General Summary of Function/Purpose of Position This is a training level employee performing a variety of professional engineering assignments in a learning capacity. As an Engineerin-Training, performs or participates in a variety of professional engineering responsibilities involving the development of road design plans and contract documents for the Region s in-house design projects. Performs survey/field review work necessary in highway design projects, operate computer aided design software (Power Geopak SS4), develop 3D model and assist the Region in project scoping and plan development, and assists the Region Design Engineer as necessary. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary of Duty 1 % of Time 50 Assist the Region design unit to develop design plans, 3D model and contract documents. Assist in monitoring cost, and schedule for in-house road design projects. -To develop an understanding of all areas of road design and related design practices. - To understand what comprises a set of design plans and contract documents. - To be capable of creating a set of design plans and contract documents. - Learn to use and operate computer aided design software (Microstation/ Power Geopak SS4). - To be capable of creating 3D model, 2D CAD files, and other digital engineering data during design utilizing Power GEOPAK SS4 or other applications as appropriate. - To be capable of identifying and handling design related issues and develop practical solutions - To use basic mathematical skills to perform calculations - To understand and follow MDOT design guidelines and standards - To prepare conceptual drawings and maps, as required - To participate in the Regions annual Call for Projects, as required - To develop project concept statements, scope of work and preliminary cost estimates for future projects and project alternatives Duty 2 General Summary of Duty 2 % of Time 20 Assist the Region design unit in resolving design related issues, both with and without the use of computer aided design software. Perform field reviews for the design projects, collect technical data and summarize data/information required for design projects. - To interpret and use survey and field data - To obtain and interpret design data - To perform pickup survey work in the field - To calculate grades and elevations - Assist in identifying and resolving utility conflicts - To calculate earthwork - To use and understand MDOT pay items. - To establish pay item unit prices, using MDOT resources and approval methods - To prepare cost estimates - Learn to use and operate design software (Microstation, Power Geopak SS4, Blue Beam, Pojectwise, AASHTO Ware Pre-construction, JobNet, Planisware etc.) Page 2

3 Duty 3 General Summary of Duty 3 % of Time 15 To perform the engineering duties, at the trainee level, which are required to use, understand and apply MDOT standards (design manual, standard plans, special details, guidelines, AASHTO policies, federal requirements) to assist in design projects and resolve design related issues. - To understand and follow MDOT guidelines, processes and standards - To be capable of reading and understanding Standard Specifications, Special Provisions and Supplemental Specifications - Assist in determining when unique pay items are required and to be capable of creating the corresponding Special Provisions - To perform engineering duties in simple, consistent and repetitious manner Duty 4 General Summary of Duty 4 % of Time 5 To communicate, both written and orally, and to work effectively with others, both inside and outside of the design unit. - To share, request, obtain project related information from the TSC s, Construction, Utilities and Permits, Maintenance, Traffic and Safety, Construction and Technology and Real Estate Divisions, as needed - To maintain organized project record of correspondence, design worksheets and other pertinent project information - To be capable of scheduling and setting up meetings, as needed Page 3

4 Duty 5 General Summary of Duty 5 % of Time 5 Assist in implementing innovation/process improvements, and workforce development. - Participate in employee teams to improve Innovation and Region business processes. - Assist in workforce development in the area of recruiting and staff development - Measure customer requirements, customer satisfaction, and internal performance. Duty 6 General Summary of Duty 6 % of Time 5 Perform other duties, as directed by supervisor. Page 4

5 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Participate in developing plans and 3D model i.e., determine how project information is depicted on plan sheets and 3D models. Knowledge of determining what work items are required to accomplish project goals and how much of each work item should be included in the contract data. MDOT field personnel and contractors who use the contract plans and 3D model to build a project are affected by the aforementioned decisions. Develop skill in writing Special Provisions for items of work not covered by the Standard Specifications. Design project decisions based on engineering judgment. 17. Describe the types of decisions that require the supervisor s review. Design situations not covered by MDOT guidelines or standards. Direction regarding project scope, schedule, budget and design details. 18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Field work (site reviews) and exposures to high traffic and exposure to the natural elements (walking, climbing, and standing required). May require extended periods of time working on a computer. May require travel to meetings outside the normal working hours, must be able to communicate both orally and in writing. Heavy workloads with specific deadlines. Must have corrected vision to read documents, plans, or perform field related duties. Valid Driver s license is required. 19. 7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Bachelors of Science Degree in Civil Engineering. EXPERIENCE: Transportation Engineer 9: No specific type or amount is required. Transportation Engineer 10: One year of professional engineering experience involved in transportation systems and programs equivalent to a Transportation Engineer 9. Transportation Engineer P11: Two years of professional engineering experience involved in transportation systems and programs equivalent to a Transportation Engineer, including one year equivalent to a Transportation Engineer 10. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to work with computers for long hours and operate various software packages and programs. Ability to work cooperatively with others in MDOT, local units of government, and private sector. Good mathematical and problem solving skills. Good written and verbal communications skills.
