS A. Positions which have as their primary responsibility the making of analytical studies of accounting systems and the formulation of new or revised systems to meet accounting needs should be allocated to the Administrative Analyst (Accounting Systems) series. B. Positions which involve performance, on a regular basis, of analytical, forecasting, planning and/or advisory duties in the area of accounting should be allocated to the classes of Accounting Analyst or Associate Accounting Analyst. C. Positions which function as the highest administrative position within an accounting office, and serve as part of the management structure of a department in either a direct or supporting role, responsible for providing the accounting and fiscal data needed to meet a department's program objectives should be allocated to the Accounting Administrator series. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways:1) passing the General Educational Development (GED) Test; 2) completion of 12 semester units of college work; 3) certification from the State Department of Education, a local school board, or high school authorities that the candidate is considered to have education equivalent to graduation from high school; 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
