1 Background Government of Sint Maarten National Recovery Program Bureau TERMS OF REFERENCE FOR Project Coordinator (Emergency Income Support and Training Program) Following the devastation caused by hurricanes Irma and Maria, the Government of Sint Maarten embarked on a large-scale recovery and reconstruction program, based on the principle of building back a more resilient Sint Maarten. Since January 2018, the World Bank is assisting the Government of Sint Maarten in the establishment of this program. A significant component of this program will be financed through a Trust Fund financed by the Netherlands, managed by the World Bank and implemented by Sint Maarten. The Government of Sint Maarten and the World Bank have developed a consolidated National Recovery and Resilience Plan (NRRP) that prioritizes immediate-, short-, medium- and long-term needs for the recovery, reconstruction and resilience of Sint Maarten. This Plan includes estimates of the financial requirements, costs and investments that are necessary to build Sint Maarten back better. Project Institutional Arrangements In parallel to the establishment of the Trust Fund and the execution of the NRRP, the Government of Sint Maarten is expected to develop an institutional structure for the implementation of Trust Fund projects. The approach consists of 2 phases: - Phase 1: An Interim Structure, the Interim Recovery Committee, made up of a task group of civil servants which coordinates the early priority projects; assist the ministries with the implementation of projects, in particular with regards to the Fiduciary and Safeguards requirements; and prepare phase 2. - Phase 2: A National Recovery Program Bureau (NRPB) will be established. In close coordination with the Ministries, the NRPB will be responsible for the preparation, coordination, execution and evaluation of the projects that will be financed through the World Bank Trust Fund. The NPRB will play a central technical role in project management, while working closely with ministries and third party partners for the design of the projects. Project management tasks include the preparation and execution of e.g. bidding documents, evaluating proposals, environmental and social safeguards studies, monitoring and evaluation (M&E), communications and community engagement support for the project. Technical inputs in the bidding documents (Technical Specifications, Terms of Reference etc.) will be provided by the Ministries or third parties. The NPRB will include the following functions: (i) contract management in coordination with Ministries or third

2 parties; (ii) environmental and social safeguards support; (iii) M&E coordination; (iv) financial management of the proceeds from the Trust Fund (v) community engagement and communications support, and (vi) all aspects of knowledge and learning management (KLM). Staff for the different functions of the NPRB will be competitively selected based on merit, relevant experience and qualifications. Role of the Project coordinator Emergency Income Support and Training Program social registry The Project Coordinator serves as the technical responsible officer for the coordination of the project cycle (works, technical assistance, etc.) and reports to the responsible Project Manager or his/her replacement and the SG VSA. In this role, the project coordinator shall organize all activities related to the identification, formulation, approval, implementation and completion of specific project components: Emergency Income Support and Training Project and the development of the Social Registry under the ministry of VSA (Health, Social Development and Labor). The project coordinator shall regularly report on the progress of the projects implementation and the deliverables to the responsible Program Manager. VSA is the Main Line Ministry responsible for the technical inputs and oversight in the preparation and implementation of the Program. The Project coordinator will be stationed at the staff bureau of the Secretary General of VSA. Key Duties and Responsibilities The Project coordinator will be a full-time professional responsible for project preparation, execution, reporting and monitoring, and will support the IRC/NRPB with the coordination and execution of project activities. The Project coordinator will liaise with the project leader at the World Bank and the Sint Maarten Training Foundation, coordinate with the focal points of the ministries of VSA and TEATT, entities within the ministries and other implementing partners involved in the project inside and outside government. The Project coordinator is responsible for leading a team of 2 technical specialists each for component 1 and 2 who will serve as intermediaries to provide technical inputs and follow-up on their respective components. The Project coordinator responsibilities will include: 1. Work with operational units of the ministries/agencies at VSA and TEATT (department of Statistics) to execute and implement the project in cooperation and in accordance with World Bank criteria. 2. Assess assigned project implementation activities and identify all technical elements and documentation required to implement assigned project activities. 3. Regularly report on project execution progress, project deliverables and budget performance. 4. Track project performance, specifically to analyze the successful completion of short- and long-term goals.

3 5. Meet budgetary objectives and make adjustments to project constraints based on financial analysis. 6. Develop comprehensive project plans to be shared within the organization and World Bank 7. Ensure that the training is provided according to the conditions established and monitor the training on a regular basis, organizing spot checks to verify that courses are being delivered as designed. 8. Monitor report and assist with registration of unemployed beneficiaries in the emergency income support and training program, giving priority to vulnerable women and youth. 9. Delegate tasks to the team members, safeguard deadlines and report on progress and results of the team. 10. Design exit interviews and other mechanisms to follow-up with beneficiaries during and after their participation in the training program, including beneficiaries that have dropped out. 11. Collect in a timely manner all relevant documentation from the executing agency the Sint Maarten Training Foundation and prepare the required reports (monthly and quarterly) on the deliverables. 12. Develop and roll out the Social Registry in a timely manner in close collaboration with the technical specialist, including development of a social-economic survey in order to collect data. 13. Develop and implement a communications strategy and contributes to press releases. 14. In coordination with the NRPB procurement and FM officers, as well as line ministries/external agencies, manage and supervise the preparation of all required technical project documents including Terms of Reference (TORs) for consultants and consulting firms, specifications and designs for works and detailed requirements for activities involving non-consulting services to be included in standard bidding documents. 15. Regularly liaise with the Project Manager to ensure achievement of the program objectives. 16. Assist with the preparation of progress reports and actionable information as required by the Project Manager to support the NRPB Director s reporting commitments to the Prime Minister, the Council of Ministers, the Trust Fund Steering Committee and the World Bank, as needed; Duration of the Assignment and Performance The start date of the contract will be December 1 st, 2018, or thereabouts. The contract duration will be 1 year inclusive of a 2-month probation period, renewable on annual basis until the closing date of the project. The selected candidate is expected to work full time within Philipsburg, Sint Maarten except where situations demand travel outside the project area. The success of the Project Coordinator will be judged by the delivery of the Required Outputs of the Program and abiding by the agreed implementation timetable for the project components and sub projects (as specified in the Grant Agreement and underlying documents). At the end of the probation period, the Project Coordinator will be evaluated by the SG VSA and the Project Manager, on his/her performance and will be given grading and guidance to improve. Qualification requirements Academic qualifications

4 The candidate should have a professional degree (Bachelor and preferably a Master/) in project management, public administration, business administration OR combination of relevant program/project coordination or working experience. Preference will be for candidates who have experience in and good understanding of the social sector and the business sector, coordinated larger-scale multidisciplinary projects and have knowledge of registration and information systems. Minimum Requirements At least a Bachelor s degree in social science, preferably a Master degree, public administration, law, economics, business or other relevant discipline; At least 5 years working experience preferably in project coordination and planning, preferably in multi-disciplinary projects; Advanced proficiency in English in speech and writing. Preferred Experience Proven Experience in preparation of TORs and bidding specifications is a plus; Proven experience in financial management and budget control, reporting, monitoring on project progress and performance is an advantage; Development and implementation of registration information systems and understanding the business side of developing these systems OR equivalent working experience is an advantage; Experience in government, understanding of social sector and the business sector is a preference; Experience with the preparation of briefings and reports for presentation to high level/elected government officials is an advantage; Experience in project design and execution is an advantage; Familiarity with World Bank procedures is an advantage; OR familiarity with other international organizations procedures is acceptable. Knowledge of Dutch is an advantage. General Competencies Strong time management and organizational skills with attention to detail; Ability to manage priorities and workflow with strong multi-tasking and problem-solving skills Strong analytical skills; ability to analyze and enhance best practices, processes and procedures to improve efficiency and effectiveness of program-wide operations; Strong computer skills, the candidate must be computer literate, with high proficiency in Computer software operations (Microsoft Word, Excel, Power Point and data-base management etc.), experience with using project management software, is an advantage; Ability to work with, motivate, inspire, resolve conflict, lead by example, and coordinate other professionals in the project team and cooperate with stakeholders within VSA; Being able to determine the validity of project progress, maintain project objectivity, and apply ongoing analysis to the project; Strong communications skills: conveys information to all key stakeholders in both written and verbal formats, determines and utilizes the appropriate communication channels, infers meaningful insights from a collection of data; Active listener;
