We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And it s girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children. We support children s rights from birth until they reach adulthood. And we enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for 80 years, and are now active in more than 70 countries. By 2022 we want to help 100 million girls learn, lead, decide and thrive. The 65-person Policy and Programmes Directorate supports these aims by ensuring that Plan International UK delivers the highest quality policy and programmes. This is an exciting time to join as we implement a range of ambitious plans designed to make us the best among our peers. We want to be known for our expertise in girl s rights and youth, highly-competitive in Education, Economic Security, Child Protection, Sexual Reproductive Health and Rights (SRHR) and Water, Sanitation and Hygiene (WASH), and be seen as an ambitious, quickly expanding player in the humanitarian space. We constantly enhance programme quality and effectiveness, raise income from institutional donors (like the British Government), and drive change through setting and influencing policy agendas. The Policy, Advocacy and Research Unit (PAR) is one of four Units in the Policy and Programme Directorate. It leads, creates, shapes and implements international policy, advocacy and research for the whole of Plan International UK. Job Purpose This is an exciting opportunity to join the PAR Unit as we scale up our policy and advocacy work on Girls in Crises. This role will contribute to the development of Plan International UK s policy change objectives with a specific focus on girl s rights in humanitarian and protracted crises. This will include: Working with colleagues across policy, programmes, communications and campaigns to codevelop and deliver on a cross organisational influencing strategy focussing on Girls in Crises Developing and implementing effective influencing strategies towards the UK Government and other actors including impactful policy recommendations that will lead to sustainable change for girls;

2 Support country office teams to develop policy and advocacy strategies and key messaging in response to crises ensuring girls rights and needs are met, with the possibility of deployment for up to a month at a time to deliver this; Building and managing influential advocacy and policy relationships with Government, NGOs, networks and partners, and developing creative ideas for furthering Plan s influencing agendas in partnership with others; Producing influential and persuasive policy briefings and analysis; Contributing to the development of credible research products, and managing external consultants delivering research as required; Monitoring the global humanitarian landscape ensuring Plan International UK s work is highly visible within this particularly with UK audiences. Key Deliverables Develop and implement effective policy and advocacy strategies with a focus on Girls in Crises Build and manage influential advocacy and policy relationships with Government, NGOs, networks and partners Lead on producing innovative policy briefings, analysis and supporting the delivery of research products Representation and Communication Key Activities Lead the strategic development and tactical delivery of part of Plan International UK s policy and advocacy work on Girls in Crises supporting influencing at the UK, national and global level working closely with country offices and humanitarian programme staff Maintain up to date expert knowledge on the humanitarian policy landscape through monitoring and interpreting the external environment in which the organisation works and adjusting the strategic direction as appropriate Provide strategic and timely analysis and commentary on policy development relating to Plan International UK s work on Girls in Crises Influencing the UK government s humanitarian policies to ensure girls are placed at the heart of them Build relationships with priority country office staff and advocacy targets to facilitate the delivery of effective national advocacy Identify and manage Plan International UK s engagement with key stakeholders across Government, academia and civil society in relation to gender equality Co-chair and contribute to relevant sector wide networks and groups Identify key research and knowledge gaps and lead desk based research reports to fill them Develop and deliver accompanying advocacy strategies to effectively disseminate research findings to policy makers and advocacy targets Work with programme technical specialists to identify evidence and impact in Plan International s humanitarian programmes and profile this with relevant policy makers Produce policy positions and briefing papers for both external and internal use Represent Plan International UK in person and in writing to senior external figures including UK Civil Servants, UN representatives and other senior decision makers confidently communicating Plan International s work and negotiating support and co-operation Work closely with public affairs and campaigns staff to support public and parliamentary engagement on our humanitarian policy work Work with the communication team and country office staff to develop key messaging in response to humanitarian crises

3 Provide support to senior staff and board members in their engagement with decision makers, including by drafting briefing notes, talking points and speeches Develop and co-ordinate the use of policy-oriented key messages and materials for use in media Liaise and represent Plan International UK policy positions and priorities in the wider Plan federation including our Global teams and country offices Ensure all departments are accurately and timely informed about relevant education policy, Government updates and understand how this will impact their work Other responsibilities Contribute to the Unit and Department s wider work Support the team s work on monitoring and evaluation General Ensure that all activities undertaken on behalf of Plan International UK, internally or externally, are in line with the overall aims of the organisation and with policies and procedures Participate in training and other activities as requested Awareness and Representation Commitment to Plan s position on promoting children s rights and gender equality, and integrating this into all aspects of work Commitment to child safeguarding and to being confident and competent in meeting safeguarding responsibilities Level of Child Protection Responsibility Level of Budgetary Responsibility Medium - has responsibility for ensuring Child Protection procedures and policies are adhered to. Extensive humanitarian policy experience on thematic and country specific humanitarian issues Working with country teams on the delivery of policy and advocacy strategies in humanitarian / protracted crises settings Working in a crisis-affected country in an advocacy role Undertaking policy analysis and writing policy and advocacy briefings and reports on humanitarian policy and gender equality Working effectively with communications and campaigns teams to ensure that public engagement activities reflect organisational policy positions and priorities
