I have attached Mrs. Holloway s personnel action form for her assignment as the agency s training coordinator. Let me be clear, this assignment was in no way punitive in nature and was not related to any disciplinary action as you have suggested. (b) Please provide a detailed explanation describing why ROBERTA LOWILA ADAMS- HOLLOWAY was transitioned from a SWORN LEO to a NON-SWORN civil employee; what date was this decided and the date the change was made effective; and who authorized her being de-certified as a sworn LEO. The above request is a portion of what was served upon the Sheriff's Office two months ago on May 18, 2012, but has not been produced. Therefore, time is of the essence and thus, I request that the requested responses be produced PRIOR to the close of business Friday, May 11, If you refuse to provide this information, Chapter 119 requires you advise me in writing and indicate the applicable exemption to the Public Records Act. 3 Job Title: Assignment: Position Supervises: Position Reports to: Sergeant Training Coordinator (Position converted to Non-Sworn in 2011) Professional Standards FTO officers Professional Standards Inspector General Statement of Job The duties of this position require a constitutional law enforcement officer, requiring the regular bearing of firearms. The primary duties include but are not limited to supervisory responsibilities, reviewing and approving reports and arrests, and complaint resolution within the Support Services Section. Make interpretations of state law and county ordinances. Must assist local, state and federal law enforcement agencies as well as other divisions of the Okaloosa County Sheriff s Office. Preferred Qualifications Seven years experience with the Okaloosa County Sheriff's Office. An Associate s Degree may be substituted for one year of experience. Applicant must have spent one year as a Corporal and three years experience must have been in Field Services. Possess a high school diploma, Florida General Education Development Test (GED), or out of state GED with transcript of test results. Be a Certified Law Enforcement Officer in the State of Florida and have a valid Florida Driver s License. Essential Functions of the Job Manages sworn and non-sworn Sheriff s Office Staff to include the prioritization and assignment of tasks and the evaluation of work performances; Provides support, direction, and instruction to employees regarding work assignments, job performance, problem resolution, and skill development; Prepares, reviews, and evaluates reports, letters, memoranda, and other documentation; Reviews and investigates complaints which may include internal investigations and makes recommendations of findings; Routinely reviews and interprets organizational policy and procedure to ensure compliance; Participates and/or supervises in critical incidents, major crime scenes, accidents, and tactical situations; Participates in the recruitment, testing, interview, and selection process of the Support Services staff; Evaluates employee training progress and ensures the development of skills with scheduled periodic supplemental training; Schedules and monitors attendance records, shift assignments, vacations, and conducts staff meetings for section employees; Coordinates activities between sections and events with other agencies; Oversees and monitors use of assigned section equipment and supplies; Attends and testifies in court and related proceedings as required; Updated 6/2011

Constant attention must be given to public relations, personal appearance, and interactions with passengers, citizens and other employees. Language Abilities: Able to read and write English. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others.
