Future & Residual Flood Risks in the Lower Mekong Basin"; conducted in Hanoi, Vict Nam, (in 19 1h September 2014, the meeting agreed with the implementation or the nitial Studies, but also concluded that implementation requires additional flood management support to facilitate the National fmmp Coordinator. t has been concluded that a National Flood Expert (NFB) needs to be contracted for involvement in the process of the National implementation of the Flood Management and Mitigation. Programme (PMMP) Work Plan , and more in particular related to the various tasks to be implemented through the nitial Studies. n this connection, would like to request the kind assistance from Thai National Mekong Committee (TNMC) in identifying three (3) candidates for the position of National Flood Expert and to send the three (3) CVs of these candidates to the FMMP Programme Coordinator. Duration: The total time of assignment is 12 months, stat'ilting from December 01, 2014 until November 30, Background and Purpose: The Flood Management and Mitigation Programme (FMMP) is one of the MRC programmes. FMMP is operating under the Technical Support Division (TSD) of the Office of the Secretariat in Phnom Penh, The overall development objective of the pm:m}:lis: 'People's suffering and economic losses due to floods are prevented, minimised, or mitigated, while preserving the environmental benefits offloods '. Tle FMMP ,2015 has 5 Outcomes and 15 Outputs and a projected budget ofusd 16.0 M. Tle FMMP received support from the Netherlands through the Bridging Period that ended in April By the end of20 1 the German Federal Ministry for Environment (BMUB) through the Deutsche Gezellschaft fur nternationale Zusammenarbeit (GLZ). Subsequently the programme struggled to attract additional funding. n the second half of2012 Sweden (Sida) and Switzerland (SDC) made programme funding available. n the first half of 2013 the M-WRl\.1 (World Bank funds) and CeAl (Lu.xED funds) provided funds for dedicated outputs. Recently Japan approved support to the RFMMC through the Japan Asean ntegration Fund. At present FMMP is facing a crucial period, considering that less than one-and-a-half year until end 2015 is remaining for implementation of its commitment to the MRC Joint Committee and Council. n order to help FMMP in effectively implementing its priority programme activities at national level, the support by a National Fldod Management and Mitigation Expert is needed. The National Flood Management and Mitigation Expert will provide the technical focus and support for National FMMP activities and coordination with the regional FMMP team. 6. Expected Outputs: The deliverables to be provided under this contract are described, bnt not Mut to the following:

Facilitation oftechnical information and data provision;. Facilitation of data transfer from national line agencies to the RFlY.i:MC; '" Translations of essential findings of national technical documents that are beneficial to FMMP programme implementation; Contribution to National Annual Flood Reports; Facilitation of national consultants selection; Weekly action list for national coordinator related to activities of FMMP at national level. 7, Responsibilities and Task: '" Act as the consultant and advisor to the National FMMP Coordinator for all scientific and technically related FMMP activities and establish a role as the National Technical focus for FM MP activities and most particularly with National Working Groups (NWGs). Provide technical and scientific assistance to the National Projects and NWG's in work planning and scheduling and the identification of any technical constraints and 'bottlenecks' that might impede f'mmp planning and implementation.., Coordinate and support the implementation of the technical aspects of a.1fmmp activities M the National level and act as the consultative focus for technical queries that will routinely arise from the NWO's. Assist in the facilitation of 11 National participatory process for all FMMP 2011 ~2015 activities and develop procedures that ensure ongoing technical dialogue between the National FMM stakeholders. Establish communication channels with the other Riparian National Flood Management and. Mitigation Experts and ensure a proactive process of technical FMM knowledge sharing for the wider regional and international benefit. Undertake (m audit at the National level of the data, information and materia! needs required to fully support the FM MP implementation process, and ensure that all data procured at the National love! for the support of FMMP implementation is 'fit for purpose'. Ensure that all appropriate and significantnational material is made available to the FMMP implementation structures and process. Arrange and facilitate the collection of th.is data, information and material from the National Line Agencies and the other relevant organizations and its transfer to the FMMP, in addition to the provision of any necessary advice ot') data quality and authenticity. dentify and ensure that copies of all relevant National FMM technical studies, guidelines and any other material that supports f'mmp implementation are made available to the National Project mplementation Units and that further copies and dlgita] 'files are made available to the FMMP Document: Controller for 'cataloguing and central filing in the.fmmp Document Centre, Monitor the implementation of the FMMP at the National level with resard to its technical aspects and advise (:h($national FMMP Coordinator with respect to any deviations from the technical quality standards that are required by the fmmp, most particularly those that have been set out in the PMMP Quality Plan.

Ensure that communication and liaison On a regular basis is established between the appropriate National FMM organisations and the National FMMP Coordinator and that FMMP outputs, benefits, knowledge, Reports and Guidelines are disseminated to the appropriate National Agencies and nstitutions. Review and Oversee the preparation of all technical documents and reports to be submitted via the NWG's and the National FMMP Coordinator to the FMMP. Research and prepare the Annual National Flood Report and present it at (if applicable) the Annual FMMP FO(xS Forum, Oversee and assist the National Working Groups and National FMMf Coordinator in the finalisation of the quarterly National FMMP Progress Report prior to its submission to the FMMP and review the Schedule of (Technical) Activities for the National FMMP Coordinator and NWG's during the upcorning quarter. 8. tinerary: The consultant will be based at he/she is based, and will travel to member countries for providing the technical focus for.national FMMP activities and coordination with the FMMP. 9. Working Prmclples/Reportiug line: The consultant is under the overall supervision of the National FMMP Coordinator. 10. Qualification/Requirement: A first degree in civil engineering or other area of study with a significant water resources hydrological component. A post-graduate qualification in an appropriate technical or scientific discipline such as hydrology; hydraulics or river engineering would be a significant additional recommendation. The ability to demonstrate a substantive knowledge of national and regional flood management issues and priorities based on at least 10 years of experience either within a National Agency with responsibilities for Flood Management and Mitigation Or collaborating with and supporting such National nstitutions via the private sector; Knowledge of the physical characteristics of the Mekong River, its flood hydrology and the key regional issues with regard to exposure to flood risk and vulnerability. Knowledge of institutional arrangements and the agencies in the Lower Mekong Basin; dealing with flood forecasting, management and mitigation; Knowledge of MRC and its activities and working experience in the MR/c member countries wilt he an advantage; A knowledge of and experience in trans-boundary river/flood management issues and the regional prospects for coordination, conflict resolution, land use management and cooperative - planning; Experience of work planning and scheduling, data management, effective communication and processes of technical appraisal are a key requirement; A strong capability in effective technical report writing and the ability to constructively review such material are basic prerequisites; Fluency in English both written and spoken and one riparian language is mandatory. 11.
