General Summary of Function/Purpose of Position This position functions as an analyst in the department s Driver Education Section, providing oversight and assistance to adult, teen, and truck driver education providers, instructors, and instructor preparation programs, as well as analytical support and assistance to the division s business licensing functions. The incumbent will monitor these entities and persons for compliance with the Driver Education Provider and Instructor Act (DEPIA), provide operational and technical support to these entities and persons, assist with resolution of consumer complaints involving these entities and person, and respond to verbal and written inquiries from the public, State and other governmental agencies and Department of State staff. The incumbent will function as the division s back up licensee reporting and process resource, as well as manage the division s driver testing score sheet archiving and review process.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 45 Oversee compliance of driver education providers, instructors, and instructor preparation programs concerning their responsibilities as prescribed by the Driver Education Provider and Instructor Act ( DEPIA, PA 384 of 2006), and provide operational and technical support for driver education providers, instructors, and instructor preparation programs. (Position is one of four analysts who are each assigned responsibility for a share of driver education providers and instructors.) Interpret, describe, and explain State laws pertaining to driver education including the graduated driver license law and other related statutes in the Michigan Vehicle Code. Monitor driver education providers to ensure compliance with the Driver Education Provider and Instructor Act. Assist the Department of State s Business Licensing Section with reviews and decisions on applications for provider and instructor certificates. Based on compliance findings, assure conformity with the requirements of the Department approved curriculum for providers and instructor preparation programs. Act as a point of contact for certified driver education providers and instructors on matters requiring program support. Conduct business inspections of providers records at their place of business. Conduct classroom observations of driver education course instruction. Conduct inspections of multiple vehicle driving facilities (driving ranges). Assist driver education teen providers with the web-based knowledge test program. Duty 2 General Summary: Percentage: 45 Provide professional support to other Traffic Safety Programs Division work areas, primarily Business Licensing Section and Driver Testing Section. Serve as division s back up resource for licensee reporting and processes in the L2K database, using Crystal Reports and the FOIA Access Database. Serve as the division s back up contact for DTMB L2K Support; issue and follow up on service requests, DTMB remedy tickets and TFS Requests for L2K and MyLicense. Assists with Business Licensing service functions performs system testing and validation as needed and performs system updates. Assists with daily exports of licensee and plate information as needed to update the mainframe. Serve as back up for and assists with the dealer plate distribution process. Troubleshoot and test the MyLicense online renewal system; assist customers with issues pertaining to MyLicense. Manage the electronic archiving of driver testing score sheets, including scanning to create digital files, reviewing score sheets for improperly issued licenses, maintaining the archived digital files, retrieving files as needed by staff. Serve as primary back up for the division s ACD phone line, which receives 30 to 40 or more phone calls per day. Proposes revisions to application, forms and website that are dictated by changes in rules, regulations, policies and procedures. Duty 3

3 General Summary: Percentage: 5 Provide professional support to the Driver Education Section. Coordinates the annual year-end reporting process for all providers and bi-annual reports for truck driver schools. Assist with the support of the Secretary of State web site as it pertains to driver education. Serve as primary monitor of the driver education inbox to respond to inquiries from the public, or to forward those s to another party when appropriate. Respond to both verbal and written inquiries which may or may not relate to situations that are directly addressed by laws, policies, or procedures. Duty 4 General Summary: Percentage: 5 Other duties as assigned. Participates in various staff development activities, meetings and training seminars. Represents the Department at meetings. Prepares and makes presentations at department meetings and at public functions. Other duties as assigned. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Interpretations and descriptions of State law concerning driver education and business licensing that follow previously established protocols and decisions, as well as evaluation and analysis of certified driver education programs. Any informal sanctions, including issuance of a notice of noncompliance, a warning letter, or a request for an informal conference. 17. Describe the types of decisions that require the supervisor's review. A complaint or investigation resolution that results in a sanction imposing a suspension or administrative fine; development of new procedures in responding to federal and state law/rule; fiscal analysis. The dissemination of any document that states or implies new statewide procedures, new guidelines, or new policies or a change in department or program procedures or policies. Decisions that would set precedents in administration of the program. Decisions in which the impact could result in a negative image of the Department. 18. Occasional travel is required and work outside during inclement weather. 19. The essential duties of this position are to monitor and ensure that driver education providers and instructors are certified, and are in compliance with the requirements as outlined in the DEPIA. This position also responds to customer inquiries, investigates consumer complaints and pursues administrative action when providers or instructors are found to be in noncompliance. The position functions as the division s back up resource for licensee reporting and processes. The position is responsible for the driver testing score sheet archiving and review process. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. 25. What is the function of the work area and how does this position fit into that function? The Traffic Safety Programs Division is responsible for administering seven department programs: basic driver improvement courses, business licensing, driver assessment, driver education, driver testing, motorcycle rider safety, and traffic safety. This position is in the driver education program, but also provides professional support to the business licensing and driver testing programs. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Analyst 9 o specific type or amount is required. Departmental Analyst 10 One year of professional experience. Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service. KOWLEDGE, SKILLS, AD ABILITIES: Advanced knowledge of licensing database program (License 2000), Bridge, Crystal Intermediate knowledge of Microsoft applications such as Word, Excel, Access, Outlook, etc. Knowledge of general office practices and procedures. Knowledge of correct English usage, spelling, and punctuation. Knowledge of general record keeping principles and filing systems. Ability to maintain appropriate and courteous communicate with co-workers, supervisor, public and licensees. Ability to compose correspondence and compile reports. Ability to solve problems through independent research. Excellent verbal and written communication skills, organizational skills, interpersonal relations skills, and ability to work well with others. 5 SPR: Position also requires incumbent possess and maintain a valid Michigan driver s license, in accordance with the department s driving record standards. CJIS: Due to Criminal Justice requirements for individuals with access to Criminal Justice Information or access to a physically secure location, position requires incumbent submit fingerprints for state and federal criminal background checks; qualify for access under the criminal conviction policy per the Federal CJIS Security Policy and Michigan addendum; complete either the Security Awareness Training or Use and Dissemination (indirect access) Training within 6 months of employment or assignment, and recertify every 2 years.
