1 The Queensland Public Sector Young Leaders Conference 2014 The forum for Australia s emerging Public Sector Leaders Thursday 5th June 2014 Rydges Brisbane 9 Glenelg St, South Brisbane QLD 4101 The Queensland Public Sector Young Leaders Conference is a unique developmental opportunity for aspiring leaders and new managers. Each year, hundreds of young leaders from Queensland s public sector gather together for a powerful 1 day development program specifically designed for emerging leaders. Offering a critical opportunity to step away from everyday demands, the Conference allows new managers time to reflect and refocus on their individual challenges and aspirations. By exploring first-hand the experiences of celebrated leaders at the forefront of their industry the Conference equips young managers with the tools to excel in the modern public sector, whilst assisting them to make peer group connections vital to career success. Surpassing the mere transmission of theories, the Conference will equip young leaders with the ability to adapt to a demanding work environment, instil the confidence to step up and provide the vision to guide other employees towards peak performance. The APSLF is guided by a specific charter to support the development of leadership excellence at all levels of the public sector. By supporting the quality of public sector leadership, the APSLF aims to increase the attractiveness of careers in public service. 3 Leadership is about establishing an enduring and flexible architecture that makes performance happen, gets the work done, and achieves results. Knowing when and how to select new leaders is critical in building depth in an organisation and achieving long term goals. Leaders that are identified and nurtured early on in their careers often display a heightened level of contentment in their role which leads to increased productivity and a stronger sense of accountability. Conference Facilitators Paul Larkin Director of Learning & Paul is a skilled facilitator and program developer specialising in leadership, coaching & mentoring, team dynamics, performance and change management. Following a successful 10 year career in leadership within the IT sector, Paul became a Senior Global Consultant with Royal Dutch Shell, developing and delivering leadership and organisational change programmes around the world. He holds a Graduate Diploma in Entrepreneurship and Innovation and a Graduate Diploma in Computer Science. Paul is a skilled practitioner in psychometric instruments such as MBTI, TMS and Bar-On EQi, an accredited facilitator of Accelerated Learning and has formal training in coaching and NLP. Antony Maxwell Senior Facilitator & Executive Coach Antony is a leadership development specialist, executive coach and highly sought after facilitator. Antony s unparalleled career includes leadership positions in the manufacturing industry in the United Kingdom, as well as nine years in the Middle East developing leaders from over one hundred and ten nationalities. Antony holds a Masters Degree in Human Resource, a Bachelors Degree with Honours and University Diplomas in both Training & and Communications. He is also an accredited trainer in Emotional Intelligence (MSCEIT model) and Master Practitioner in Neuro Linguistic Programming. Over his career, Antony has written research papers on such topics as performance management and employee motivation in the modern era of globalisation. What have previous attendees said about the Conference? Great day, loads of take home messages I liked the format of having a keynote speaker on a set topic, followed by work-shopping the ideas. I have learnt some valuable skills and enjoyed the interaction process. I found today very interesting and will be forwarding positive feedback to my departments. 4 Conference Agenda - Thursday 5th June :00-9:10 9:10-9:40 9:40-10:30 Facilitated Welcome and introduction from lead facilitator 1: Managing Up Barry Broe Coordinator-General, Department of State, Infrastructure and Planning Barry was appointed as Queensland s Coordinator-General in April He has brought to the role, wide-ranging experience from around the world. Since his appointment Barry has made statutory decisions three times faster than the historical rate by fast tracking delivery of major resource and industrial development projects which have contributed to growing Queensland s economy. Recently, Barry and his team were awarded the Premier s Award for Excellence, for streamlining environmental impact assessments for major projects, a key initiative of the state government. His work history includes executive leadership roles in local and state government where he has been responsible for the planning and delivery of major infrastructure projects. Leadership Essentials Workshop: Managing Up The ability to effectively manage and leverage relationships with people in more senior positions is a critical aspect of functioning effectively in any workplace environment and is something that many young leaders find challenging. Failure to manage relationships with more senior colleagues effectively can lead to confusion, wasted time and effort and increased stress. But learning how to interact appropriately and build strong alliances with more senior staff can have major advantages in relation to future career advancement and job satisfaction. During this session participants will explore ways to work effectively with a variety of stakeholders and how to handle more challenging or delicate situations. 10:30-11:00 11:00-11:30 Morning Tea 2: Building career changing connections and networking strategically Mark Roche Deputy Commissioner, Queensland Fire and Rescue Service Mark is currently Assistant Commissioner, Community Safety and Training with the Queensland Fire and Rescue Service. Mark commenced his career in Ipswich as an Auxiliary Firefighter in 1979 before joining the permanent Firefighter ranks in He was appointed to Brisbane South Region in 1998 where he served in various Senior Officer roles including Area Director, Manager Strategic and acting Assistant Commissioner, South Eastern Region. In 2006 he was appointed to Assistant Commissioner Far Northern Region before moving back to Brisbane in 2008 where he was appointed to the state role of Assistant Commissioner, Community Safety and Training, with the responsibilities for Professional, State Community Safety Operations and Training & Emergency Management (Commercial Training). Mark has a Post Graduate Certificate in Applied Management AIPM and Diploma in Frontline Management Initiative (FMI).

5 11:30-12:30 12:30-13:30 13:30-14:00 14:00-15:00 Leadership Essentials Workshop: Building career changing connections and networking strategically Having a strong and diverse network is a major contributor to personal and professional success. Numerous studies have shown the benefits of a strong network; a sense of belonging, in creating increased well-being and career progression. This practical session explores the mind-sets that hold us back from networking and methods for overcoming them. Participants will take away tips and strategies to build and maintain effective relationships - the bedrock of a strong network. Lunch 3: Mastering the art of influence and negotiation Phil Clarke Queensland Ombudsman, Ombudsman s Office Phil Clarke, Queensland s sixth Ombudsman, commenced in January He took up the role of Ombudsman after a 26-year career in the Queensland Public Service, including executive roles in the departments of education and training ( ), emergency services ( ), local government ( ) and justice and attorney-general ( ). Mr Clarke holds a Master of Regional Science from the University of Queensland, Diploma of Teaching from Griffith University and a Bachelor of Applied Science from the Queensland University of Technology. He is a member of the International Ombudsman Institute, a graduate of the Australian Institute of Company Directors and a member of the Planning Institute of Australia. Leadership Essentials Workshop: Mastering the art of influence and negotiation Our ability to effectively influence and negotiate with others is fundamental to success in all areas of life. As managers and leaders we use these skills every day to embrace differences and achieve optimal outcomes for ourselves and our organisations. Participants will explore the psychology involved in influencing, engaging and negotiating with others for a particular outcome. Participants will learn to understand the behavioural habits of themselves and others, and how to match these with the task at hand 15:00-15:20 15:20-15:50 Afternoon Tea 4: Prioritising effort and energy to maximise results Kelvin Anderson Director-General, Department of Community Safety Kelvin was appointed Chief Executive Officer of Public Safety Business Agency (PSBA) on 1 November During his 30 year career in the public service, Kelvin has also served as Director-General of the Department of Community Safety (DCS), Commissioner of Queensland Corrective Services (QCS) and Commissioner of Corrections Victoria. Kelvin was awarded the Public Service Medal in the Queen s Birthday Honours list in 2008 for Outstanding Contribution to Correctional Services. Kelvin holds a Bachelor of Arts, has completed the Executive Fellows program with Australia and New Zealand School of Government (ANZSOG) and participated in the Leading Australia s future in Asia Program 15:50-16:50 Leadership Essentials Workshop: Prioritising effort and energy to maximise results As leaders we are constantly challenged by the need to juggle multiple tasks and responsibilities. Staying focused on the bigger picture and learning what to prioritise and when, enables us to maximise our effort and energy. This means that as leaders we are constantly striving to maximise our own output and that of our team. During this session participants will explore ways to step back from the day to day and be mindful of the big picture and use this knowledge to prioritise their actions appropriately in order to enhance productivity. 16:50-17:00 Closing comments and conference review
