5 Overview of PTC cont d The PTC consists of two branches employing 35 active duty, civilian and in-house contractors: Analysis, Acquisition and Evaluation (AA&E) -Uses Human Performance Technology (HPT) processes to analyze Coast Guard workforce problems. Provides recommendations to close gaps. Design and Development (D&D) -Provides the solution continuum to the analysis output to ensure that systematic and systemic means are used to develop and implement the intervention packaging. 5

7 Our conditions, responsibility, and primary guideposts for the design and distribution of MT elearning products: The product design and packaging must be respectful of the performer s time and environment. The product design and content must be focused on value and relevance.

10 A six faceted tool for focusing program goals. What is the overarching goal? When all is said and done, what exactly do you want the learner to do? Keep in mind that foundational MT s with a general audience should not attempt to focus on more than one overarching goal.

11 A six faceted tool for focusing program goals. What is the organizational policy regarding this goal? Is this driven by internal or external mandate? What does the performer need to know to meet the organization s expectations at a foundational level? This helps to shape the design approach used for your topic / goal. This goal forms the Terminal Performance Objective (TPO x 1)

What does this newest member NEED TO KNOW about this topic or goal to align with the organization s objective? Here, we separate the need to know from the nice to know. We answer the question Are we building novices or experts? Is the goal to test the short term memory of the performer or to provide a simple set of rules and tools to employ on the job? These concepts form the Enabling Objectives (EO x 5).

What will happen to a performer if they do NOT adhere to the policies associated with the topic? What will happen if the performer DOES adhere to the policies? Don t we all want / need to clearly know the consequences of our actions / inactions?

14 A six faceted tool for focusing program goals. How does this topic / goal relate to the USCG Core Values and Guardian Ethos? The MT series should have a common value theme. Each leveraging and taking the opportunity to represent and reinforce the Core Values.

What scenarios or real-life case studies are available that BEST illustrate proper and improper adherence to the policies associated with this goal or topic? The concepts, rules, and tools need to be simple to establish reasonable expectations on retention and lasting performance impact. The examples will help to clarify and solidify the knowledge components and rules.

17 Why focus? Bottom line The product design and packaging must be respectful of the performer s time and environment. The product design and content must be focused on value and relevance. Focus also helps to reduce complexity which reduces time to market and maintenance load.
