1 Job Description Service Development Management Job Title Planning Service Manager (Development Management) Post No OP009 Salary Grade Grade I Hours 37 hours/week Responsible to Head of Development Responsible for Direct Reports: approximately 5 Indirect reports: approximately 20 Purpose of Post: To positively lead and manage the Development Management Section of the Development Service, to deliver the service in an efficient and effective manner (in order to achieve required performance targets) whilst providing both quality services and achieving the desired development outcomes. Main Duties and Responsibilities: 1. To effectively and appropriately develop and manage the Council s Development Management teams (dealing with pre-application enquiries, applications and appeals), Planning Enforcement team and the Planning Admin function. 2. To ensure that processes and procedures are effective and fit-for-purpose. 3. To lead and manage professional and administrative staff in order to process, formulate recommendations and to otherwise make decisions (in

2 accordance with the agreed scheme of delegation) in respect of all types of applications submitted to the Planning Authority. 4. To co-ordinate and lead in terms of providing expert professional planning advice to the Council, its Members, Town and Parish Councils and other external organisations. 5. To be responsible for the effective management of the allocated staff, financial and other resources. 6. To represent the Planning Service to external organisations and specifically to be the lead planning officer at the Council s Development Management Panel and the S.106 Advisory Group. 7. To assist the Head of Development in the management of the Planning Division including, in conjunction with the Head of Development, shaping the structure of a DM service for the future. This job description is intended only as a guide to the range of duties involved. The post holder will need to be flexible and adaptable in order to respond to other duties that may be required from time to time and the changes and developments within HDC.

3 Person Specification Essential Criteria Desirable Criteria Knowledge, Skills & Abilities The ability to understand and interpret legislation, case law, and regulations The ability to lead, develop, support and empower staff. The ability to motivate staff in a challenging and changing environment The ability to deal with complex negotiations, to manage conflict and provide innovative solutions. The ability to manage budgets, showing financial and commercial awareness and have the ability to perform effectively within a performance management framework. The ability to give guidance to a wide range of people and organisations on complex issues showing political sensitivity in the widest sense. Have highly effective presentation and communication skills, and be able to build relationships with Councillors, employees and the wider world. The ability to gain the confidence of others and be capable of influencing and persuading both orally and in writing. The ability to deliver objectives.

4 Experience Proven success in acting as case officer for major planning applications. Proven success in leading a team of Development Management Officers. Qualifications A Degree or Diploma in Planning. Membership of the Royal Town Planning Institute. A management qualification (or evidence of recent managerial development). Complexity and Creativity The postholder has to make reasoned decisions, determining and communicating required courses of action to colleagues, on all aspects of the Development Management service including determining applications and the actions necessary in order to deal with enforcement cases. Providing expert inputs into solving complex service related or corporate problems all undertaken within a strong appreciation of the organisational and political context. As the person Team Leaders and others revert to when they are unsure of the correct decision or course of action, the postholder will be involved in the more unusual queries and planning cases. The post holder regularly determines the courses of action that the Council, acting in respect of its role as the LPA, will be pursuing with regard to a highly complex and essentially varied workload. Judgement and Decision Making To be the lead officer for the recruitment of all staff below Team Leader level. To appropriately prioritise their own work but also provide direction and guidance to ensure that all staff appropriately prioritise their own work. To provide expert advice on process, procedures and the acceptability of schemes to colleagues, Development Management Panel meetings, Members, local Councils and other community groups, agents/applicants and the public without approval, and ensure that the Council s processes and procedures are

5 continually reviewed and remain fit for purpose. To make day-to-day decisions relating to the management of staff and other resources, including the Services revenue budget. To determine, and ensure the team determines, planning and related applications in accordance with the Council s scheme of delegation.
