3 Update First National Tax Student Conference Launching of TaxTalk Student and The Young Tax Professional E&Y Competition 25 January 2013 Scoping Meeting SAIT offered to fund and to serve as the Development Quality Partner (DQP) for the Tax Technician Occupation Qualification No objections were noted, and the Quality Council for Trades and Occupations (QCTO) confirmed SAIT s appointment as the DQP. DQP appointed Mr Jurie van Zyl as facilitator and Ronel de Kock as learner facilitator A project plan for the development process has been developed

4 Objective of the Profiling Meeting Define the profile of the Tax Technician understand the requirements for the specific occupational qualification that need to be developed The qualification should provide for the training of people who handle standard and relatively uncomplicated tax matters Your expert industry knowledge and experience will assist to develop the required knowledge, practical and workplace experience components that are related to the identified tasks of a tax technician Tax Professional Qualification and Tax Technician Qualification When the research were performed to established the need for a Tax Professional qualification, it was also found that there is a need for a qualification at a lower level than the tax professional The tax technician qualification (NQF level 6) should articulate into the tax professional qualification (NQF level 8) SAQA 2 nd National NQF Research Conference: Building articulation and integration Main purpose of articulation is to enable access, progression and mobility for learners Although articulation should take place, the qualification should also stand alone with own bona fides

7 What is an Occupational Qualification? Work based learning to qualify to perform output, not field of learning focused Focussed on trade, occupation or profession Fit for purpose Reflect work requirements 3 types of learning: Knowledge / theory (min 20%) Practical (min 20%) Work experience (min 20%)

8 Occupational Types National Occupational Qualification >119 credits National Occupational Award 25> & <120 credits Now: Occupational Certificate: Level 1-6? XXXX Credits include work experience Calculate notional hours for each module, 10 hours = 1 credit Defined in four sets of documents: Occupational Curriculum Document (Profile what does person do + Learning Design what learning required) Assessment Specifications Document (How assess to confirm person is competent) Occupational Qualifications Document (What can be expected from a person with the qualification) Reports (Who in and how did industry define the qualification)

10 FIT FOR PURPOSE QUALIFICATIONS Occupational qualifications will reflect industry needs Discussions related to skills development often founder because there are three distinct skills development discourses: Education Qualified in Psst Some sort of knowledge domain (field of learning) Labour market Qualified to Praxis (Community of Practice) Qualified as Belonging to the guild of practitioners Your ultimate qualification is your CV It is the measure of what you have achieved are capable of and what communities you have belonged to Do something useful for the economy & society (occupation, specialisation)

List activities Tax Technician is responsible to perform on daily, weekly, monthly, annual basis What must Tax Technician know in order to perform the activities listed? Please be as elaborate as possible

18 Define Tasks Product / Service + summary of activities + equipment / specific client / parameter of product or service / timeframe Tax liability + calculate/investigate/analyse business model of entity + VAT two monthly Analyse entity, calculate tax liability and submit returns on two monthly basis

19 What is difference between Technician and Professional? Tax Technician Reviews completed tax records, prepares and submits taxation returns and documents and verifies accuracy Tax Professional Reports and provides advice on taxation issues to tax entities, prepares and reviews tax returns, reports and handles disputes and formulates and interprets tax opinions.
