ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Head of Programming, Major Events and Festivals Titles of positions reporting to the Senior Program Manager are: Events Assistant Casual Event Staff (as required) Contractors for which this position is responsible: Suppliers and contractors as per approved event plan and budget 3. PRIMARY PURPOSE OF POSITION The City of Sydney produces and delivers an annual calendar of world-class, free, events which innovatively celebrate our city s diversity and creativity and engage with local and international audiences. Not only do festivals and special events add to a city's cultural layer, they also bring significant economic benefits to businesses in the retail, hospitality and tourism sectors. Visitors come from regional NSW, interstate and around the world to be part of events such as New Year's Eve and Chinese New Year. The Major Events & Festivals unit delivers an events portfolio including Art & About Sydney, the Chinese New Year Festival and Sydney Christmas, along with NAIDOC in the City, Capital Works launches and the City s Sydney Mardi Gras Parade entry. Over 1.2 million people attend these events each year. The Major Events & Festivals unit also delivers the annual hallmark Sydney New Year s Eve event with an economic impact of more than $133 million. It is the largest event produced by the City, attracting a physical audience of over 1 million, in addition to a much broader national and global media audience of over 1 billion. 2 The primary purpose of this position is to work with the Head of Programming Major Events and Festivals in the development of the creative direction, preparation, planning, organisation and implementation of the annual calendar of major events produced by the Major Events and Festivals team at the City 4. POSITION OBJECTIVES The major objectives to be achieved by the Senior Program Manager are: Work with the Executive Producer and Head of Programming to lead the development and management of the creative vision and direction of the City s major events and festivals program. Ensure that the City s major events and festivals are creative, innovative, professionally produced and are engaging and enjoyable for the general public and visitors Lead the scoping and development of new creative concepts for delivery within the major events and festivals program Manage good working relationships with cultural institutions, artists, curators, corporate partners, community organisations, internal stakeholders and government departments Ensure the creative vision is realised through the work of the programming team within budget, as per creative scope and that they meet organisational objectives To ensure that effective communication is demonstrated and consultation is maintained with relevant stakeholders on all creative matters. To assist external event organisers, where appropriate, to produce events that are unique, creative and of high quality. To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. 5. POSITION ACCOUNTABILITIES Work with the Head of Programming to design, develop and manage all creative and programming elements in the preparation, planning, organisation and implementation of the major events and festivals program. Manage the Events Assistant and collaborate in managing and coordinating Program Managers and other staff to ensure high quality Client Relations Officer June 2018 Page 2

3 concepts, planning and delivery of all components of the major events & festivals program. Work closely with the Head of Programming, senior management team and key creative, administrative and production staff and contractors to co-ordinate and successfully deliver all event requirements. Work with the senior management team to ensure that all necessary creative and administrative related requirements are in place for the major events and festivals program. Work with the Head of Programming to manage and oversee artists, creatives, designers, contractors and service providers working on the creative components of the events. Regularly consult with senior management on matters likely to affect the work of the major events and festivals team. Actively foster a team environment and culture in which collaboration, creative thinking, and innovation are the norm. Develop and recommend creative solutions to programming, financial, operational, contractual issues and problems to ensure the successful delivery of projects and events In consultation with the Executive Producer and Head of Programming, develop and coordinate the creative aspects of the City s events to ensure vibrant and innovative cultural and community events, including Sydney New Year s Eve, Sydney s Chinese New Year Festival, the Sydney Christmas program, Art & About Sydney, and various other projects as directed. Develop, review, research and recommend new, innovative, creative concepts and ideas that will ensure the City delivers successful worldclass events that reflect the City s vision. Liaise extensively with a wide range of key stakeholders, external organisations, and arts and cultural groups to negotiate and provide information and advice as required. Liaise with the Media & Communications Unit in regard to the promotion of all creative aspects of the City of Sydney Major Events and Festivals Calendar to ensure they are accurately and effectively advertised and promoted. Prepare reports, correspondence and memos in relation to event s creative matters and ensure responses are timely and appropriate. Maintain excellent records on all event s creative matters. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. Client Relations Officer June 2018 Page 3

4 Any other duties that may be required from time to time as directed by the Head of Programming 6. AUTHORITY TO ACT The Senior Program Manager makes decisions regarding the planning and creative development, format and implementation of major events and festivals in consultation with the Executive Producer and Head of Programming. This position is required to display initiative in response to situations at events and functions. This position will be required to attend functions or events and at times work alone in circumstances where on the spot decisions must be made to ensure the successful delivery of the event. The position has freedom to liaise externally with a range of organisations, arts groups, key public and Government representatives in order to deliver the major events and festivals program. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 7. ESSENTIAL CRITERIA Tertiary qualifications or commensurate relevant experience in arts, entertainment, major events and festivals or creative industries. Demonstrated experience in creative development, curation, programming and management of events and festivals, and a range of forms of entertainment Ability to work on several simultaneous projects and manage competing deadlines. Demonstrated ability to work collaboratively with creatives and artists to produce their ideas and vision within a budget and a timeline and thereby deliver publically embraced themes, spectacular effects, quality entertainment and evocative event site environments. Extensive experience in people management, including teams of artists, creative consultants, etc. Highly developed communication skills both written and verbal, with the ability to liaise and negotiate with the public, staff, artists, the media, service providers, sponsors and associated stakeholders from a diverse range of Government and non-government organisations. 5 of large scale events and planning a calendar of events. A comprehensive knowledge of the arts and entertainment industry, artists, performers, booking agents/agencies. Experience in preparing and managing budgets and contracts for arts and entertainment / major events and festivals. A comprehensive understanding of creative and technical aspects involved in the presentation of performance and entertainment. DESIRABLE CRITERIA Maturity, discretion, sound judgement and the capacity to act autonomously in the execution of daily administration and co-ordination of multiple projects simultaneously with competing priorities to tight deadlines. Excellent written and oral communication skills, combined with proven ability to negotiate and interact on key activities and sensitive issues. Ability to function at a high standard in a dynamic, challenging and political environment. Demonstrated ability to operate effectively in a regulatory environment that requires compliance with a variety of different controls including government, non-government and contractual.
