Organizational Context Following a realignment exercise in 2013 the Jamaica Country Office (CO) has a compact team with a more integrated focus. Thus, it is imperative that the members of the team are excellent team players, have the capacity to work well together, and step in and perform other functions when required to support the diverse needs of the CO. The CO is looking for an individual who is a self-starter, possesses a variety of skills and is able to promote a good working ambiance while delivering effective results that enhance the visibility of the office. Under the supervision of the DRR, the Programme Specialist (Policy Services) will act as a manager and advise Senior Management on CO policy across all programme practice areas under an integrated programme approach. The Programme Specialist is the lead policy specialist of a team of 5 in the Programme Unit who work in synergies to deliver results to the CO under an integrated program approach. His/her main role is to manage the country programme under a policy lens, while bringing together diverse technical inputs to conceptualize the programme. In doing so, the Programme Specialist must be creative and must have innovative capacity to support the CO in strategic planning and policy. The Programme Specialist also identifies new programme areas while ensuring consistency with the United Nations Development Assistance Framework and the County Programme Document (UNDAF/CPD) priorities and creative responses to emerging challenges and opportunities. The Programme Specialist (Policy Services) leads the Programme Associate (Policy) and works in close collaboration with the Operations team in the CO, Programme staff in other UN Agencies, UNDP Headquarters staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme. The Programme Specialist (Policy Services) is the lead programme staff member for promotion of effective partnerships and resources mobilization efforts. Thus, s/he must have an excellent capacity to engage a diverse stakeholder base and to effectively network for solid partnership building (public-private, civil society, South-South, etc.). 1

Functions / Key Results Expected Summary of Key Functions: Ensure the strategic direction of UNDP programme Provide policy advice to the integrated CO programme/s Provide advocacy and awareness of UNDP mandate Provide Policy advice to UNDP and counterparts Build strategic partnerships and support to resource mobilization Provide top quality policy advice services to the Government on need/s and facilitate knowledge building and management 1. Provides policy advice while ensuring the strategic direction of the integrated UNDP programme focusing on achievement of the following results: Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of the Common Country Assessment (CCA), UNDAF, CPD, Country Programme Action Plan (CPAP), Annual Work Plan (AWP) and other documents. Identification of strategic programme areas of cooperation. Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming. Analysis and presentation of UNDP policies and their implementation in the CO. 2. Provides policy advice to the integrated CO programme focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results: Effective application of Results-Based Management (RBM) tools, establishment of management targets of the Balanced Score Card (BSC) and monitoring achievement of results. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Programme Specialist performs the function of Manager Level 2 in Atlas for development projects transactions approval. Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports. 3 Advocacy and promotion of awareness of UNDP s mandate and mission, especially linked to international debates, focusing on achievement of the following results: Advocacy for the Millennium Development Goals, the Post-2015 Agenda, (Small Island Developing States) SIDS, and other Development Agenda for, Human Development and equitable economic growth Support to monitoring progress and formulation of strategies towards the achievement of the National Goals. Management of events related to the above. 4. Provides policy advice to UNDP and counterparts focusing on achievement of the following results: Analysis of the development policies and their impact on poverty reduction, growth, equity, etc. Support to the management of the office in facilitation of policy dialogue with the Government, private sector, civil society and donors 2

3 Provision of capacity building support on policy issues to office staff 5. Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with other teams focusing on achievement of the following results: Elaboration of the CO partnerships and resources mobilization strategies to achieve programme outcomes. Creation and coordination of partnership with the UN Agencies, International Finance Institutions (IFI) s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc., advocating for South-South and Triangular Cooperation. Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors priorities. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing. 6. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results: Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners. Sound contributions to knowledge networks and communities of practice. Organization of trainings for the operations/ projects staff on programme. Liaison with the Communications Analyst to share the CO s programmatic achievements widely with UNDP and other fora and prepare presentations for Senior Management. IV. Impact of Results The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets. V. Recruitment Qualifications Education: Master s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field. Experience: Language Requirements: At least seven years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Experience in the usage of computers and office software packages, experience in handling of web based management systems. Fluency in English. Second UN language desirable. VII.
