Network Manager User Forum Wrap-up 28/01/2016

Plenary Session Why we are here To help you to achieve your operational performance We are part of the ATM value chain that can help airspace users to achieve safe, punctual and environmentally efficient flights A mixed year, good news and bad news (disruptions, weather, local problems) 2016 Significant improvement in NOP Capacity plan over first iteration NDOPs serious commitment to try and meet targets Several significant challenges Do we have the solutions and do we have the tools to implement solutions? Yes we know what the solutions are (structural, operational, technical, human resource) Do we have the means not so sure? The combined forces of the NM, NMB, EC should be enough. 2

AO Perspective Current ATM; excessive staff costs, poor productivity (balance ATCO-support), inefficient use of capacity, inflexible working agreements Lack of contingencies between ANSPs Network airspace constraints PBN acceleration required High airport arrival delays capacity increases urgent Route charges distortion effect Real transparency, auditability and trust 3

Airport Perspective Increase in ATFM regulations Harmonisation of A CDM Real SESAR deployment with the associated performance benefits required A-CDM in adverse conditions 4

Solutions? NM OPS & OPS support Refined ATFM measures work Schedule FPL Airport slot optimisation NM Operational & technical evolutions Audience appreciated efforts communicating content, got a very good overview of the release webconf on releases appreciated Good the way it was linked with Network Strategy Plan. A lot of information in short time. Different way to present: demos, ops cases, testimonies Dynamic Network Plan DNP encouraging communication and collaboration is important and the right direction. Communication is one thing but it must lead to solutions The simple solutions are often the best - it s not rocket science 5

Day 2 ANSP and NM responses Efficient airspace structures in place with more than 30 million NMs benefits for the AOs between Need to continue to implement crossborder FRA in a harmonised manner to meet AOs and ANSPs expectations Close cooperation AOs/CFSPs/NM to fully exploit the flight efficiency potential of the network Innovative measures put in place to better use available capacity and reduce delays; cooperative effort between NM/ANSPs/AOs required for the concrete implementation of the Cooperative Traffic Management project Better planning and sharing of information about major events to mitigate to the largest possible extent the network impacts Week-end planning, first rotation, better performance in 2016 currently reflected in the new operational plans 6

Day 2 SESAR The NM wants to know longer in advance (maybe 3 years) about the Trial/LSD/VLD which are envisaged in the future from the SJU/SDM etc. to ensure the related actions for them (Communication and SW wise etc.) What is the common understanding of a Trial/DEMO and an LSD/VLD? What are the major differences, targets etc.? Good mention of human in the loop and any system has to be tested with the people that will use it how have you ensure that the design and operational issues have been addressed in the concept you are taking to VLD. Flying and operating a concept like this has a real impact on operations, how have you made sure it s safe. Airspace Users shall participate in the future (today in shadow mode) as a minimum. Maximum Trial/Demo/VLD Communication to all Stakeholders is needed Training warnings about e-learning changes. Reconsider the need to re-register every year for e-learning. General satisfaction with the current portfolio and its evolution. 7

Airport Issues and Solutions Airport challenges are on capacity, punctuality and expansion constraints Harmonisation remains an ongoing issue with a view to A-CDM Airspace changes are involving public consultation and taking too long to be implemented there could be a role for NM in helping communicate Airspace Users seek more engagement of NM in vertical efficiency Concerns have been raised about more airports closing as alternates The NM is appreciated as facilitator and should continue to offer its support to airports Airports request a stronger leadership role from NM 8

n-conect DSNA, Skyguide, LPS are ANSPs that invested significantly in the B2B to integrate in their local tools & have plans to go much further Workload reduction to controllers, date accuracy, realtime data, were among the benefits mentioned by ANSPs Users would like more Uwe from RocketRoute told us how B2B contributed to the growth of his business, how the innovative ideas that popped-up by having all this data available and the business he is doing with it. He proposed ANSPs to open their APIs themselves Director NM closed the session with a request please convince your managers of the potential major benefits of this technology and project, so that we can get the necessary support 9

How can we improve relationships More service oriented and friendly approach More dynamic use of staff during disruptive events, early morning. (New roster allows to bring people at staggered 1 hour intervals). Knowledge levels also need to be addressed in some cases (New organisation explained, major training. We will have a more flexible staff complement). AOLO back to basics Powers and authority of NM. Can Airspace Users help us? Availability of archived operational data for more than 2 years (AOG request). (We will reply formally and give firm evaluation to AOG in April) NM managers to get out and visit AOCCs Enhance the predictive capability within the Network and manage the targets Ensure TANGO routes maintained 10
