1 State College of Florida Job Description Job Title: Senior Project Manager, Facilities Planning, Design and Construction Reports to: Director, Facilities Management & Public Safety FLSA Status: Exempt Level: 214 Job Summary: This position is responsible for managing the college s capital improvement programs. The capital improvement programs will include the planning, design and construction of remodels, renovations, new construction and infrastructure upgrades. This position is also responsible for overseeing Florida Building Code compliance for new construction, remodeling, and renovation and repair of buildings, utility systems, and site features. Manages internal staff and external vendors to develop and achieve capital project goals including programming, quality, schedule and budget. 2. Oversees the building code administration program utilizing professional services consultants 3. Ensures plan reviews, permitting and inspections are performed on required capital projects and maintenance work per SREF and Florida Statues. 4. Oversees the College Plans Room and Operations and Maintenance Library. 5. Plans and develops all documents related to the Educational Plant Survey, spot surveys, Campus Master Plans, Capital Improvement Program, SBE Bonds, CO & DS and Project Priority List. 6. Develops and maintains documents for applications for operating costs for new facilities and preparation of educational specifications (ED SPECS) for contracted projects. Assists in the preparation of cost estimates, bid packages and technical documents associated with renovation, remodeling and new construction. 7. Develops capital budget reports and schedules of PECO, local, state and federal projects. 8. Develops and manages facilities project budgets and manages all capital funds. Coordinates the planning and acts as liaison with design firms and users to plan and prepare project programs, initial construction budgets and educational specifications in accordance with state guidelines and the Florida Building Code and State Requirements for Educational Facilities (SREF). 10. Represents College in new construction, remodel and renovation projects and is liaison and coordinator with internal staff and external vendors, architectural and engineering (A/E) professionals, construction firms. 11. Manages the permitting process with public agencies including but not limited to Southwest Florida Water Management District (SWFWMD), Department of Environmental Protection (DEP), and the Department of Education (DOE) and other Government offices. 12. Coordinates facilities projects and acts as liaison with A/E professionals and users to plan and prepare programs, initial construction budgets and educational specifications in accordance with state guidelines and the Florida Building Code. Provides advice on pertinent Florida Building Codes (FBC), State Statutes and State Requirements for Educational Facilities (SREF). Communicates and interprets Board of Trustees policies to staff. 13. Attends bid openings, manages project schedules, assists in coordinating and reviewing cost estimates, bid packages and technical documents associated with renovation, remodeling and new construction. Reviews recommendations on approval of pay requests for contractors, design professionals and others as needed. 14. Reviews and approves shop drawings and submittals. Participates in all tasks involved in the design and development of construction documents. 15. Supervises project coordinators and support staff performing specific planning, development, coordination, procurement, construction field observation and record keeping duties related to planning and construction projects college-wide. 16. Provides guidance to staff on expediting of assignments while maintaining prescribed architectural, construction and DOE standards. 17. Provides assistance in the development of documents related to the facilities aspects of the SACS accreditation process and College s Strategic Plan. 18. Oversees the procurement of capital projects to ensure bid packages, solicitations, advertisements, pre-bid meetings, bid openings and awards are conducted per SREF and Florida Statues. 19. Oversees the procurement of goods, materials and services in support of facilities maintenance and operations. 20. Performs other duties as assigned. Education/Experience: Bachelor's degree from four-year College or University in Architecture, Engineering or Construction Management and five years related experience is required. 3 Supervisory Experience: Minimum 2 years of supervisory experience, including formal training in supervision is required. Four or more years of supervisory experience is preferred. Language Ability: Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents. Ability to respond to technical questions and/or complaints from college leadership, customers, regulatory agencies, or members of the community. Math Ability: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to work with formulas, scientific equations, graphs, etc. Computer Skills: Working knowledge of AutoCAD, word processing, database, spreadsheet, and Internet software. Certificates and Licenses: Valid Florida Driver s License is required. Prefer certification/registration/licenses in any of the following: Professional Engineer, Registered Architect, Certified Contractor, LEED Accredited Professional. Responsibility for People and Property: Develops planning, budgets reports and schedule for local, state and federal funding. Responsibility for Communication: Internal Contacts: This position has routine contact with SCF staff. External Contacts: This position has routine contact with construction and design firms, state D.O.E., fire department officials and vendors.
