1 Location Application deadline Type of Contract Post Level Languages required: TERMS OF REFERENCE Risk Informed Budgeting Reference: PN/FJI Based in Suva (Fiji) with travel to Solomon Islands, Tonga and Vanuatu COB Wednesday, 10 May 2017 (Fiji Time) Individual Contractor International Consultant English BACKGROUND The Pacific Risk Resilience Programme (PRRP) is a 5-year Australian Government funded Programme which is implemented by the United Nations Development Programme in partnership with an INGO partner (Live and Learn) in Fiji, Vanuatu, Solomon Islands and Tonga. The Programme focuses on strengthening governance mechanisms for Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) at the sub-national and local levels in Solomon Islands, Vanuatu, Fiji and Tonga. UNDP is now working with the Government of Sweden to integrate gender sensitive responses to climate change within budget process in the programme countries. This will be in partnership with the UNDP Bangkok Regional Hub (BRH) and specifically through the Strengthening the Governance of Climate Change Finance to Enhance Gender Equality programme. This work will build on Climate Public Expenditure and Institutional Reviews (CPEIR) that have taken place in the programme countries. An inception phase has been undertaken for this project over a 6-month s period from April to Aug The overall objective of this assignment is to develop an approach to integrate gender responsive climate and disaster risk management into budget processes in the PRRP programme countries. The consultancy will be carried out by highly experienced international or regional expert in the field of climate and disaster risk governance and budgetary processes and reform. DUTIES AND RESPONSIBILITIES Scope of Work The scope of work for this assignment includes: i) Baseline analysis of level of integration of gender responsive climate and disaster risk management in budget systems in the programme countries. This will involve the application a climate change mainstreaming index which is currently being adapted by UNDP BRH to include gender dimensions (known as the CCBII Climate Change Budget Integration Index). ii) Situation Analysis of gender responsive approaches to budgeting in at least two PRRP countries. This will include climate change vulnerability; gender and poverty analysis; public financial management and budget reforms; and partner initiatives at regional - national level focusing on climate financing. 1

2 iii) Formulate theory of change and associated results framework. This should be closely linked with the overall Strengthening the Governance of Climate Change Finance to Enhance Gender Equality programme but with a focus on the Pacific region. iv) Develop and initiate work-plan and budget-for the first six months of the programme (Sept 2017 to Feb 2018). v) Knowledge Management and Information Sharing. Developing knowledge products and undertaking awareness-raising on good and effective risk governance. Expected Outputs and Deliverables Key outputs from this assignment are listed below with time-frames in the following table: Inception report for this assignment Draft Pacific Annex for overall UNDP BRH project documentation (including situation analysis; theory of change; results and resources framework; and work-plan for the first 6 months of the project) Progress reports on a monthly basis Final Pacific Annex. The consultant will submit monthly progress reports based on agreed deliverables to the PRRP Programme Manager based in Suva. The consultant is expected to collaborate with government partners, CROP agencies, private sector organisations, other UN agencies, donor partners, communities, NGO/INGO partners and other organisations where applicable. The role of the consultant will be managed and evaluated by the PRRP Programme Manager based in Suva. 2

3 The consultant will be provided a workspace to be based in Suva. The consultant is expected to provide travel and living allowance costs based on key deliverables listed in the table above. Duration of the Work The duration of the assignment is over a 6-month period from 15 th May to 15 th Oct 2017 covering a total of 120 working days. There is a possibility of an extension as and when the Pacific Annex is approved by UNDP BRH and the Swedish government. The consultant will be expected to produce key deliverables outputs and report this on a monthly basis to the PRRP Programme Manager based in Suva. Duty Station The consultant will be based in Suva (Fiji) with travel to Solomon Islands, Tonga and Vanuatu. Cost related to official travel to these countires will be arranged by UNDP accordingly to UNDPs travel policy. Projects a positive image and is ready to take on a wide range of tasks; Focuses on results for the client; Welcomes constructive feedback REQUIRED SKILLS AND EXPERIENCE Educational Qualifications: Minimum Advanced degree in public administration, international development, public policy, or related areas. Experience: 3

4 At least 5 years of professional experience in public policy, public financial management, climate change. Experience with development planning particularly budgeting systems, financial reform processes and linkages with sectoral and sub-national planning. Experience in integrating gender and social inclusion issues in to development planning and budgetary processes. Practical experience in Ministries of Finance, Planning, Local Government in the Pacific; Excellent writing and drafting skills and experience of providing policy advice at the international, regional or national level; Experience of working in the Pacific region (preferably in Solomon Islands, Vanuatu, Fiji and Tonga); Language requirements Fluency in English (written and oral) is essential. Price Proposal and Schedule of Payments Consultant must send a financial proposal based on a lump sum amount using Annex II template. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Should the IC wish to travel on a higher class he/she should do so using their own resources In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed. Evaluation Method and Criteria Individual consultants will be evaluated based on the following methodology: 4

5 Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Those attaining the minimum requirements shall be long listed for technical review. Technical Criteria for Evaluation (Maximum 70 points) Criteria 1: Relevance of Education (10%) Criteria 3: Experience in public policy, public financial management, climate change and advisory role to government stakeholders (25%) Criteria 4: Relevance of knowledge and experience with gender mainstreaming issues (20%) Criteria 5: Experience in working with ministries of finance, planning, and local governments in the Pacific (15%) Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Documentation required Interested individual consultants must submit the following documents/information to demonstrate their qualifications: - Letter of Confirmation of Interest and Availability using the template provided in Annex I. - P11 form (Annex II) indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references. - Technical proposal, including a brief description of why the individual considers him/herself as the most suitable for the assignment. - Financial proposal, as per template provided in Annex I. Prices to be quoted in in United States Dollars (USD). Incomplete proposals will not be considered.
