2 ABOUT THE CITY OF MEDFORD Medford is located in southern Oregon in the heart of the Rogue Valley and is the county seat for Jackson County. Located along Interstate 5 and just 27 miles north of the California border, Medford has 79,000 residents and is the regional industrial, medical and service center for 210,000, making it the fourth largest metro area in Oregon. Protected by surrounding mountains, Medford has a relatively mild climate and four distinct seasons, providing diverse opportunities for year-round recreational and cultural opportunities. The area is serviced by the Rogue Valley International Airport, which provides easy access in and out of the area. Medford operates under the Council-Manager form of government with the Mayor, who is elected citywide and eight Council members representing four different wards. The City allocates resources through a biennial budget that is approved through June 30, The City has approximately 465 full-time employees in the following 11 departments; City Manager s Office, City Attorney, Building Safety, Finance, Fire, Human Resources, Parks, Recreation & Facilities, Planning, Police, Public Works and Technology Services. Now is a great time to become part of the City of Medford team, as the new Technology Services Director will work closely with the City Manager, Deputy City Manager and leadership team to develop a long-range vision for Medford and the area. 3 POSITION REQUIREMENTS Summary: Works under the direct authority of the City Manager, plans, organizes, directs, and coordinates all operations and activities of the Technology Services Department. Additionally, this position develops and implements, in cooperation with other City departments, the Technology Services Strategic Plan; establishes appropriate technology policy; and represents the City to both internal and external technology stakeholders. Essential Duties: Oversees, plans and manages all operations and activities of Technology Services, including: 0 Development of and administering City s long range Technology Services Strategic Plan, and assisting other departments with technology planning, innovation, strategies, and business process improvement; multi-year capital improvement program management and monitoring. Serves as project manager for all technology and information capital improvement projects, working directly with contractors, City management and staff, outside agencies and others affected by the project. Establishes technology use policy, Department performance measures and training, in order to achieve expected Department results. Ensures all City information services and network services meet expected service levels and are in compliance with appropriate business and legislative standards. Prepares the Department annual budget and monitors expenditures. Coordinates and communicates City technology and information services plans with City Council and City Manager. Exercises supervision and personnel management over all Technology Services Department staff. Qualifications: Significant years of leadership and management experience to perform the job effectively. Graduation from an accredited college or university with a bachelor s degree in a specific area of study as deemed necessary, ideal, or required; and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Current technical/professional knowledge of complex principles, methods, standards and techniques associated with the scope of work of a recognized profession. Possession of licenses and/or certifications associated with the assignment. May require possession of a valid driver s license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver s license within 30 days (ORS (1)). Requires completion of a background investigation to the satisfaction of the City.

4 Ideal Candidate Traits: Vision A demonstrated ability to create a vision for how technology can help the organization, but also is flexible to respond to the changing needs of staff and technology. Able to communicate real long-term cost of technology when new initiatives are proposed and look toward non-hosted solutions that reduce hardware costs. Communication The ability to cordially problem solve and concisely explain complicated topics surrounding technology to staff and policy makers. Must be able to communicate up, down and across the organization in order to inform customers about initiatives being implemented and why such changes need to be completed. Customer Service Driven The ideal candidate will partner with other departments and provide support for technology. This candidate will reach out to all departments and key staff to proactivity meet customer s needs. The candidate will demonstrate the ability to develop customer service evaluation tools and implement changes based on customer feedback. Accountability and Results Oriented The individual selected for this position must take personal responsibility and hold department staff accountable for quality outcomes. This position should challenge technology solutions when they produce poor outcomes and find ways to a more collaborative approach during and after project implementations. In addition to this salary, the City offers a 1% match for employees wishing to participate in its deferred compensation plan, $300 a month contribution to a HRA VEBA program, and pays the employee share (6% of base salary) to the Oregon Public Employee Retirement System.
