1 Athens County Family and Children First Council Coordinator Position Definition This professional position is responsible for the day-to-day operation of the Athens County Family and Children First Council (FCFC). The FCFC Coordinator manages projects funded through various state and local agencies. The FCFC Coordinator acts as the spokesperson for the Family and Children First Council. The FCFC Coordinator is responsible to a board at the state level and reports to the local FCFC. The FCFC Coordinator manages the system of care for multi-system children and their families. Reports To This position is responsible to the Athens County Family and Children First Council but is an employee of Athens County Children Services (ACCS) with direct supervision by the ACCS Executive Director. Employment Status This is a full-time position carrying a 35-hour per week work regularly scheduled within the hours of 8:30am to 4:30pm Monday thru Friday, except legal holidays, with flexibility of early morning or evening hours as needed to complete job responsibilities. Weekend and evening work will be required. Principle Responsibilities I Manage the daily operations of the FCFC and the oversight for the FCFC according to Ohio Law. (Ohio Revised Code ) Staff the office for the FCFC. Prepare for and assist in facilitating the FCFC meetings, Executive Board, Intersystem Board, and Case Management meetings. Prepare all mailings and information for the FCFC. Maintain communication with all FCFC Board members, families as requested, and community partners. Implementation the Service Coordination Mechanism (SCM). Revise and update SCM as required by the OFCF Cabinet Council. Attend and represent Athens FCFC at all state, local and regional meetings as required and as would benefit the FCFC and community. Fiscal responsibility for the FCFC and the FCFC projects including budget preparation and revenue and expense monitoring in coordination with the ACCS Deputy Director of Finance and Operations. Maintain minutes and records for the FCFC, Executive Board, Intersystem Board, and Case Management. Represent the FCFC on other boards and/or projects within the community and throughout the state, i.e., BridgeBuilders, and the Suicide Prevention Group. Plan, write, and produce an annual review of community services and an annual report. Plan for and complete contract RFPs, applications, the selection process, reviews and public notice as needed. Monitor, communicate, and implement state and local policies for multiple agencies. 1

2 Monitor compliance with state regulations. Encourage and maintain family support and participation in Athens FCFC programs. II. III. IV. Manage the County System of Care for multi-system youth and their families. Facilitate monthly Case Management meetings. Provide monthly summary / minutes for all youth in Case Management. Attend individual Family Planning / Case Management meetings as needed. Encourage collaborative cross system effort and cooperation among attending agencies. Strive to seek, discover, and implement the best care options for all children and their families given a wide range of circumstances. Form an individual Family / Case Management team for youth at a family s request. As appropriate, provide direct case management services through the Family Team. Responsible for the development and oversight of the Family Centered Services and Supports (FCSS) and Children and Community Behavioral Health (CCBH) programs and allocation of funds in collaboration and cooperation with other agencies assigned by State of Ohio statute. Ongoing use of child and family specific funds as defined in program guidelines. Maintain regular tracking of expenditures and program outcomes. Responsible for the management of the Ohio Children s Trust Fund Project according to ODJFS-Bureau of Prevention guidelines. Ongoing program evaluation according to state requirements. Contract development and management. Maintain regular tracking of program outcomes. Facilitate media coverage and notification. V. FCFC is responsible for monitoring all components of the Help Me Grow Program to assure their compliance with ODH regulations. FCFC Coordinator serves on behalf of the council in gathering and establishing all necessary information to meet all ODH guidelines. The Athens Early Childhood Collaborative (ECC) is a mandatory committee of the council, and a secondary program of Help Me Grow. ECC has mandatory regulations and reporting which the FCFC Coordinator is responsible for maintaining. Ongoing program evaluation according to state requirements. Contract development and management. Maintain regular tracking of program outcomes. Facilitate media coverage and notification. VI. Apply for and manage other projects as requested by the FCFC and Executive Boards. 2

Understanding and skills in treatment planning for children with various physical, psychological, behavioral, educational and developmental disabilities. 11. Valid driver s license. Qualifications Bachelor s degree in social work or related field or equivalent. Master s Degree preferred.l Experience required. The employee may occasionally come into contact with irate or upset individuals.
