1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT LBRR Associate Field Liaison Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. There is a lack of infrastructure, such as running water, electricity and sanitation. The UNV Field Unit Liberia provides a temporary accommodation for all new arriving UN Volunteers in a MORSS compliant hotel located in Congo Town at US$ 20/night. The hotel has all the basic facilities. The country is generally safer, with the exception of petty crimes especially in the cities. It is mandatory to complete the following United Nations courses: Basic Security in the Field and Advanced Security in the Field. The current UN security level for Liberia is level 2. Upon arrival in the country, all UN staff receive a security briefing from UNDSS. The US dollar is widely used and can be exchanged with the Liberian dollar (exchange rate as of 8 Oct 2018 Page 1 of 7

2 September 2018: 1 US$ = 150 Liberian dollar). Credit cards and travellers checks are not commonly accepted. There are several cash machines/atms in Liberia. In making a selection of things to bring, take in consideration that Liberia can get hot and humid. It is therefore advised to come with light clothing that is easy to wash (some accommodations do not have facility for washing machines). Mobile phones (GSM) work in Liberia. Any Liberian SIM card can be bought in several locations in Monrovia for US$ 1. In Monrovia, apartment-type accommodation can be found in areas such as Mamba Point. These are of various standards and usually come furnished with water and electricity and security guards, in compliance with UN security requirements. Prices are negotiable. There are other areas for residence such as Sinkor and Congo Town. In the latter area, rent would generally be less expensive. Private accommodation possibilities are limited and getting a house according to the security measures can take about 2 or 4 weeks. UN system in Liberia has put in place solid mechanisms for prevention and protection against potential risk related to Ebola. In the month of January 2018, several cases of Neisseria meningitides, a type of bacteria that is associated with meningitis outbreaks, were found in Liberia, though public health actions have been intensified to stop meningitis transmission in the country. Assignment Details Assignment Title Associate Field Liaison Officer Organizational Context & Project Description The United Nations Mission in Liberia (UNMIL) final engagement ended on 30 June 2018 as per UN Security Council Resolution 2333 (2016) [S/RES/2333 (2016)]. The Under-Secretary General of Field Support approved the exceptional creation of the necessary general temporary assistance positions to address capacity gaps in the strengthened office of the Resident Coordinator to support the transition of UNMIL activities to Office of the Resident Coordinator. Twelve National United Nations Volunteers positions were approved but 9 are currently being implemented. The remaining 3 are now being hired to work in Bong, Gbarpolu and River Gee. Sustainable Development Goals 16. Peace, Justice and Strong Institutions UNV Focus Area Task description Peace building Under the direct supervision of the Political Affairs Officer in Political, Peace & Development Unit/Office of the Resident Coordinator, and collocated at the Office of the County Superintendent, the incumbents will facilitate continued good offices engagement of the Office of the Resident Coordinator (RCO) at the county level, monitor and provide situational awareness and analysis on developments in political, governance, reconciliation and peacebuilding at the county level. 8 Oct 2018 Page 2 of 7

3 Specific responsibilities include: Maintain contact and foster cooperation and collaboration with county authorities, heads of Ministries, Agencies and Commissions (MACs), traditional authorities, civil society groups, county-level coordination mechanisms including Sexual and Gender-Based Violence (SGBV), child protection, rule of law, Independent National Commission on Human Rights (INCHR) monitors, and community leaders, as well as with representatives of local and international organizations at the county/district and town/village levels on issues relevant to Office of the Resident Coordinator; Monitor, analyze and report on key reform processes including decentralization; reconciliation; political developments and trends; constitutional review; management of natural resources, implementation of Social Agreements in affected communities; facilitation of dialogue and conflict resolution and mitigation in concession areas; Early Warning and Early Response mechanisms on security; participation of women in governance and electoral issues and the ongoing reform processes; human rights and SGBV issues; Attend to incidents and crisis situations that develop or as directed and provide first hand real-time information to the Office of the Resident Coordinator for feedback to the Resident Coordinator and the UN County Team; Provide accurate, timely, factual and analytical reports, including weekly situation reports and information notes on political, social and economic issues affecting stability, governance, gender mainstreaming, reconciliation and social cohesion, and human rights at the local level ensuring that the concerns and perceptions of the local population are effectively communicated to the Mission, as well as other actors where appropriate; Undertake field monitoring and assessment trips to Named Area of Interest in the area of responsibility (AOR) and provide analytical reports on any developments in these areas; Assist in the facilitation of field visits by the Resident Coordinator and other field missions as directed, coordinating with the county leadership and other relevant local interlocutors to organise meetings and other public fora with identified interest groups, organisations, and MACs; Undertake any other assignments as may be directed by the Political Affairs Office/RCO. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 4 High-quality information and analysis provided through accurate, timely and factual daily/weekly situation reports, notes to file or special reports on the political and socio-economic situation, trends and emerging issues in the area of responsibility, ensuring that the RCO and other actors are well informed, and understand the perceptions and concerns of the local population; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. 6 disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
