1 Job description Job title: Wales Policy and External Affairs Officer Level: Level 4 Directorate: Strategic Communications and Engagement Section: Wales Office Location: Cardiff Reporting to: Wales Policy and External Affairs Manager Job purpose To support and promote the GMC s political, policy and public affairs based activities in Wales, while working closely with members of the Wales Office team, the other External Affairs and Engagement teams, the Directorate and the wider GMC. To be part of a team dedicated to the efficient operation of the GMC s activities in Wales, with the aim of ensuring: an increased understanding among key interest groups of the statutory functions of the GMC and the work that we do to help protect patients and improve medical education and practice across the UK. that the position of the GMC on key policy issues is communicated to key interest groups in Wales. that the GMC s work is promoted in a positive, balanced and well-informed way, and that its reputation is protected and enhanced. that external and internal audiences understand the impact of devolution on the work of the GMC. that statements/publications/guidance issued by the GMC continue to reflect its role as a UK-wide regulator.

2 Main responsibilities Policy and external affairs 1. To be an expert in the Welsh political and health policy landscape, proactively monitoring developments and providing extensive advice and briefings to GMC colleagues as required. To work closely with relevant colleagues across the UK to ensure a UK-wide perspective. 2. To ensure that colleagues across the GMC are kept up to date with relevant developments across Wales and that statements/publications/guidance issued by the GMC continue to reflect its role as a UK-wide regulator. 3. To be a central point of contact for colleagues across the GMC, leading on policy portfolios and projects as requested. To develop close working relationships with policy colleagues and work as part of the wider policy network. 4. To develop a good knowledge of GMC ethical guidance and the underpinning ethical and legal principles, in order to provide advice to colleagues about the implication of devolution on current/future policy decisions. 5. To manage the GMC s response to external consultations and health policy initiatives in Wales, engaging with colleagues across the GMC as appropriate. 6. To monitor and contribute to Welsh Language policy development and support management of the Welsh Language Scheme across the organisation. Communications and Engagement 7. To assist the team in building effective working relationships and communications with key interest groups in Wales, including the Welsh Government, Welsh Assembly, medical bodies and professional groups. 8. To support and advise on the team s communication activity including the use of social media. Work with the Campaigns Team to provide advice to colleagues on the timing and content of communication and engagement activity to ensure GMC communications and consultations are effectively coordinated and scheduled. 9. To contribute to the team s wider engagement activities and take responsibility for dealing with enquiries from the public, patients, the profession and partners as required. Data, intelligence and insight 10. To ensure that relevant intelligence and insight arising from day to day activities is considered and recorded in line with internal procedures. 2

3 11. To contribute to the team s information sharing activities and working groups. 12. To monitor the Welsh media, advising colleagues on issues arising and recording and tracking themes. 13. To ensure relevant updates are provided for inclusion in internal communication tools and management reports in a timely manner and in line with procedures and processes in the GMC Wales office and the wider directorate. General 14. The post will involve occasional work outside normal office hours and some travel with overnight stays. 15. To apply and manage the relevant diversity and equality policy and practice relevant to the role. 16. To apply the relevant management systems, procedures and policies relating to risk management, health and safety, information security and business continuity. 17. Any other reasonable duties as may be assigned from time to time. October

4 Key skills Job title: Wales Policy and External Affairs Officer Level: Level 4 Directorate: Strategic Communications and Engagement Section: Wales Office Location: Cardiff Reporting to: Wales Policy and External Affairs Manager Key skill 1 technical knowledge and skills a A good understanding of the Welsh political and health policy landscape. b A background in external affairs, stakeholder management / communications or policy, ideally in a health environment. c An ability to understand the legislative framework and the political environment within which the GMC and other healthcare regulators operate, including the issues that surround health and the medical profession. d Experience of using Microsoft office suite of programme including MS Word, PowerPoint, MS Excel, MS Outlook. Experience of working with relationship management systems or other similar database software would be desirable. e Understanding of Welsh Language issues. Ability to speak Welsh is highly desirable. Key skill 2 communication skills f Good written and oral communication skills with the ability to present information clearly, concisely and accurately. Ideally with experience of researching and providing written briefings on policy and / or external affairs issues in a timely manner. g Ability to work with others as a member of a small team and with colleagues in the wider organisation to develop and deliver work in line with organisational

5 priorities. Ability to understand and learn from issues of shared relevance in particular across the four parts of the UK. Key skill 3 interpersonal skills h Good interpersonal skills with the ability to build relationships, influence and work effectively with people at all levels, both internally and externally. i j Proven ability to analyse complex information and present in a range of formats that enable colleagues and external stakeholders to understand and identify issues of relevance to their work. Ability to understand and contribute to media monitoring and handling and the management and delivery of communication activities. k To demonstrate excellent customer service in all interactions with internal and external stakeholders. Key skill 4 organisational skills l Good time management skills with the ability to understand priorities and risks, deliver to deadlines and manage competing long and short term demands, all the while maintaining a high degree of accuracy and attention to detail. m Good project management skills and experience with the ability to plan, coordinate and evaluate activity, working across teams, functions, external partners and suppliers to deliver required objectives. n Ability to manage, analyse, document and share external intelligence, data and /or research to identify appropriate issues and risks that can influence and inform policy, strategy and influencing/communication activities. o Ability to work with minimal supervision ensuring that relevant procedures and protocols are adhered to. 6 Terms and conditions Job title: Wales Policy and External Affairs Officer Level: Level 4 Directorate: Strategic Communications and Engagement Section: Wales Office Location: Cardiff Reporting to: Wales Policy and External Affairs Manager The following terms and conditions apply to this post: Salary range Annual leave Pension Other benefits 23,999 to 32,032. This is the salary band for the role and the successful candidate will move through this band whilst in the role. We look to appoint successful candidates towards the bottom of the salary band. 25 days a year, increasing by one day for each year of service up to a maximum of 30 days. You are required to use up to two of these days should the GMC decide to close its offices over Christmas. Our workplace pension is the GMC Group Personal Pension Plan, which is operated by Aviva. This is defined contribution scheme where members receive a 15% employer contribution. There is no requirement for you to make an employee contribution, however you may wish to consider which rate you would like to make, which will be deducted from your monthly salary under our salary exchange arrangement. You can choose to join the pension scheme as soon as you start work at the GMC. But if you don t opt in straight away, you will be automatically enrolled if you are eligible and most people working at the GMC will be eligible.
