This position serves the public through the planning, directing and oversight of the activities and operations of the Parking & Mobility Division; including the coordination between the operation of parking structures and other parking resources that include surface lots, on-street and off-street, metered or pay station, and permit parking. This position is required to work effectively with internal departments and outside agencies while providing highly responsible assistance and administrative support with an emphasis on effective administration of the parking system and resources, and providing courteous, userfriendly customer service to Village residents and guests. DEFINITION Under the direction of the Director of Development Customer or Assistant Director of Development Customer Service, plan, direct and oversee the activities and operations of the Parking & Mobility Division including the coordination between the operation of parking structures and other parking resources that include surface lots, on-street and off-street, metered or pay station, and permit parking. This employee is also responsible for the allocation and coordination of parking resources in residential, business, school and park districts. Evaluate, oversee, and monitor parking revenue collection systems. Coordinate parking system activities with other Village departments such as Finance, Information Technology, Parking Enforcement Division of the Police Department, Office of Administrative Adjudication, divisions in the Public Works Department, outside agencies, the commercial sector in general, and the general public. Provide highly responsible assistance and administrative support with an emphasis on effective administration of the parking system and resources, and providing courteous, user- friendly customer service. SUPERVISION RECEIVED AND EXERCISED Receives general administrative direction from the Director of Development Customer or Assistant Director of Development Customer Exercises direct supervision over Parking Division administrative and support staff. EXAMPLES OF DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following: Essential duties and responsibilities 1. Assume responsibility for the Parking & Mobility Division including permit, meter and attended parking lots. 2. Develop goals and objectives; monitor parking fund expenses and revenues; establish schedules and methods for providing parking services; and implement policies and procedures. 3. Select appropriate staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. 4. Direct the work plan for on and off-street parking management activities; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures.

4 5. Prepare and administer the Parking Division budget; submit budget recommendations; monitor revenues and expenditures. 6. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements. 7. Assess and monitor the maintenance and repair of parking structures, surface lots, parking meters, pay stations and other parking-related equipment. 8. Research opportunities for parking system improvements and customer service improvements. 9. Attend and participate in professional group meetings; stay abreast of new trends and innovations. 10. Prepare and maintain reports, records and related event histories; develop and monitor information data bases. 11. Respond to and resolve difficult citizen inquiries and complaints. 12. Provide staff support to the Director of Development Customer ; participate on a variety of boards, commissions and committees as directed; prepare and present staff reports and other necessary correspondence. 13. Manage the Parking and Mobility Division to support the Department of Development Customer mission to enhance the quality of live in the Village of Oak Park by providing efficient, consistent, cost-effective, courteous and prompt customer services designed to encourage investment in our community. 14. Monitor Division s MAP (Measure, Analyze, Perform) Performance indicators and report on progress to the Director of Development Customer. 15. Perform related duties and responsibilities as required QUALIFICATIONS Knowledge of: Principles and practices of public sector program management including data, process and policy analysis and its application to improving operational needs. Best practices of modern, efficient parking operations which focus on providing excellence in customer service. Methods and materials used in the repair and maintenance of parking meters, pay stations, and other parking-related equipment.

5 General operational and maintenance procedures for multi-level parking structures and surface lots. General knowledge of automated and manual parking revenue control systems as well as prevalent theories or models for pricing various types of parking resources (for example, parking garages, surface lots, on-street and off-street parking). Principles of budget preparation and control. Principles of supervision, training and performance evaluation. Staffing requirements and staff functions required to effectively meet the service demands for operations, maintenance, permitting and payment of fines, administration and customer service. Microsoft Office including Word, Excel, Outlook, and Windows XP. Principles and procedures of record keeping. Basic accounting practices and procedures with particular emphasis on establishing appropriate internal controls related to revenue-generating parking facilities. Pertinent local laws, codes and regulations related to parking structures, surface lots, off-street and on- street parking resources. Ability to: Plan, organize and direct the work of lower level staff and delegate authority and responsibility. Select, supervise, train and evaluate staff. Interpret and explain Village parking policies and procedures. Analyze and evaluate new program techniques, methods and procedures. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Negotiate lease agreements for new and existing lots. Establish and maintain effective working relationships with those contacted in the course of work. Ability to maintain reasonable and customary attendance. Ability to attend evening and weekend meetings as needed.

Maintain mental capacity which allows the capability of: o Making sound decisions o Demonstrating intellectual capabilities Experience and Training Guidelines Experience: Seven years of increasingly responsible public or private parking facility and operational management experience, including five years of administrative and supervisory responsibility. AND Training: A Bachelor s degree from an accredited college or university with major course work in business, public administration or a related field. A Master s degree in a related field is desirable. AND License: Possession of a valid Illinois Driver License. WORKING CONDITIONS Work in an office environment; sustained posture in a seated position for prolonged periods of time.
