1 Hiring for Project Rakshan, supported by UNICEF Assam Rakshan, in Assamese, means protector. For children to be protected from all forms of violence, it is important that all stakeholders, responsible for the protection of children, act as child protectors. An effective child protector s role is to ensure that (i) every child is aware and protected from all kinds of abuse, exploitation, maltreatment and neglect and (ii) effective response is extended to a child if ever a child s right to protection is violated. In furtherance to this ideal, UTSAH is starting an 11-month campaign to promote children s right to protection in the Kamrup(M) District of Assam. The objectives of this campaign: (i) First, the campaign will endeavour to broaden community knowledge of child abuse and other forms of violence against children, to influence people's attitudes towards children, and to change behaviours that contribute to, or precipitate, the problem of child abuse and neglect in communities. This campaign would have a major focus on Domestic Child Labour. It should contribute positively to promoting a culture of child protection in the communities of Assam. (ii) Second, this project would seek to address the issues of duty bearers, with a particular focus on police personnel under the Guwahati Police Commissionerate. The police will be trained to both the skill and knowledge to perform their role as mandated under various Child related laws and Statutes. Moreover the training would endeavor to address the current behavioural patterns of police personnel dealing with children. (iii) Third, the campaign would provide support to the District Child Protection Unit and the Child Welfare Committees in cases of Child Sexual Abuse (CSA), under Protection of Children from Sexual Offences (POCSO) Act This will ensure a victim-centric approach while ensuring all stakeholders related to cases under POCSO are fulfilling their statutory responsibilities to secure justice for the victim. Project staff requirements: 1. Project Associate (Awareness, Advocacy and Training): A Project Associate would be hired to assist the Executive Director in the execution of project Rakshan. 1. Assisting the Executive Director in finalizing the project roll out plan. 2. Assist in liaising with all stakeholders including (but not limited to) the Government, educational institutions, media, child rights bodies and the Police and ensuring timely execution of the project plan.

2 3. Assist in developing content and effective marketing, outreach and communication plans for all advocacy and awareness related components of the project plan. 4. Assist in identifying service providers/ vendors for execution of project plan. 5. Working closely with service providers/vendors and ensuring timely roll out of project plan. 6. Organizing logistics related to project plan implementation. 7. Mobilizing interns and volunteers to assist in project plan implementation. 8. Report to the Executive Director. 9. Other duties as assigned by the Governing Body. 2. Fluency in English and development/academic vocabulary. 4. Knowledge about project management/evaluation tools. 5. Knowledge about social work practice theories. 6. Technical knowledge about child rights (child protection laws/policies/systems/institutions etc). 7. Knowledge about communication on social media. 8. Effective leadership and team work spirit. 9. Ready to work overtime for completion of tasks assigned. 10. Ability to apply organizations regulations and procedures to daily work requirements 11. Ability to work independently to efficiently meet deadlines 12. Oral and written communication skills to deal effectively with mid and high level partner contacts, government, and the local communities. Qualifications: 1. MSW or Masters Degree in Business Administration or Humanities subjects years work experience in the Development Sector. INR 18,000 + Travel Expense/month 2. Project Associate (special focus on POCSO Support): A Project Associate would be hired to assist the Executive Director in the execution of the Role of Support Persons under POCSO. 1. Assist the Executive Director in developing formats for documenting cases of CSA (MIS, Intake forms etc). 2. Assist the Executive Director in developing formats for casework practice.

3 3. Assist the Executive Director in developing formats to assess POCSO related compliances in each cases of CSA. 4. Assist CSA victims to access all their rights under POCSO and the UNCRC. 5. Assist the Executive Director to liaise with all stakeholders to ensure delivery of justice to victims of CSA in all stages. 6. Assist the Executive Director in liaising with experts, statutory bodies etc for gathering effective feedback to overcome case bottlenecks. 7. Assist the Executive Director to provide all-stage technical support to the Child Welfare Committee(CWC), the District Child Protection Unit(DCPU), the Special Public Prosecutors(SPP), the Special Juvenile Police Unit(SJPU), the Child Welfare Police Officers(CWPO), the Investigating Officers(IO), Probation Officers(PO), Protection Officers(Institutional and non-institutional) in the effective pursuit of provisions under POCSO. 8. Assist the Executive Director in ensuring victims of CSA receive support in forms of counseling, legal aid etc. 9. Personal presence, whenever required, to support victims of CSA at any stage post-abuse be it during investigation, during CrPc 161, CrPc 164, interview, medical examination, court hearings, special meetings with stakeholders, Social Investigation Report making, during drafting of Child Protection Plan(CPP) amongst others. 10. Report to the Executive Director. 11. Other duties as assigned by the Executive Director. 2. Fluency in English and development/academic vocabulary. 4. Thorough knowledge about the law, legal systems and processes. 5. Some amount of knowledge about child rights (child protection laws/policies/systems/institutions etc). 6. Ability to work independently to efficiently meet deadlines 10. Oral and written communication skills to deal effectively with mid and high level partner contacts, government, and the local communities. Qualifications: 1. MSW or Law Degree. If Law degree then enrolled with the State Bar Council and have passed the All India Bar Examination years work experience in the Development Sector or the Legal Sector. Monitoring, Evaluation and Documentation Expert: The monitoring, evaluation and documentation expert would be hired to document all intricate processes during project roll out and implementation. 1. Document every process during project roll out and execution, through detailed writing and photographic evidence. 2. Travel with the team during all programmes, events and meetings. 3. Preparing monitoring and evaluation formats including pre-post questionnaires during training and awareness sessions. 4. Provide input into the design, implementation and dissemination of evaluations and assessments. 5. To select data collection methods for adequate monitoring and evaluation of the organizations performance and of the project as a whole (these methods may include field visits, quarterly reports, specialized surveys and other sources of information like Government statistics). 6. To review these methods and making improvements to their monitoring and evaluation. 7. Seek ways to streamline the process and increase efficiency in gathering and using performance information. 8. Work as a Point of Contact for Evaluation in the Mission and provide guidance to technical teams on issues related to monitoring and evaluation. 9. Manage evaluation contracts and agreements. 10. Prepare detailed report on Project after end of project period. 11. Report to the Executive Director. 12. Website updation. 13. Other duties as assigned by the Executive Director. 2. 5 Qualifications: 1. MSW or a Management Post Graduate Degree years work experience in the Development Sector or the Management Sector. INR 20,000 + Travel Expense/month 4. Project Assistant: The Project Assistant would assist the Project Associate for the realization of project plan goals. 1. Assisting the Project Associate in finalizing the project roll out plan. 2. Assist in liaising with all stakeholders including (but not limited to) the Government, educational institutions, media, child rights bodies and the Police and ensuring timely execution of the project plan. 3. Any Bachelors Degree or anyone having appeared Bachelors Degree Exams months-1 years work experience (interning/volunteering/ working) in the Development Sector or the Management Sector. INR 12,000 + Travel Expense/month Interview Process: 1. UTSAH would call for applications through s and social media networks. 2. UTSAH would shortlist candidates who would fit the qualifications and skills criteria. 3. UTSAH would organize a written test (30 marks) and viva voce (30 marks). 4. UTSAH would shortlist the applicants scoring above 90 %. 5. UTSAH would conduct an interview of the shortlisted candidates 6. UTSAH would select the ones competent enough to take the project forward.
