Steiner - Secretary August 28, 20 Safety Committee Report The committee has 39 members and is becoming unmanageable by one person. Chairman Balta briefed the committee members on the restructuring of the committee as approved by President Cox. There will be three groups within the committee one consisting of the President, the two Vice Presidents, the five members with term limits, the Executive Committee representative, and the Recorder. One group headed by Vice Chair Wayne Higdon will concentrate on safety within fire activities. The other group headed by Vice Chair Jimmy Rose will concentrate on safety within EMS activities. Each subgroup will have the same goals as outlined by the President only viewed from different angles. The subgroups can meet or correspond independently and present to the core group ideas and suggestions at the scheduled meetings. The members of the committee are urged to make use of technology in order to communicate ideas such as the MSFA Discussion Forum on the web page and . Continuous contact by committee members concerning Safety issues are a must not just at the scheduled meetings. Expectations of Safety Committee for the coming year were expressed by President Cox to include. Promote use of Safety belts, 300 persons signed the pledge in 09/. Our challenge is to triple this by the close of the convention next year by going to county association meetings and fire houses to obtain the pledges as well as solicitations at next year s Convention. The committee members are to spread the Safety message using and postings on company web pages. The committee is to discuss and formulate idea s on possible methods to have our member companies adopt the 16 initiatives from the Everyone Goes Home Campaign. We are to promote the Smith Stathem Safety Award and have at least 15 entries next year. The Safety Display is to be at all Executive Committee meetings. Sponsor Safety Seminars in Western Maryland, Eastern Shore, and Southern Maryland. Jimmy Rose has expressed an interest in developing and producing a seminar to be taken around the state concerning accidents in emergency apparatus. He has first hand knowledge of what can happen and that the use of a seat belt can save your life. Jimmy is still recovering from an accident in a fire truck that occurred a couple of years ago in which the seat belt he was wearing saved his life. The goal is to have 2 or 3 seminars around the state this year and do a presentation at next year s convention. In order to provide a meaningful presentation we will be asking for information from companies that have experienced mishaps. We will not be getting into specifics on these but will

2 need enough information that will leave an impression upon our members on the beneficial use of seat belts. The committee will be discussing the 16 initiatives to determine what can be used to benefit our member companies. We will use the MSFA Discussion Forum for the interchange of ideas. A discussion topic has been submitted to the MSFA WEB page and all MSFA members are encouraged to respond with ideas. Chairman Balta is a member of a study group organized by MIEMSS to look into Ambulance Safety issues. Attached is the minutes form meeting attended by Chairman Balta on August 17 th at MFRI. 4 Ambulance Safety Taskforce Sub- Committee Meeting Minutes Maryland Fire and Rescue Institute 8/17/ Members Present: Allen Williams (chairperson), Bobby Balta, Phil Hurlock, Rene Fechter, Ron Hassan (MFRI Curriculum Development Manager). Sub- committee Topics 1. Education of Drivers 2. Graduated Driver Responsibilities Agenda: 1. Education of Drivers a. Review of June 28 th meeting minutes related to Education of Drivers. b. Review of MFRI Curriculum (Ron Hassan) - EVOC is a generic class. Following this 39 hour class (24 hr classroom + 15 hr practical), students often take other related classes such as Pumps, Aerial Operations, etc. The current text book is published by Brady and is focused somewhat on ambulances. c. Attendees reviewed a copy of MFRI s EVOC curriculum. d. Discussion on Education of Drivers i. NFPA 02, Standard on Fire Apparatus Driver/ Operator This standard addresses many types of fire apparatus, perhaps a future change could include ambulance drivers/operators. ii. On- line Training It was suggested that on- line training could address the patient compartment and other safety issues that are desired. Investigation is required. iii. Driver Simulator Training Some jurisdictions are utilizing simulators, some of which are portable. It is not clear whether ambulances are included among the scenarios and/or whether the simulators are proving effective. Further investigation is required. 2. Action Items (Education of Drivers) a. NFPA 02 Ron Hassan will check on the revision period for the next edition of NFPA 02. b. On- line Training i. Rene will check with Atlantic and other sources to determine if on- line training already exists for ambulance safety. ii. Allen will check with Dave Lewis who is MFRI s contact with Kaplan, an on- line training provider. iii. Phil will check with representatives at the next MD Fire- rescue Education and Training Commission meeting who utilize simulator training (use of ambulances, value, etc.). 3. Graduated Driver Responsibilities a. Review of June 28 th meeting minutes related to Graduated Driver Responsibilities. b. Allen presented several sources including the Everyone Goes Home vehicle operations resource guide which may provide examples of best practices. c. Discussion on the various sources. All agree driving responsibilities should be graduated starting with light vehicles under non- emergency conditions. 4. Action Items (Graduated Driver Responsibilities)

5 a. Allen will provide links (see below) to the various sources he researched. All members will read these as well as other sources of best practices to determine verbiage that should be recommended by the sub- committee. b. Examples of Resources i.
