1 Salary: 40,000-45,000 per annum CHIEF OPERATING OFFICER HUMANITARIAN AID RELIEF TRUST NORTH LONDON Humanitarian Aid Relief Trust (HART) is seeking an ACA/CIMA/ACCA qualified Chief Operating Officer who will take strategic oversight and day-to-day responsibility for all financial and operational aspects of the HART business. 2 JOB DESCRIPTION 1. JOB TITLE: Chief Operating Officer 2. REPORTS TO: Chief Executive Officer/Board of Trustees 3. ORGANISATION: The Humanitarian Aid Relief Trust s (HART) mandate is to undertake advocacy and provide aid to those who are, or who have recently been, suffering oppression and persecution in various countries across the world. Priority is given to those whose are neglected by major aid organisations, and who are often out of the sight of the worldwide media. HART has been in operation for fourteen years and has established a wide support base involving Churches, schools, universities, individuals, governmental bodies and trusts in the UK and abroad. The aid programme includes projects in Burma, East Timor, Nagorno-Karabakh, northern Nigeria, Sudan, South Sudan, Syria, and Uganda. The Trust s immediate priority is to focus help in areas where people are often unable to access basic necessities and are at risk of dying unreached, unhelped, unheard. In the medium term HART s policy is to encourage more widespread support to enable projects to become selfsustaining. 4. JOB DESCRIPTION AND RESPONSIBILITIES: With an annual income of 700k, HART is still a relatively small charity. However, although small, the same demands pertain as for larger organisations to ensure the charity s operations are effectively managed, are efficient, and ensure that the best use is made of the organisation s financial and human resources. The COO will work closely with the CEO, Board, and other senior management with delivering the mission, vision and values of HART. It is anticipated that, broadly speaking, the CEO will be outward facing and the COO inward facing, but the COO will need to have the flexibility to be the face of HART when appropriate. The role is multi-faceted in its need to encompass the overall financial and operational management of the Trust and very much hands-on due to the limited resources of the organisation The role includes: STRATEGY AND LEADERSHIP Working with the Board, CEO, and senior colleagues to develop the strategy for driving HART s future Overseeing the production of an annual operational business plan for HART and provide regular reports on this to the Board. Working with the CEO on financial strategy, budgets and income generation plans Taking the lead on implementing and maintaining finance policies and procedures Providing support for HART management in the development of project proposals, funding applications and financial monitoring of programmes in the field Keeping up to date with developments in the charities sector, including regulatory and compliance requirements to enable HART to follow best practice

3 FINANCIAL CONTROL Prime-entry bookkeeping for the production of monthly management accounts and year-end management and statutory financial accounts Ultimate responsibility for financial control and reporting across the business Preparing accounts for any subsidiary companies Managing the audit process and liaising with the auditors on matters of compliance and accountability Maintaining key banking and supplier relationships Preparing reports to the Board and senior management, acting as the leading interface between management and Trustees on financial matters Producing the Annual Report & Accounts Managing restricted funds for the organisation Financial liaison with international partner organisations Financial management of grants from trusts, foundations and corperate sponsors Managing donor database, including compiling reports Database integration with Quickbooks Managing international money transfers to HART s partners Managing HART s payroll and HMRC returns through its external payroll bureau Completing gift aid returns to HMRC Ensuring the Charity files all necessary statutory returns HUMAN RESOURCE MANAGEMENT Line management responsibility for all salaried staff (except CEO.) (HART currently has 4 salaried staff) Management responsibility for 1-2 interns Deputises for CEO in CEO s absence (CEO is frequently abroad on partner visits.) Day-to-day lead for HR management, such as managing annual leave, sickness and other absences, disciplinary procedures Oversight of HART volunteer community, including ensuring that volunteers who work for HART do so in an environment that is safe and ethical Ensure HART works within current legislation and policies are developed and amended covering all areas of operations. Working with the Board, to ensure appropriate human resources policies and procedures are in place, and meet relevant legislative and regulatory requirements. Oversee that team managers implement policies accurately Ensure all necessary personnel records are up to date and correct Ensure that all staff have undertaken mandatory safeguarding training and that all staff have DBS clearance to work with vulnerable individuals

4 Ensure that any safeguarding concerns are reported, recorded promptly and correctly, and acted upon INFORMATION TECHNOLOGY Managing HART s IT infrastructure with support of its external IT consultant Managing outsourced Payroll and IT Support Functions 5. KEY STAKEHOLDERS Internally: Chief Executive Officer, Trustees, Senior Staff, Administrator/PA to the CEO, Interns and volunteers Semi-internally: Contact points within HART-US and HART-Australasia Externally: HART projects internationally, HART supporters and potential supporters (individuals and institutional), accountants, auditors, lawyers, IT support

5 PERSON SPECIFICATION ESSENTIAL CRITERIA Qualified accountant (ACA / ACCA / CIMA / CIPFA) with strong financial management experience Strong knowledge of SORP, Charity and Company Law Experience of producing monthly/annual accounts/reports, commentaries, analyses and reconciliations Good all-round technical accounting knowledge, awareness and skills, with a willingness to keep technically up-to-date and to acquire new technical skills relevant to the post and sector (e.g. charity matters) Knowledge of the responsibilities and duties of the Company Secretary role Experience of working with financial software packages, ideally Quickbooks Experience of working with CRM systems or fundraising databases, ideally Salesforce Comfortable and confident managing and working closely with internal staff and stakeholders at all levels from trustees, directors and managers to non-finance advocacy, communications, admin and support staff, as well as with external advisers, regulators, customers and suppliers Confident and experienced in effectively managing and developing people Proactive and willing to make suggestions and show initiative where action required. Excellent analytical skills; willingness to take responsibility for spotting and resolving problems in own work area and for suggesting and implementing improvements to working practices Good planning and organisational abilities to ensure work is completed to timetable/deadlines Good team working skills, including flexibility, adaptability and willingness to help and inspire others Have the right to live and work in the UK. 6 TERMS OF EMPLOYMENT 1. SALARY RANGE 40,000-45,000 per annum 2. PENSION SCHEME HART offers a participatory pension scheme with the National Employment Savings Trust (NEST), subject to eligibility and successful completion of your probationary period. 3. ANNUAL HOLIDAY You will be eligible to 25 days paid holiday in each calendar year (1 st January 31 st December) together with the usual public holidays in England and Wales. 4. PROBATIONARY PERIOD Your appointment will be reviewed towards the end of three (3) months to ensure your suitability for the role. 5. NOTICE During the probationary period, the notice period is one (1) week either side and after the probationary period, the notice period will be three (3) months on either side.
