1 Development & Delivery of a Pilot Training Programme for Construction Operatives to NVQ Level 2 Standard

2 1. Introduction CITB NI intends to deliver a Pilot Programme to train General Construction Operatives to work safely, efficiently and operate specific plant and machinery. CITB NI will fund the programme of training delivery for 20 individuals with the programme being delivered at their Nutts Corner, Crumlin premises. 2. Background Information 2.1. Background information The Construction Industry Training Board (CITB) Northern Ireland was established in 1964 to encourage the adequate training of those employed in, or intending to become employed in, the Construction Industry in Northern Ireland. It is a Non Departmental Public Body (NDPB) under the auspice of the Department for the Economy (DfE). The organisations major source of income is derived by means of a statutory levy paid by construction employers above a set emolument threshold. CITB NI wish to support the industry s need for qualified and experienced general construction operatives and is therefore seeking a delivery partner to assist the establishment of a programme of training to support this requirement. As CITB NI will be funding the Pilot Programme the candidates will not be required to undertake the delivery or assessment of Essential Skills to complete the programme. 3

3 3. The Assignment 3.1. Primary Requirements CITB NI requires a provider who can develop and deliver a programme of training and related end tests based on a thirty day three module programme that is to VQ level 2 standard. Module 1 Course Induction and H & S 3 days Module 2 Ground Works Operative 20 days Module 3 Plant Operating 7 days Employment responsibilities and rights General Health, safety, welfare and risk assessments Establishing Work Area Protection and Safety Drug and alcohol awareness Mobile towers Safe use of ladders Manual handling Safe use of small tools and equipment. Moving, handling and storing resources Erecting and dismantling a basic working platform Marking out and site levels Laying drainage pipes and manhole covers Mixing and pouring concrete and cement Placing and Compacting non-specialist concrete Laying modular pavements Laying kerbs and channels Operating hand machinery - drills, pumps, power floats & compressors Providing Temporary Excavation Support Excavating holes and trenches manual digging Reinstating Ground Condition in the Workplace Erect huts, ladders, barriers and safety signs Directing and guiding the movement of vehicles, plant or machinery Preparing and operating forward tipping dumpers Preparing and operating ride-on rollers to compact materials Slinging and signaling the movement of suspended loads It is proposed that the programme will commence with an initial training block of 10 days (2 weeks) followed by four blocks of 5 days training combined with on-site work activities over a six month period to complete the learning outcomes. The provider will be expected to project manage the development, delivery and final review of the pilot programme. They will be required to coordinate the delivery, employer and candidate liaison and provide regular reports to CITB NI on 4

4 progress of the individual participants and any issues which could adversely affect successful completion of the project. It is planned that the programme would be offered to a cohort of 20 participants commencing in June 2018 with the training element of the programme taking place at CITB NI premises at Nutts Corner Training Centre, Crumlin. The provider will have free access to facilities and work areas whilst at CITB NI but will be expected to provide learning materials and resources in such quality and quantity to cover the programme candidates. CITB NI will provide the plant, equipment and materials necessary to complete the practical training and end tests contained within the training modules. All learning materials developed by the provider under this project will remain the property of CITB NI and may be used for future projects or schemes. CITB NI will lead on marketing the programmes and the provider will manage training development, training delivery, project management, technical enquiries, candidate and employer liaison. A joint approach to recruitment is the preferred method of attracting candidates. If the Pilot Programme is deemed a success and an additional cohort are identified it would be CITB NI s intention to run a second programme within a manageable timeframe of the Pilot Programme. The successful tenderer will provide a report on each participants progress and any issues identified upon completion of each training block. The report will identify:- 1. Areas of strength and any development issues identified. 2. Candidates potential for successful completion of the programme. 3. Feedback on any suggestions for improvement. 4. Candidate attendance record. 5

5 3.2 Budget and Payment Arrangements A detailed payment schedule will be developed with the successful tenderer. The expected payments will be built around the following milestones. Completion of initial training block (10 days) Completion of each subsequent training block (4 x 5 days) Successful end test outcome (per candidate) In line with the Northern Ireland Executive s commitment to pay suppliers as quickly as possible, payment will be made in respect of an approved invoice within 10 working days. 3.3 Award of Contract Upon Award of Contract the successful provider will liaise with the Director of Industry Training & Support or his appointed representative to meet the requirements of the Contract. It is expected that the successful provider will represent the interests of CITB NI and act in a professional and competent manner at all times. 6
