1 TERMS OF REFERENCE Title Team Leader Objective To lead the delivery of PROKAS Period Full time: March 2018 to 11 October 2019 Location Dhaka (Bangladesh) with frequent travel to programme s area Reports to Project Director, PROKAS Background to PROKAS PROKAS (Promoting Knowledge for Accountable Systems) is an 8.9m UK Department for International Development (DFID) funded programme designed to support government and civil society initiatives to improve transparency and accountability in Bangladesh. PROKAS commenced in April 2015, and will continue until at least October 2019, with the potential for extension beyond that date. PROKAS is implemented by the British Council in consortium with Palladium and WISE Development. A new Team Leader is sought to drive the second phase of programming, and to build on the results and achievements of the first 3 years. PROKAS was awarded and A rating by DFID in its latest annual review. PROKAS is a politically smart programme that increases transparency and reduces corruption in Bangladesh by supporting action in areas where there is strong potential for change. We work with issues where there is an opportunity to bring groups together civil society, government, academia, the business community to solve complex accountability problems through coalition building and collective action approaches, supported by political and other analysis. Whilst PROKAS awards grants to participating partners, particularly civil society partners, IBPs are not traditional grant projects ; regular reflection and learning enables projects to flexibly adapt to accommodate new ideas, or new partners, or changes in the external context. PROKAS is currently delivering three Issue Based Projects (IBP): Climate finance transparency: supporting two coalitions of partners to strengthen both supply and demand aspects of climate finance transparency and right to information, particularly through the development of an online climate finance portal, which has the potential to serve as an exemplar to other climate vulnerable developing countries. Fairer labour migration: Government, civil society and private sector partners are collaborating to strengthen mechanisms, policy and legislation to provide greater safeguards to labour migrants from Bangladesh, many of whom fall prey to bribery, corruption and other exploitative practices. Partners are collaborating to pilot grievance and compensation mechanisms for victims of exploitation. Food safety governance. The widespread practice of using unregulated and unsafe feed in the poultry sector leads to unsafe poultry products being consumed across Bangladesh. Working with government, civil society and consumer associations, PROKAS is exploring how to strengthen regulation and producer / consumer behaviours around the highly complex poultry value chain. A fourth IBP, relating to trade barriers and economic growth is being explored, using action research to examine potential entry points. It is expected that if satisfactory opportunities for projects suited to collective action can be identified, this IBP will be ready to commence in April 1

2 2018. It is expected that a limited number of additional IBPs may be developed, linked to existing themes of PROKAS work. PROKAS has a deep learning culture, which the incoming Team Leader will be expected to develop further. The programme has the potential to contribute to learning about how change happens in Bangladesh, and to contributing much more widely to the international discourse on adaptive programming and thinking and working politically. Role purpose To successfully lead the delivery of PROKAS in line with the programme s stated objectives, PROKAS collective action approach, and in line with DFID and British Council standards. Accountabilities, responsibilities and main duties The Team Leader is accountable for: Overall delivery of PROKAS technical outputs and results in line with the PROKAS & TRIP results frameworks 1 Overall financial performance of the programme, including its value for money (VFM) Representing PROKAS and the British Council to external stakeholders according to the standards and policies of the British Council in Bangladesh The Team Leader is responsible for: Leading the programme delivery team, including technical and administrative staff and technical consultants Leading the design and implementation of work plans and programme activities Providing technical and financial reports to the client, including the annual review selfevaluation report Oversight of the programme s resources (financial, human, other assets) and management of all programme resources in line with corporate expectations, including duty of care, and VFM principles Managing programme level risks, using robust risk management frameworks and tools Oversight of monitoring, evaluation and learning (MEL) and programme communications, to DFID, programme and British Council standards and expectations Promoting the achievements and accomplishments of the programme, its partners, and IBPs to influential stakeholders in Bangladesh and more widely in relevant international communities of practice Managing and strengthening the relationship with DFID Bangladesh, serving as the primary (but not only) point of contact between PROKAS and the client in Dhaka. The main duties of the Team Leader role are: 1 PROKAS is a component part of a wider programme Transparency and Right to Information Project (TRIP), and contributes results to the overall performance of TRIP. Whilst this is expected to remain the case, a much simplified approach to reporting across multiple frameworks is being discussed between the British Council and DFID. 2

3 1. Team leadership and management Management and oversight of a technical and administrative team of national staff, including direct line & performance management of key senior staff members Overall team management to ensure team dynamics are conducive to delivery of the programme s objectives Technical and performance management of external national and international consultants, in line with their terms of reference, which will be approved in each case by the Team Leader Ensure that principles of PROKAS are embedded across the team, including strengthening the programme team s approach to and appreciation of gender and inclusion issues 2. Leadership of overall programme strategy and approach The Team Leader is responsible for leading the evolution of the overall programme vision, strategy and approach. 3. Leadership and oversight of the design and delivery of programme activities The Team Leader will ensure that the activities under the project are designed and delivered to a high standard of quality, aligned with the PROKAS & TRIP results frameworks, ensuring that the project maintains internal coherence, resulting in positive annual and final client review of overall performance. 4. Programme management and reporting The Team Leader is responsible for producing all formal reports for submission to the Project Director and onwards to the DFID Bangladesh Office. This includes coordinating all contributions, ensuring the reports include all areas required by DFID-B and meet British Council and DFID standards. This includes: 1. Quarterly technical and financial reports 2. Annual narrative and financial report 3. Annual self-assessment for the DFID Annual Review process 4. Final Programme report with detailed lessons learned. The Team Leader will also ensure programme work plans are in place, and regularly updated, along with programme and IBP-level risk management frameworks. 5. Resource management and financial management The Team Leader will be accountable for the programme s financial performance, including its grant spending performance, and will ensure that financial planning supports the delivery of Programme results and demonstrates value-for-money. 6. Representation of the programme The Team Leader will be the key representative of PROKAS and will be responsible for day-to-day liaison with the DFID Bangladesh Office, including the Senior Governance Adviser, who is the senior responsible owner of PROKAS for DFID, and other relevant senior DFID personnel. The Team Leader will build a positive stakeholder impression of the work of PROKAS and more importantly its partners. The Team Leader will also establish and maintain networks and 3

4 relationships with diverse and influential stakeholders drawn from: the Government of Bangladesh and the Civil Service; Parliament; international actors, the private sector, and civil society in Bangladesh. The Team Leader will represent the project at external and British Council/DFID events, or delegate representation appropriately. 7. Knowledge, learning and communication The Team Leader will further develop the programme s learning ethos, ensuring the capture and documentation of lessons/stories/case-studies related to the delivery of the programme results, as part of the broader communication, publicity and visibility effort, both locally and internationally. The programme aspires to contribute to the international learning agenda around adaptive programmes. 8. Capacity building The Team Leader will support effective skills transfer and capacity building through mentoring and coaching of Programme staff, and partners as appropriate The British Council believes that all children have potential and that every child matters - everywhere in the world. 5 Qualifications Knowledge, skills and experience Competencies A Master s Degree in Political Science, Economics, Law, Development or related field years proven strategic, advisory, and team leadership experience in one or more areas of relevance to PROKAS (political governance, accountability, transparency, anti-corruption, civil society strengthening, economic governance, etc.). - Powerful communicator, influencer and advocate, with advanced skills in communicating complex issues in simple and concise language for multiple audiences, including government, politicians, media, civil society, the business community and international agencies. Fluency in spoken and written English is essential. Bangla / other relevant languages are desirable - Experience of successful delivery of complex multi-annual donorfunded governance programmes in Bangladesh or comparable contexts in South Asia - Strong awareness of the role of political economy for informing programming decisions - Previous financial management responsibility for annual budgets in excess of 1m, including previous experience of management and oversight of grant-making to civil society organisations. The team leader will manage a professional team in a complex political setting, working flexible and adaptively. The ideal team leader will be able to demonstrate: Intercultural fluency Being action oriented Dealing with ambiguity Being open to identifying learning and dissemination opportunities A political savvy approach to their work Advanced problem solving abilities.
