2 Operations Manager Department Overview Position Summary Responsibilities The company s dynamic Transportation Services team is responsible for the acquisition, service, repair and compliance of all company transportation related equipment. This high profile department provides a great place for energized and talented employees to ignite their career, make a contribution and be recognized. The work of our Transportation Services department is key to the company and provides challenge and variety beyond the day-to-day operations. This includes involvement in regulatory and compliance issues, capital planning, clean air initiatives, project support, company policy review, safety and technical analyses. The Transportation Services (TS) Manager is one of 7manager positions within our organization. This position has 7 supervisor direct reports with 30 plus garages located in ½ of the company s service territory. There are approx 150 plus bargaining unit mechanics and clerical positions reporting to the supervisors. The position requires a person that can oversee the day-to-day operations of the 30 plus garages. Leadership: (a) Develop and implement the strategies and tactics to manage safe and efficient transportation activities, and to achieve maximum operational goals. (b) Ensure that fleet supervisors build and reinforce employees' commitment to provide safe, reliable, cost-effective service. (c) Provide fleet supervisors with continuous positive, open communication regarding department's business plan, direction, objectives, and performance. (d) Mentor, motivate, coach and develop the fleet supervisors expertise and capabilities. (e) Ensure that fleet supervisors promptly identify and resolve employee issues and conflicts.

3 Compliance: (a) Ensure that all personnel fully comply with all Federal, State, and local employment, vehicle/equipment, and environmental regulations. (b) Ensure that Transportation Services maintain complete and precise adherence to all internal and external regulations, policies, and guidelines, including CHP Biennial Inspection Terminal (BIT) inspections of regulated units, opacity inspections, crane safety program, environmental management and OSHA. (c) Ensure all employees complete annual mandated training. Budget: (a) Establish and control budget and financial goals for all transportation operations. (b) Perform Strategic Planning and budgeting to maintain cost efficient practices and to insure cost effective operations. Safety: (a) Provide safe, ergonomically sound work environments for assigned Transportation Services employees. (b) Incorporate company safety, wellness, and accident prevention programs to create and implement a vigorous TS safety program that will eliminate employee injuries and vehicle incidents. (c) If injuries or vehicle incidents should occur, follow Transportation Services Incident Management strategy. (d) Insure the completion of all incident forms, bulletins, and notifications by supervisors on time. Technical: Minimum seven (7) years of large fleet management experience with heavy trucks, equipment, and aircraft. Automotive, Truck, and Aircraft Maintenance and Repair experience. Previous experience in a bargaining union environment. Previous experience in effective management of group safety program, with demonstrated results. Strong knowledge and experience with Transportation Services, its organization, operation, and responsibilities. Ability to understand, prioritizes, and coordinates work on a diversified fleet of over 12,000 vehicle units. Strong leadership, organizational and process

4 improvement skills. Ability to build and motivate teams. Demonstrated skills in program efficiency, accountability, and initiative. Must be willing to travel within the geographic area of responsibility. A valid driver s license with a clean driving record. Other: (a) Partner with client Directors, Managers, and Supervisors to ensure TS clients' needs are thoroughly addressed. (b) Ensure that supervisors plan warranty, recall, and scheduled work so as to maximize vehicle and equipment availability and minimize client impact. (c) Ensure that supervisors manage Preventive Maintenance program to guarantee all vehicle and equipment inspections are of high quality, completed on time, and within the proper time allotted. Required KSA s Education: 4 Yrs.
