1 JOB DESCRIPTION: RECREATION DIRECTOR DESCRIPTION SUMMARY: The Floyd County Parks and Recreation Authority (FCPRA or Authority ) Director oversees the development, management, maintenance, upkeep of FCPRA parks and facilities and of recreational programs put on by FCPRA. The Director, under the supervision of the FCPRA Board of Directors, plans, organizes, and directs the operations of sports and fitness programs, activities, and services. This involves working on publicity and finances for the programs, managing coaches and other individuals involved in running the activities. QUALIFICATIONS To be considered qualified for the FCPRA Director position, candidates must meet the following minimum requirements: Bachelor s degree in Recreation or related field. Five (5) years experience in a parks and/or recreation program or related field in a supervisory/management capacity with a preference towards local government experience. Thorough knowledge of equipment, facilities, and programs required in a comprehensive parks and recreation program. KNOWLEDGE: The Authority Director shall demonstrate a thorough knowledge of the following: Modern principles of park planning and design. Modern principles and methods for developing and implementing a wide variety of recreation, social, and leisure activities for children and adults. Federal, State, County, and Town laws, codes, regulations, and guidelines affecting recreation programs and activities. Principles of human resource management, supervision, training, and performance evaluation. Recreational, social, and cultural needs of the community. Principles of facility supervision, facilitation, and maintenance. Good computer skills (including MS Office Suite, QuickBooks, Canva, etc.) General accounting skills.

2 ABILITIES: Successful FCPRA Director candidates must demonstrate the ability to: Manage, direct and coordinate the work of professional, clerical, and part-time staff, and volunteers. Select, supervise, train and evaluate staff. Provide administrative support and professional leadership at the direction of the FCPRA. Perform responsible and difficult work involving the use of independent judgment and personal initiative. Interpret and apply Federal, State, County, and Town laws, codes, regulations, and guidelines affecting recreation programs and activities. Analyze problems; identify feasible solutions; project consequences of proposed actions and implement recommendations in support of goals. Establish and maintain effective working relationships with staff, volunteers, commissions and committees, community organizations, individual citizens, local governmental agencies, contractors, and vendors. Plan, develop, direct, and evaluate comprehensive recreation programs and services for the Community. Assess and monitor community needs; identify opportunities for improving service delivery methods and procedures for development and implementation of new program areas. Maintain administrative systems for facility and program scheduling, budgeting, calendaring, and other functions. Develop, analyze, interpret, and explain Authority policies and procedures. Participate in long-range and strategic planning. Work effectively under pressure and deadlines with consistent interruptions. Communicate clearly, concisely, and effectively, both orally and in writing. Research appropriate current grant opportunities to provide additional funding for operating and maintaining Authority facilities and programs. Identify partnerships with academic institutions and implement internship opportunities in conjunction with Authority programs. SKILLS: Successful Recreation Directors are energetic, flexible, and strategic thinkers. They can plan well and juggle many responsibilities. They are good communicators, with a passion for serving and working with and leading all kinds of people. In addition to these general skills and personality traits, we are seeking a Recreation Director with the following skills: I. Core Skills Essential skills required of the Recreation Director should focus on the following: Experience with events coordination and planning Proficient with Microsoft Office applications (including Outlook, Word, Excel, Publisher & PowerPoint) Excellent written and oral communication skills Physical fitness Team and management skills Effective decision-making and negotiation skills 2

Advanced Skills FCPRA would prefer a Recreation Director with the following skills: Knowledge of emergency procedures, First Aid and CPR Knowledge of the management and operation of recreation facilities and equipment Understanding of coaching theory and practice DUTIES & RESPONSIBILITIES: To accomplish their primary goal of designing and leading quality recreational and leisure programs that accomplish the mission and vision of FCPRA, the Recreation Director is expected to perform many tasks and will be responsible for performing duties to promote the Authority and its programs as an asset to the Floyd County community. The following provides an overview of the core duties and responsibilities of the FCPRA Director. Core Duties and Responsibilities: Plan Programs - The Recreation Director assesses the recreation requirements of the community and plans activity program that meets those needs. They communicate with community members, and research various sport and recreation programs. They ensure that a variety of sport, recreation and cultural programs are planned and implemented, and over time evaluate the effectiveness of these programs and identify future needs. Implement Programs - Recreation Director implements recreation programs and ensure that they are being taken advantage of and are successful. They create and manage schedules for activities and facilities. They recruit, train and oversee staff and volunteers. Recreation Directors may supervise and lead some activities, as well. Promote Activities - Recreation Directors promote the programs under their control through an active community relations campaign. They arrange for advertising of programs, as needed, and maintain constant community engagement. A further breakdown of Director s duties includes but is not limited to: I. Operational Management Prepare a general monthly report for the BOD on department activities and attend meetings with the Board as deemed necessary. Oversee FCPRA Customer Relations Program. Recruit, select, train, motivate, schedule, supervise, and evaluate full-time, part-time, and volunteer staff; provide staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Review and approve manuals, reports, flyers, press releases, etc., produced by subordinate staff. In conjunction with the Authority BOD, the Director will formulate a vision or plan for Recreation in the Town and County and will use that vision as the guiding principle for funding requests and staff direction. Supervises employees; reviews employee timesheets, assigns workers and officials for games and events; recruits volunteer coaches. Perform related duties as assigned. 3

4 II. III. IV. Program Management Oversight and management of all FCPRA programs. Coordinate program efforts with the school system, as well as community-based organizations. (This includes but is not limited to soccer, baseball, softball, T-ball, basketball, volleyball and football scheduled practices. The Director will analyze all FCPRA programs and determine programming that should be added or deleted. This analysis will include program costing to determine the validity of both ongoing programs and those being proposed. The Director will be responsible for all marketing and publicity of FCPRA programming as well as providing updated information to the Floyd County Parks and Recreation Authority web-site and Social Media Pages (Facebook, LinkedIn, Instagram, Twitter, etc.). The Director will participate in the development of a new recreation comprehensive plan when initiated by the BOD and give consideration to the goals of any adopted plans for recreation. Provides leadership and direction in the development of short- and long-range plans; gathers, interprets data reports and recommendations and coordinates FCPRA activities with other organizations and agencies as needed. Maintain close contact with school officials and community groups regarding program offerings and coordination of services. Promote and publicize recreation programs and activities; prepare and coordinate the development of program and event publicity, including flyers, brochures, news releases, etc. Prepare and maintain records and evaluation reports on new and on-going program offerings. Facilities Management The Director will oversee all rentals associated with the Park as well as its park space. Ensures that all FCPRA properties/facilities are clean, functional, and safe for public use. Oversees scheduling and maintenance of park and FCPRA facilities. Financial Management The Director is responsible for planning all capital expenditures and communicating those goals and objectives with the BOD and FCPRA Treasurer as part of the annual budget process. Oversees the FCPRA budget and makes adjustments where necessary with FCPRA approval. The Director, in conjunction with the BOD Treasurer, will be focused on staff expenditures, to ensure that the Authority does not exceed the allocated funding. Oversees the integrity of FCPRA program financials, which includes strict oversight of inventory and revenue. Coordinates fundraising activities for events and programs. Develops and maintains a recreation program budget and ensure that is adhered to. Prepares financial and program reports concerning programs, costs, participant numbers and equipment and facility use. 4

5 LICENSES: Required: Possession of a valid Virginia Driver s License and an acceptable driving record. Preferred: Current CPR and First Aid certificates. Certified Parks and Recreation Professional (CPRP) as granted by the National Recreation and Park Association (NRPA) PHYSICAL DEMANDS: The physical demands described here represent those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an FCPRA employee encounters while performing the essential functions of the Recreation Director. While performing the duties of this job, the Recreation Director occasionally works in outside weather conditions. The Director is occasionally exposed to wet and/or humid conditions and toxic or caustic chemicals. The noise level in the work environment is usually quiet while in the office and moderately loud when in the field. 5
