1 MEETING MINUTES: Meeting Name: DHA City Lahore project s Affectees Date of Meeting: January 15th, 2017 Time: Time: 3:00 pm Meeting Facilitator: Farhan Arooj Location: Sichuan Restaurant, Johar Town, Lahore Meeting Objective Resolution to DHA City Lahore project s Affectees Attendees There were 44 participants, who registered themselves in the attendance sheet. However, total audience was consisted of more than 50 DHA city affectees or their representatives.there were few participant who opted not to fill their credentials in the attendance sheet. Also, couple of overseas Pakistani affectees joined the meeting. One participant drove all the way from Islamabad to Lahore especially to participae in this meeting. (See Attached Attendance Sheet) 1. The meeting was scheduled and presided by Mr. Farhan Arooj under strict guidelines of Agenda items. 2. The meeting was started with recitation of the Holy Quran by Mr. Talha Zaheer. 3. The participants introduced themselves with respect to their profession. 4. History of DHA City Lahore project was presented by Mr. Aslam Hayat in detail with specific dates and progress. Known details of amendments in agreement between DHA and their 3rd party partners were discussed with respect to time. It appears that the delay in delivery of project was conclusively due to extreme mismanagement and negligence of DHA authority. One of the participant also discussed on the strategic priorities of some other developers and their interest in making DHA City project a failure. Mr. Hammad, also clarified with example that the property tycoons could be managed by DHA, if they decided to do so. It seems that DHA wanted to delay the DHA City project further. Participants were in consensus that case in NAB by DHA was just a delusion to achieve their own objectives. It will not have any positive bearing on affectees who have been waiting for over six years now. It has been learned that around 20,000 kanals of land has already 1 P a g e

2 been in possession of DHA management. The space is sufficient to allot 10,421 plots for DHA City members. However, there are pockets of land acquired by various housing societies to halt the development of DHA city for their strategic benefit. Bank along the river Ravi and commercialization were the issues overlooked by DHA management at the time of launch of their project. DHA management has presently no plans or intention to complete this project. Their priorities are now DHA Multan and other projects. 5. Mr. Farhan Arooj suggested that there should be unanimous demand by DHA City affectees to DHA management. It was decided that the affectees would take plots only, no matter what, on the already allocated area. Affectees would not take any refunds with interest or what so ever. One of the participant told that he bought the same size of plot in Fazaia at the same time as that in DHA City. The price had gone around 6 times of the original cost in property investment sector. 6. DHA City management have to give the affectees six month schedule of balloting and two years development plan, which would lead to successful possession handover to affectees. Transfers of files with in DHA office should be resumed with in fifteen days from now. 7. It was unanimously decided that collective application (both from local and from overseas) on one agreed format would be submitted to: o DHA management. o Corps Commander 4 corp Lahore. o Supreme Court. o Prime Minister. 8. The affectees would also arrange to file this case in High Court against DHA management. The record of collective applications will be maintained for future actions. 9. Resources in hand and to accumulate further to meet the needs were also discussed. To get media coverage, participants were identified, who could assist affectees in media coverage. It was also decided that the struggle by the affectees would not allow any the assistance from political party or NGOs if offered. 10. It was decided that we would expand the group to include relatives of Martyrs. All efforts would be made to identify them and encourage them to join us to be the part of this struggle. It was also decided that two WhatsApp groups and face group would be combined to share all activities to affectees. People, who had not joined the face group would join in order to correspond to numbers of members for joint efforts. 11. Our affectees friends in overseas would play a pivotal role in our struggle to get our rights. They would be engaged in data collection, E-services to expand the group, and to finance the local events, if required. (Financial support may only be required for hiring legal services). Their representatives would join as their replacements in affectees upcoming events. 2 P a g e

3 12. It was also decided, that the affectees would also be sub-divided with respect to their cities/countries by proper data collection. Affectees in the same city/country would be encouraged to make sub committees to organize collectively for Lahore event. 13. A decision was reached, that the application format would be devised and posted on all our social media groups, which would be finalized within one week time. Application would be collected from local and overseas affectees in next two weeks time. After submission of application, sometime would be given to DHA authority to call affectees for conclusive meeting on their demands. In case of no reply from the DHA authority, a peaceful protest will be planned on 15th of February, Wednesday, It was concluded that all efforts will be made to ensure the protest is peaceful. We are law abiding citizens of Pakistan who believed in the supremacy of laws. The affectees would be encouraged to bring their families to expand the protest. The venue for peaceful protest is going to be Chairing Cross Mall road. 15. Minutes of Meeting along with the attendance sheet would be submitted to DHA authority after edition. 16. All the participants were of the view that their goals are realistic, measured and are achievable with our dedication, perseverance and collective efforts - Insha Allah. 3 P a g e
