1 Engineering and Fire Review SWSLHD Dear Member, The Health Services Union has received correspondence from South Western Sydney Local Health District regarding an Engineering and Fire Review. Please find this correspondence attached to this newsletter. The HSU is seeking comments and feedback from members in relation to the review. Any member feedback or concerns will be forwarded to the LHD for clarification and response. As the review is still in progress, we will endeavour to release all information upon the LHD completing the review. 3 CHAIRPERSON RESPONSIBLE TO MEMBERSHIP TERMS OF REFERENCE Union Specific Consultative Committee (USCC) Implementation of Engineering Review Director of Capital Works & Infrastructure SWSLHD Engineering Review Steering Committee SWSLHD District Engineer Manager SWSLHD District Fire Manager Director of Human Resources, Liverpool Hospital Project Officer, Capital Works & Infrastructure (Secretariat) AMWU relevant union representative and delegate CFMEU relevant union representative and delegate ETU relevant union representative and delegate Plumbers Union relevant union representative and delegate HSU relevant union representative and delegate Purpose To provide a process that supports positive and constructive consultation within the District to facilitate the implementation of the Engineering Services Review. To support proactive two-way communication between management and workers in relation to workplace issues arising from the review. This may include consistency of implementation of human resource policy, continuous improvement and raising significant workplace change. Scope This USCC will provide the opportunity for constructive consultation on the implementation of the Engineering Service Review and consultation on issues such as: Managing Workplace Change including Changes to work organisation and/or work practices occurring in the workplace; Consultation around Industrial issues that impact on the implementation of the Engineering Services review Matters relating to disputes around individual workplace grievances or award interpretation, are to be dealt with under separate Issues Resolution Procedures. Composition Union and employer representatives as detailed above Secretariat to be provided by SWSLHD Capital Works & Infrastructure Meetings The Committee will meet as regularly as required to maintain momentum around planned activities and achieve a final outcome within designated timeframes. Agenda and minutes will form the record of the meeting and be distributed within one week of the meeting. Chair of the meeting will be provided by Capital Works & Infrastructure Accountability and Reporting The Committee is accountable through the Chair of the Engineering Review Steering Committee. The Committee will recommend the establishment of projects or working groups as needed and require the attendance of others at the meetings as required Frequency of Meetings Meetings are to take place as needed and agreed between the USCC members. 2

5 SWSLHD Engineering & Fire Services Review SWSLHD Capital Works & Infrastructure Purpose & Context A review of the SWSLHD Engineering Service was commissioned by South Western Sydney Local Health District (SWSLHD) in early An independent consulting firm conducted a comprehensive review of the service via staff interviews and questionnaires, audits and a review of systems and processes. Key themes form the independent review including systems improvement suggestions relating to: Resourcing and current workloads Organisational Structure Staff Training & Development Communication & Feedback Efficiency & Effectiveness Statutory & Preventative Maintenance assurance Asset Reporting Contractor Evaluation and process improvement Feedback from staff Key themes form the staff surveys included: Training & Development Engagement and access to management Data Systems improvements Contractor management improvements The way SWSLHD is progressing this feedback from both staff and the services review, is through an organisational reporting change. This reporting change will improve the organisational governance of SWSLHD Capital Works & Infrastructure and will allow focused improvements into the service though increased capacity to provide targeted training and development opportunities for staff, as well as the improved capacity to support the implementation of best practice, standardised processes across SWSLHD. No there is no change to staff work locations or hours of work. Who approves staff s leave? Staff s current line manager except for the following positions: Administration Approved by the Engineering Energy & Business Manager Engineering Cluster Manager Approved by the SWSLHD District Engineer Fire Officers Approved by the SWSLHD Fire Manager Community Health trades staff - Approved by the SWSLHD District Engineer Gardener Approved by the Building Group Engineer, Northern Cluster How have staff been informed of the change? Consultation regarding the change commenced in late 2016 however formal advise of the change occurring was provided to staff on 14 June, This occurred via an all Engineering and Fire Services staff meeting and teleconference where the details of the reporting change were openly discussed. In this forum, staff were able to ask any questions and voice concerns. Staff have been provided a letter detailing their new reporting lines. Staff have been advised to contact their line manager, the Capital Works team, Human Resources or the Employee Assistance Program if they need additional support or advice with regards to the change.
