3 Background Amatola Water Board (AW) is a water services board established in terms of the Water Services Act 108 of AW is listed in terms of the Public Finance Management Act OF 1999 as a schedule 3B entity and is a National Government Business Enterprise in terms of the prescribed schedules by the National Treasury. We currently AW is currently appointed as an implementing Agents for DoE and NDPW 3

4 Objectives Establish panels of multidisciplinary services providers (PSP) and Specialist Service Providers (SSP) Panels will remain valid for 3 years PSP provide professional services on water infrastructure projects SSP provide specialist support as and when needed Category 3 to 6 PSPs will be required to subcontract 30% to 51% black owned Cat 1 and 2 PSPs 4

6 Sourcing of services Current procurement system: in terms of:- - PFMA, - PPPFA, - CIDB Regulations Challenges: Time wasted on SCM processes; delays in projects; poor contract management; over-utilisation of established companies; lack of competition in the sector; extent of fronting and lack of skills transfer to emerging entities owned and managed by women and or youth. 6

7 Administrative and Mandatory 1. Valid Registration in the Centralised Supplier Database (CSD) at National Treasury. 2. Company submitted registration certificate issued by the Companies and Intellectual Property Commission (CIPC) (to be verified through CSD). 3. Company submitted proof of Ownership and Shareholding with relevant certified ID documentation (to be verified through CSD). 4.SBD forms (SBD1, SBD4, SBD6.1, SBD8, SBD9). 5. Tax compliance (to be verified through CSD and SARS). 6. Company submitted Municipal Account not older than 3 months or valid Lease Agreement. 7. Company submitted latest annual financial statement, issued in terms of the Companies Act of

Valid and current Professional Indemnity Insurance (Reference Table of returnable on Page 9, 10 and 16 for minimum PI Insurance required) from Accredited Financial Service Provider 10. All Professionals registered with a recognised professional body (certified registration certificates must be submitted). 11. At least one compulsory briefing session 8

The 80/20 or 90/10 principle will be used when requesting for proposals for specific projects as and when required. Other services will be evaluated on an individual basis (See page 27 of bid document) Bid evaluators will be strictly selected to assist SCM with technical capacity and to impart skills
