1 JOB DESCRIPTION AMNESTY INTERNATIONAL - INTERNATIONAL SECRETARIAT (AIIS) JOB TITLE: China Campaigner GRADE: 4/5 (depending on experience) DEPARTMENT: East Asia Regional Office LOCATION: Hong Kong REPORTING TO: Regional Deputy Director (Campaigns) JOB PURPOSE: Lead in the development, implementation and monitoring of campaigns on China for Amnesty International globally. AIIS PURPOSE: The International Secretariat (IS), which operates from a number of sites around the world, gathers and communicates accurate and action-oriented human rights information. We campaign for meaningful human rights change; enable effective human rights activism and work to persuade governments and other actors to uphold universal human rights standards. We provide strategic leadership, support and advice to the Amnesty International movement globally, fostering Amnesty International s contribution, presence and public accountability throughout the world. WORKING RELATIONSHIPS: Reporting to: Deputy Director (Campaigns), East Asia Regional Office Posts that this job manages: this post does not have line management responsibility, but will project manage and lead on campaigns Other key relationships: Close collaboration with Campaigns, Research, Communication, Law & Policy in the Regional Office, Global Campaigns Team, Campaigns & Communications Strategy and Planning Unit, Global Supporter Engagement Team, AI sections & structure staff, in particular campaigns and communications staff.

2 MAIN RESPONSIBILITIES: Lead the development of campaign strategies on China, ensuring campaigns identify and take advantage of political opportunities and lead to measurable change, working across research, communications, activism, media and movement building staff, partners and AI sections and structures in the region to create a unified plan. Assess opportunities for action, identifying creative and effective campaigning tactics to ensure effective participation, undertaking campaign-related research into targets, tactics, and activities. Implement campaign projects, coordinating activities across multiple campaign trajectories, coordinating peak periods of activism and providing advice to a range of staff on building campaign strategies and using specific techniques. Ensure effective communication between relevant IS teams, sections, structures and partners about projects and actions with the aim of developing and maintaining a shared understanding and plan for the campaign and related actions. Provide advice to sections and structures and external partners in the region on the development and implementation of campaign strategies; review campaign projects developed by sections and structures to ensure consistency. Monitor and analyse political, human rights and civil society developments to make recommendations for campaign development, actions and on-going work in pursuit of campaign objectives. Draft, review and/or advise on campaign materials for internal and external use, ensuring products are coherent within the campaign strategy, communicate campaign messages to target audiences effectively and lead to measurable action by these targets. Communicate AI s concerns, positions and messages to external and internal audiences, including by representing AI and the East Asia Regional Office to other parts of the AI movement, in governmental, inter-governmental and various public forums, civil society organizations and other actors. Work closely with communications, activism and media colleagues to develop plans that increase activist and wider public engagement in AI campaigns, supporting AI s growth agenda Perform all necessary administrative tasks to ensure effective self-servicing. Depending on experience: Be a media spokesperson on China related topics. Design and implement a strategy to acquire and retain Chinese speaking supporters from across the world through a tailored campaigning engagement approach. Contribute to the delivery of strategic campaign training and capacity building initiatives across sections and structures in the region. Contribute to the development of cluster strategies, critical paths and plans for campaigning and activism and provide input into internal discussions on AI mission, policy, and organizational issues in order to increase the effectiveness of AI s work. Develop partnerships and identify opportunities for cooperation with external organizations so that AI campaigns build on and contribute to regional civil society movements; and/or create and manage relationships with relevant groups of rights holders to enable active participation of rights-holders and other key stakeholders in campaign development.

AI s campaigns have clear strategies and take advantage of political and other strategic opportunities AI s employ a wide-range of tools and tactics that motivate and engage various target audiences and inspire them to act to resolve the human rights issue at hand Campaigns have wide take-up across the AI movement and inspire new supporter to join Amnesty International and the human rights movement Campaigns are implemented to deadline and on budget

4 SKILLS AND EXPERIENCE: Solid experience leading, developing, delivering and monitoring campaign strategies and at an international level; Excellent understanding of strategic campaign methodologies, power analysis methodologies and other campaign development tools. Experience in managing budgets and reporting against expenditure. Knowledge of human rights issues in China and experience working on country or thematic issue in the region. Excellent written and verbal communications skills in English and Chinese is a must. Strong knowledge of digital platforms and tools, including fair knowledge of digital security. Proven ability to lead innovation and creative approaches to campaigning; experience of using online and offline activism techniques to achieve campaign objectives. Experience of managing conflicting demands, meeting deadlines and adjusting priorities. The ability to adapt to fast-changing political situations in a rapidly changing environment and experience of employing political judgment and of assessing the most effective means of engagement. Ability to represent Amnesty International in a variety of forums, articulate public speaking skills. Experience of working with colleagues, partners and/or rights-holders across multiple region; knowledge of participatory methodologies desirable. Experience in writing motivating and inspiring materials for a diverse range of audiences. Ability to undertake research to gather information relevant to the development of campaign strategies, the identification of campaign targets and objectives, target audiences and constituencies or other aspects of effective campaign implementation. Experience of developing and delivering training and capacity building in campaigning. Ability to work in multi-cultural environment with appropriate sensitivity to differences of culture, gender and physical ability. Ability to handle sensitive data and use of secure communications channels. Understanding of the needs of a membership organization and the its implications for developing and implementing campaigns. Willingness to undertake personal administrative tasks in accordance with Amnesty International s guidelines on self-servicing.
