1 JOB DESCRIPTION Job title: Health System Strengthening Technical Advisor Location: Northern Bahr el Ghazal, South Sudan Department: Programme Management Length of contract: 18 months Role type: Global Grade: 9 Travel involved: Frequent travel within the State Child safeguarding level: TBC Reporting to: Programme manager with a dotted line with Country Technical Coordinator Direct reports: Senior M&E Officer, Senior Nutrition Officer Organisational background Established in 2003, Malaria Consortium is one of the world s leading non-profit organisations specialising in the comprehensive prevention, control and treatment of malaria and other communicable diseases among vulnerable and under privileged populations. We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. We work in Africa and Asia with communities, governments, academic institutions, and local and international organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development

2 Country and project background Malaria Consortium began activities in South Sudan in 2005 and is currently implementing an integrated community case management programme for malaria, diarrhoea, pneumonia and nutrition in Northern Bahr el Ghazal, overseeing Global Fund supported universal distribution of LLINs in Norther Bahr el Ghazal, supporting the management of NTDs in four counties in Yei River State through mass drug administration and providing strategic technical assistance to the MoH in Wau, Tonj, Eastern Lakes, Western Lakes, Gok, Yei, Juba, Kapoeta and Torit states. Malaria Consortium works with partners at all levels of government in an effort to support South Sudan in rebuilding the health system after successive conflicts. The Health Pooled Fund is a consolidation of funding from the British Government s Department for International Development (DFID), the Government of Canada, the European Union, the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID) and aims to support the Government of South Sudan in reducing maternal and infant mortality, ensuring universal coverage, and improving the overall health status as well as the quality of life of the South Sudanese population. The Health Pooled Fund is based on a county model, whereby support is provided to the county health departments for the delivery of health services, health system strengthening and community ownership. Malaria Consortium is planning to support the county health departments in Aweil Centre, Aweil East and Aweil South under Health Pooled Fund. Job purpose The Health System Strengthening Technical Advisor will be responsible for providing technical support for the implementation and reporting for the Health Pooled Fund project in Aweil Centre, Aweil East and Aweil South. Scope of work The Health System Strengthening Technical Advisor, with support from the Programme Manager, will ensure that project activities are carried out by Malaria Consortium and partner organisations following the technical design in the project plan, best practices and policies put forth by the Ministry of Health of South Sudan. The post holder will monitor project activities to ensure that objectives and targets are met for health services delivery, health system strengthening at the county health, health facility and community level and nutrition services in Northern Bahr el Ghazal. Key working relationships The Health System Strengthening Technical Advisor will work closely with the Technical Coordinator but will be based in the field and line managed by the Programme Manager. The post holder will receive additional support from the Country Management Team based in Juba. S/he will line manage the key staff responsible for overseeing activities in health system strengthening, child and maternal health, nutrition and monitoring and evaluation. The post holder will support the dissemination of technical knowledge with stakeholders at the county health department, State Ministry of Health and other key stakeholders in the State. S/he will maintain a good working relationship with partnering agencies for this project and other partners implementing health projects within Northern Bahr el Ghazal, participating in technical working group meetings. Key accountabilities Technical support (50%)

3 Lead a team of technical focal points, responsible for managing activities within their respective technical areas, aligned to the objectives and targets set forth by the project. Ensure that activities are carried out as outline in the activity plan, following best practices and aligned to the country treatment and health service delivery guidelines Identify and address gaps in the quality or delivery of activities Monitoring and reporting (30%) Establish M&E protocols, data management processes and data collection tools Oversee all monitoring and evaluation activities and support the M&E focal person Identify and address gaps in data collection and management for monitoring and evaluation Provide significant inputs and support for the drafting of donor and internal reports Coordination (20%) Support the Programme Manager in coordinating with partner organisations and key stakeholders at the County Health Department, health facility and community level Collate and oversee the dissemination of learning and best practices among project partners and other key stakeholders. Person specification Qualifications and experience: Essential: Master s degree in public health or similar field Minimum 5 years of experience in public health project management with demonstrated experience supporting the implementation of large scale projects Experience in carrying out M&E, supporting health system strengthening and/or maternal and child health projects Desirable: MD or PhD in public health or similar field Experience in post-conflict or fragile contexts Experience in South Sudan Work-based skills: Essential: Excellent written and spoken English skills Proficient in MS Office Flexible and diplomatic management style Strong technical skills in M&E, health system strengthening and maternal and child health Desirable: South Sudanese Arabic skills
