1 Job Description Job title Group Section Emergency Management Coordinator (Community Resilience) Natural Hazards Group Group Emergency Management Office Responsible to Responsibility for employees Team Leader, Emergency Management None Date 30 September 2013 Job purpose This job exists for leading and championing approaches that will increase the level of preparedness, engagement and resilience across key communities within the Bay of Plenty Region. Working collaboratively with local authorities, government agencies, businesses and communities, the position will develop and influence programmes of work that provide public education; strengthen community resilience; develop and engage with online communities, and develop the region s capacity to engage with volunteers. The role will work across a range of agencies and communities of interest facilitating enduring relationships that will result in increased preparedness and the ability for communities to effectively recover from emergencies. The position has two distinct modes of operation; a business as usual component that focuses on relationship management and planning for different types of emergencies, and a response component that operates in a high stress environment implementing previously rehearsed procedures and rapidly responding to the unfolding needs of an emergency. This position is also required to provide generalist CDEM expertise and support in the management and delivery of the group work programme. Provide emergency management support and professional advice during non CDEM emergencies where requested that facilitate effective emergency response by the Lead Agency. 2 Community Resilience Lead in the development, implementation and monitoring of initiatives that increase community resilience with associated annual targets and work plans. Develop effective networks and relationships that empower and facilitate community engagement across a range of communities of interest (including business groups, established community groups and new community networks) that builds preparedness capacity. Facilitate and champion integrating existing activities and networks within communities to lever community resilience outcomes. Develop mechanisms that enable communities to provide information during emergency events that will support response coordination and decision making. 3 Public Education Lead in the development, implementation and monitoring of an integrated public education strategy with associated annual targets and work plans. Collaborate across the Bay of Plenty CDEM group in the planning, scheduling and evaluation of CDEM Public Education campaigns, ensuring that they are appropriately targeted to areas of hazard risk vulnerability. Ensure that local public education campaigns lever from and give effect to national public education planning. 4 Volunteer Management Key accountability measures (jobholder is successful when) meaningful way that supports decision making. Project objectives are achieved within agreed timeframes and approved budgets The Bay of Plenty CDEM group is able to respond effectively to any emergency event. Emergency Management advice is provided and principles are applied that supports emergency management. Bay of Plenty CDEM community resilience initiatives provide clear guidance on engaging with a range of communities and organisations and is actively monitored for resilience progress. Existing networks and relationships are understood, highlighting gaps or areas for leveraging and strengthening activities. Community engagement approaches within the Bay of Plenty are cognisant and adaptive in order to make best use of innovation. During emergency events, affected communities have access to response efforts in order to provide intelligence and request support. CDEM activity is driven by evidence based need. Projects are scoped in a consistent way and contribute towards the management of a robust and effective project management framework. Outputs and outcomes from CDEM projects are monitored and reported to the Coordinating Executive Group and CDEM Group demonstrating improvements for the Bay of Plenty region in a range of CDEM related areas. Public education is innovative, targeted and appropriate to the diverse communities of the Bay of Plenty, and provides simple and effective messages that build community resilience. Opportunities to leverage from national campaigns lead by strategic partners and national/international emergency events are championed. Develop, implement and monitor programmes of work that identify volunteer groups and how they can be used and managed during emergency events. Develop and maintain systems which record, track and have the ability to interact with volunteers. In conjunction with Capability Development, identify, develop and implement training needs for volunteers. Volunteer details including contact information, skill base and training are maintained. Volunteers are adequately trained for roles they are expected to perform. 5 Social media Lead in the development, implementation and monitoring of CDEM Social Media systems across the CDEM Group with associated annual targets and work plans. Proactively ensure regular engagement through social media with the communities of the Bay of Plenty group with appropriate educational, preparedness and warning messages. 6 Relationship management Establish and maintain close working relationships with internal and external contacts including local authorities, ratepayers, landowners, suppliers, consultants, and contractors. 7 Corporate contribution Promote the implementation of the Corporate Culture Statement, Leadership Model and Health and Safety Systems. Recognise individual responsibility for Workplace Health and Safety under the Health and Safety in Employment Act Meet the statutory responsibilities detailed in the Information Management Policy and Procedures standard. Meet Bay of Plenty Regional Council s statutory responsibilities for civil defence and emergency management. A range of Bay of Plenty CDEM Social Media is established that connects individuals and communities to CDEM activity. CDEM educational, preparedness and warning messages are targeted to the community. Effective, professional relationships and partnerships are developed and maintained with internal and external contacts. Professional image is conveyed in public forums. Corporate responsibilities are undertaken and completed accurately, meeting specified standards and within agreed timeframes. Hazards are identified and all incidents and accidents are reported. Participate in any wellness programmes, such as stress management training and health monitoring. Council records are created and maintained in corporate information systems, meeting specified information management standards. Participate in any civil defence and emergency management training initiatives and assist with any civil defence emergencies, as part of Bay of Plenty Regional Council s responsibilities for civil defence and emergency management. The jobholder acts under the direction of the Regional Manager Civil Defence Emergency Management and the Team Leader Emergency Management. Work complexity Most challenging duties typically undertaken: Leading the development and implementation of CDEM activities integrated across the 4R s in a range of differing organisations where cultures, work practices and funding models vary. Developing and maintaining strong, trusting relationships in a multi-agency setting that will effectively deliver coordinated response during emergency events. Person specification Minimum academic qualifications and experience required: Essential A recognised tertiary qualification at diploma (level 6) in a discipline relevant to emergency management, risk management and/or hazard management. A valid driver s licence required* 1 Desirable (for recruitment purposes only) Coordinated Incident Management System (CIMS) Level 4. Knowledge / experience (indicate years of experience required as appropriate) 1 Driving record free of driving suspensions or convictions (excluding demerit points and infringement fees). Requirement for valid Driver s Licence may be waived if applicant has a driving-related disability.

6 Essential 3-4 years experience in emergency management or related field. Demonstrated experience in relevant project and/or programme management. Demonstrated critical thinking, strategic planning, performance monitoring and report writing experience. High level of computer literacy (including word processing, presentations, spread-sheet and project management applications). High level of oral and written communication skills. Desirable (for recruitment purposes only) Knowledge of the Civil Defence Emergency Management Act 2002, National CDEM Strategy and the Resource Management Act An understanding of social media and its application to CDEM. 7 Can be required to work outside normal hours sometimes for prolonged periods in response to emergency events. The position is required to be rostered on-call 24/7 for warnings and emergency events. May be asked to deploy to other areas of New Zealand to assist with emergency events.
