2 DIRECTOR OF PURPOSE AND KEY FOCUS The Director of Lands and Economic Development plans and implements the Reserve Land and Environment Management Program (RLEMP) established by AANDC with the goal to transition the Okanagan Indian Band, potentially, to the Delegated Authority Level. This position is responsible to provide professional expertise, program direction, and operational implementation for the short and long-term strategies of the Lands and Economic Development Department for the OKIB. This position is responsible for the development of annual budgets, negotiation, and supervision of staff. The position works in collaboration with the Territorial Stewardship Division and the Public Works and Housing Departments in the effective management of OKIB reserve lands and traditional territory. JOB SUMMARY The Director of Lands and Economic Development is responsible for overseeing the day to day operations as well as support the strategic planning for Okanagan Indian Band Reserve Lands and traditional territory. The position is responsible for meeting Indian Act requirements related to land transactions ensuring that the OKIB is compliant with its fiduciary obligations. Additionally, the position responds to inquiries related to economic development, and sources and leverages economic development opportunities for the OKIB. REPORTING STRUCTURE Reports to the Executive Director JOB DUTIES AND RESPONSIBILITIES Lands Management Develop and maintain a data management system as it pertains to lands records Negotiation and preparation of most land management instruments (i.e. leases, permits, allotments, individual land holdings etc) using departmental standard templates Confirm survey requirements are met Ensure appraisals are conducted as necessary Prepare Land Transaction Information Report (land status report, encumbrance check) Prepare Land Transaction Checklist to confirm that registration requirements have been met Prepare Locatee Consents and support band members with wills and estates matters Monitor and ensure compliance related activities associated with land and natural resources transactions (i.e. terms and conditions of leases and permits) are being met Receive and forward registration particulars to proponents including copies of executed documents if applicable Follow applicable legislation, departmental policies and operational guidelines (i.e. Land Management Manual) to manage on-reserve activities Conduct compliance related activities associated with land and natural resources transactions (i.e. terms and conditions of leases and permits being met) pg. 2

3 DIRECTOR OF Monitor and notify AANDC of rental arrears, outstanding fees and any other breaches of lease/permit terms and conditions Provide report(s) as per requirements in the AANDC funding arrangement Provide report(s) for OKIB administration and/or Chief and Council as required As delegated, act as a representative of the OKIB with federal departments, other First Nations, other levels of government, and private sector organizations in relation to information exchange, first nations membership in negotiations, and joint initiatives Economic Development Develop qualifying process for economic development on reserve land Oversee designations for economic development projects Evaluate highest and best use master plan development areas Prepare a business opportunity analysis/date review of fee simple lands, reserve lands and existing OKIB businesses to optimize opportunities Environmental Protection Evaluate land use applications for environmental compliance Monitor lease agreements Administer and oversee permits through environmental lens Oversee, secure, and expand water licenses Oversee land surveys Strategic Collaboration Collaborate on Land Use Planning (LUP) with Public Works and Housing Department Collaborate with Territorial Stewardship Division on off reserve watershed plan priorities which links to water and wastewater management plan and Unexploded Ordnances (UXO) work Implement the Reserve Land and Environment Management Plan Collaborate with Okanagan Cultural Integration Group in the evaluation of department strategic plans QUALIFICATIONS Education Professional Lands Manager Certification Program (PLMCP), preferred RLEMP Professional Land Management Training and Certification or willing to obtain Degree or diploma in on or more of the following: Natural or renewable resource management, environmental studies, land management, economic development, urban land planning, real estate development or similar field Confident user of MS Office Suite pg. 3 Experience Five or more years working with First Nations communities Familiarity with Federal funding regimes

4 DIRECTOR OF Human Resource Management experience Five or more years of Financial Management experience Demonstrated ability to research and synthesize large amounts of information in preparation of briefing notes, reports and other communication tools Ability to identify key factors through community consultation and respond to community concerns and issues raised Competencies (KSAs & Desired Attributes) Knowledge of theories, principles and practices related to lands and resource management, real estate development and First Nations Governance systems Knowledge of methods, techniques and practices used in all program areas of Lands and Trust Services Articulate presenter of reports, findings to Council, community and third parties Ability to manage multiple projects and files Excellent organizational skills WORKING CONDITIONS Physical Demands The Director of Lands and Economic Development will have to spend long hours sitting and using office equipment and computers. The Director of Public Works and Housing may also have to do some light lifting of supplies and travel to various meetings. Environmental Conditions The Director of Lands and Economic Development will manage a number of projects at once, and need to meet with organizational leaders a various locations throughout the Okanagan and the Province. Sensory Demands Sensory demands include use of the computer, which may cause eyestrain and occasional headaches. Mental Demands The Director of Lands and Economic Development deals with a variety of tasks and deadlines including financial management and reporting, progress reports, and preparing communications materials for the community. The Director of Lands and Economic Development must be able to meet multiple deadlines. pg. 4
