3 Purpose and Uses of LEAD Reporting Governed by KRS Checks educator assignment against the teacher certification database Used for: State and federal data reporting Open records requests Data research by EPSB, KDE, LRC

4 LEAD and PSD relationship LEAD matches the PSD job class of the educator (certified staff) to the EPSB certification database System looks for active locations and a matching SSN in our database Each PSD job class requires a certificate of some type This includes extra duty codes CSD file is used to cross identify classified staff found in Infinite Campus

5 The LEAD process for MUNIS data KDE receives the PSD/CSD files KDE notifies EPSB that files are ready EPSB retrieves the files from KDE We usually begin to get files around October 1 EPSB staff loads PSD data into the LEAD system and identifies SSN s with no match in the certification database

6 The LEAD process for MUNIS data State LEAD coordinator notifies district LEAD coordinators that MUNIS data has arrived in the LEAD reports State LEAD coordinator notifies individual LEAD coordinators of SSN mismatches If any LEAD errors exists, LEAD coordinator will see the following on their report: The LEAD system will not indicate if it is a coding problem or a true certificate problem LEAD coordinator must review the code versus the individual s certification

7 The LEAD process for MUNIS data If a coding or SSN problem exists, LEAD coordinator will communicate with the district Finance Officer to make the correction Finance Officer contacts KDE to have them decline current PSD (or PSD and CSD) file to allow for resubmission of data LEAD Coordinator signs off on LEAD data no later than 11/1 EPSB staff will work to clean up remaining issues by 11/15 KDE will accept resubmissions of PSD/CSD files until around 11/12

8 How do I know where they go? Use the MUNIS certification reference chart to verify certification requirements Available on the EPSB website at (handout included) LEAD looks at the summary class code. Use district assigned codes to get to the specifics of a position Certification requirements are based on summary code, not district code.

10 Teacher Codes = School location allocations The following teacher job class codes must be allocated to school locations, not central office or district-wide (001 or 000) 2010 Preschool Classroom Instructor 2025 Kindergarten Instructor 2030 Primary Classroom Instructor 2040 Elementary Classroom Instructor 2050 Middle School Classroom Instructor 2060 High School Classroom Instructor 2070 Job Training Instructor 2080 Local Vocational School Instructor 2090 Chapter I Instructor 2095 Exceptional Child Instructor 2096 Homebound Teacher 2099 Substitute Teacher 2100 Gifted & Talented Instructor 2211 Technology Resource Teacher

11 Common LEAD related pitfalls Communication When a new position is created Make sure certification requirements and job class are appropriate to duties and within regulations These should be clearly stated in the job description When hiring Make sure appropriate job class is selected With LEAD Coordinators If you are NOT the LEAD coordinator, work with them to create a plan for regular communication during October

12 Common LEAD related pitfalls Placing someone without a teaching certificate in the PSD file Examples: Speech Therapists Coaches (extra duty codes) Technology coordinators A license or a degree does not equal certification To pay into KTRS, one does NOT have to be in the PSD file

13 Common LEAD related pitfalls Assigning a job class by title not by certification Examples: Director of Districtwide Programs Instructional Coordinator Resource Teacher Use the certification reference chart to ensure matches (based on 16 KAR 4:010 and other regulations)

14 Common LEAD related pitfalls Jobclass 0040 Director of Finance and Business 16 KAR 4:010 Section 2 School Business Administrator. The qualifications for the position of school business administrator shall be one (1) of the following: (1) Kentucky certification for school superintendent; (2) A bachelor's or advanced degree in business; or (3) Valid Kentucky certification for school business administrator issued prior to September 1, This regulation is not related to 702 KAR 3:320. Finance officer certification requirements The certification in 702 KAR 3:320 is not an EPSB certificate and does not allow someone without the above credentials/degrees to serve in the PSD jobclass of 0040

15 Common LEAD related pitfalls Using a Teacher job class code when duties are no longer teacher duties EPSB is not concerned with the pay rate of these individuals certification requirements differ based on job duties (i.e. they can be paid off the teacher salary schedule) Curriculum coach/consultant If an individual is serving as a resource to other teachers, at least part of their job class code must reflect this with the 2210 Consultant job class code (formerly Resource Teacher) and the individual must have consultant permissions Dean of Students This is an administrative title/position requiring full principal certification

16 Common LEAD related pitfalls Correcting a job class error on one record but not the other before resubmitting - base pay and extended day PSD records must have the same job class code LEAD looks at the Summary class code only make sure corrections are reflected in that code if a change is made
