1 VACANCY ANNOUNCEMENTS Konza Techno City is a key flagship project of Kenya Vision 2030, which seeks to develop an ICT ecosystem in a cluster. The new City, implemented by the Konza Technopolis Development Authority (KoTDA), will position Kenya as a leading ICT nation in Africa by leveraging and expanding Kenya s technology focused industries. It is envisioned to be the Africa s Silicon Savannah. KoTDA therefore invites ambitious, self-motivated and dynamic individuals to contribute to the development of the Konza Techno City into a sustainable world class technology hub by applying for the under listed positions. 1. CHIEF MANAGER, FINANCE, HUMAN RESOURCES AND ADMINISTRATION Job Description Reporting to the Chief Executive Officer, the Chief Manager, Finance, Human Resources and Administration will be responsible for the following duties and responsibilities: Providing strategic leadership in the management of KOTDA Finance, Human Resources and Administration function Implementing Finance, Human Resource and Administration polices regulations, strategies, programs and procedures. Managing Administration services including transport. Ensure that all KOTDA support services respond effectively to the needs of the user departments by providing financial resources, equipment, stationery and other services for the Authority Plan and coordinate timely preparation of annual work plans and budget estimates. Developing, reviewing and implementing the employees terms and conditions of service. Coordinating recruitment, selection and optimal utilization of human resources. Developing and managing employees welfare schemes. Developing and implementing Finance, Administration and human resource plans and strategies. Implementing training and human resource development. Coordinate performance management and champion enhanced performance through culture change and rewarding performance. Review HR, Finance and administration strategies, policies and regulations from time to time Plan and coordinate performance contracting. Managing Authority s resources and assets, and general office support services.

2 Qualifications and Experience For this position, candidates should possess the following: Master s degree in any of the following fields: Business Administration, Social sciences or any other relevant qualifications from a recognized institution. Degree in any of the following fields: Bachelor of commerce, Social Sciences, Human Resource Management, Industrial Relations or any other equivalent and relevant qualifications from a recognized institution. At least ten (10) years experience in Finance, Human Resources or Administration, five (5) of which must be in a senior management level in Public Service or Private Sector Organization. Been a corporate member of a recognized professional body. Attended Corporate Governance or a leadership course from a recognized institution. Possession of relevant computer skills. Meet the requirements of leadership and integrity as prescribed in Chapter six (6) of the constitution. Thorough knowledge of National goals and be able to translate them into Human Resource Management and Development matters. 2. SENIOR MANAGER, FINANCE AND ACCOUNTS Reporting to the Chief Manager, Finance, Human Resources and Administration, the Senior Manager, Finance and Accounts the will be responsible for the following duties and responsibilities:- Job Description Oversee all issues regarding the financing of KOTDA activities and financial incentives for developers and businesses. Develop and implement sound financial management policies and procedures. Forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. Maintains financial security by establishing internal controls. Guides other departments by interpreting government accounting policy and applying it all the operations of the organization. Plan and coordinate timely preparation of annual Work Plans and budget estimates. Develop and manage internal controls and compliance. Coordinate Public Private Partnership program strategies and resource mobilization. Analyze and interpret financial reports and other accounting records. Ensure prudent and optimal utilization of funds. Manage proper records of financial transactions. Oversee preparation of the final Annual Statement of Accounts in accordance with accounting standards and procedures. Undertake financial risk management. Ensure compliance with PMF Act Monitor and evaluate funds applications and accountability.

3 Qualifications and Experience:- Master s degree in any of the following fields: Commerce (Finance/Accounts option), Business Administration, Economics or any other relevant Master s degree from a recognized institution. Bachelor s degree in: Commerce B.com in Finance/Accounts option or its equivalent degree from a recognized institution. At least six years experience, three of which must be in a management level in Public Service or Private Sector Organization. CPA (K) or its equivalent from a recognized institution. Possession of relevant advanced accounting computer skills. Attended Project Development and management course from a recognized institution. Meet the requirements of leadership and integrity as prescribed in Chapter six (6) of the constitution. Strong interpersonal, communication, facilitation and presentation skills. 3. SENIOR MANAGER, MARKETING AND INVESTOR FACILITATION Reporting to the Chief Manager, Business Development, the Senior Manager, Marketing and Investor Facilitation the will be responsible for the following duties and responsibilities:- Advise KOTDA clients and partners on the KOTDA program incentives, rules and regulations. Management of the one stop shop Evaluating and appraising projects for approvals and licenses. Facilitation of required approvals, licenses, permits and other authorizations from relevant authorities. Facilitate connections of new investments to basic services and facilities. Preparing new projects for issuance of the relevant licenses. Managing and providing information on investment sites. Drawing up linkage programs for real estate investors and potential tenants. Leadership of the investor facilitation unit Develop insights about KoTDA, its environment and customers Leads and controls the activities that that deliver customer satisfaction and experience

4 Influence digital strategy within the Authority and Leads the implementation of digitally enhanced customer service strategy Qualifications and Experience Master s degree in Marketing, Economics, Business Administration (MBA), Real Estate Management or similar qualifications from a recognized institution Bachelor s degree or its equivalent qualifications from a recognized institution Proficiency in relevant Computer Applications Experience in customer service or similar environments Served in management position for a minimum of three (3) years in either customer service, marketing, or real estate investment in an established and recognizable business. Shown merit and ability as reflected in work performance and results. Meet the requirements of leadership and integrity as prescribed in Chapter six (6) of the constitution. Strong interpersonal, communication, facilitation and presentation skills. 4. PROCUREMENT OFFICER Job Description:- Reporting to the Senior Procurement Manager, the Procurement Officer will be responsible for the following duties and responsibilities:- i) Sourcing for goods and services as per Public Procurement and Disposal Act 2015 and regulations. ii) Ensure all quotations/tenders are registered in the quotation register. iii) Ensure that LPOs and LSOs are promptly raised and progressed so that goods and services are delivered on time. iv) Co-ordinate the advertising of procurement and disposal opportunities; v) Advise the Procuring Entities on aggregation and economies of scale buying; vi) Ensure that no orders are issued without the necessary documentation. vii) Liaise with Stores to ensure that goods being delivered conform to the user specification. viii) Progress supplier s invoices through Finance to ensure timely settlement; ix) Maintain an updated list of suppliers; x) Carry out Market Surveys to ensure that the Authority obtains the best value for money; xi) Ensure safe custody of all purchasing documents. xii) Participate in quotation opening and evaluation committees.

5 xiii) Keep custody of all contracts and ensuring follow up on deliveries. xiv) Provide Secretariat services to the Tender Opening/Evaluation Committee. Qualifications and Experience (i) Bachelor s degree in Purchasing and Supplies Management, Commerce or Business field; (ii) Advanced Diploma in Purchasing and Supplies Management CIPS/CPSP-K.
