2 City of Phoenix a great place to work, live & play The City of Phoenix has a fairly new City Concil that is focsed on bilding partnerships and trst while engaging the commnity, and seeks a new City Manager who is committed to those ideals. Phoenix operates nder a Concil-Manager form of government. The Concil consists of a mayor and six concilors who establish the policy direction for the City, appoint the City Manager and City Attorney, appoint the members of the City s advisory boards and commissions, adopt the annal bdget and serve as the commnication link to the citizens of Phoenix. The City is located in the heart of the beatifl Roge Valley in Sothern Oregon. 3 The Job & Ideal Candidate The City Manager will work nder the spervision of the City Concil, leading a staff of 23 and overseeing an approximate bdget of $9.7 million ($2.7 million in the general fnd). This position serves as the chief exective officer of the City and is responsible for coordinating and directing all city operations, projects and programs. This position oversees all phases of city operations inclding hman resorce management, bdget preparation, fiscal oversight and spervision of the City s for department heads in Police, Pblic Works (Water, Streets and Parks), Planning, and Administration (Finance and Hman Resorces). Sewer services and fire protection are provided by special districts that are independent of the City. The City Manager will develop policy and procedres and engage and work closely with constitents, bsinesses and City Concil members. Challenges & Opportnies: Master planning for the rban growth expansion area that will be Sothern Oregon s next major commercial/indstrial hb. Master planning for the development and redevelopment of downtown Phoenix. Working with the City Concil on initiatives to bild commnity partnerships with City government. Major capital projects, inclding street reconstrction and water line replacement. Planning for City space needs, inclding a new police station and possible City Hall remodeling. The ideal candidate is an experienced pblic administrator well-gronded in the practices and principles of hman resorce management, fiscal management, bdget development and staff leadership. 4 Candidates Shold Have: Bachelor s degree in Pblic Administration, Bsiness Administration, Finance, Hman Resorce Management or closely related field. Have a Master s degree in pblic administration (preferred). Knowledge and nderstanding of pblic meetings and pblic records law and experience working in a nion environment. An eqivalent combination of edcation, management and spervisory experience and training providing the knowledge, skills and abilities necessary to perform the essential fnctions of the position may be sbstitted on a case-by-case basis. Prior experience as the manager or assistant manager of a city, conty or special district is preferred. Knowledge of: modern and highly complex principles and practices of mnicipal administration, organization, and economic development fnctions and services; organizational and management practices as applied to the analysis and evalation of programs, policies, and operational needs; mnicipal tax and bdget law; risk management and loss prevention; effective pblic relations and interrelationships with commnity grops, bsiness and other mnicipal organizations and agencies. Have excellent commnication and presentation skills. Provide fiscal oversight and accontability of a $9.7 million bdget, and oversee bdget development, revene forecasting, and grants and loans. Perform long-term financing for the City s operational and capital needs, and provide financial analysis for the City Concil, exective team, and Bdget Committee. Be a big pictre visionary to advance the City s goals and objectives. Ensre the effective and efficient implementation of Concil policy direction. Be responsible for enforcement of city ordinances, policies, contracts, franchises and leases. Keep the Concil informed of isses, trends and matters of city-wide interest and other matters that may rise to the Concil s level of attention. Select, appoint, spervise, and evalate department directors. Represent the City in the commnity and at professional meetings; participate on a variety of boards, commissions, and grops; attend all City Concil meetings. Confer with residents, bsinesses, and other individals, grops, and otside agencies having an interest in the affairs of the commnity or City government. Negotiate contracts and soltions on a variety of administrative, fiscal, and special projects, inclding collective bargaining agreements with City labor nions.

5 Salary & Benefits The city of Phoenix offers an excellent compensation and benefits package. The starting salary for the position is $90,000 $105,000, depending on experience and qalifications. The City offers an otstanding health benefits package inclding vision and dental (City pays 90% of the premim cost and contribtes $1,200 annally to an HRA-VEBA accont). Retirement benefits are provided by Oregon PERS and contribtions are paid 100% by the City of Phoenix.
