1 Role Title Programme Officer Role Information Role Type Pay Band Location Duration Reports to: Programme Administration and Communications H Yangon, Myanmar Fixed term Senior Programme (Until July 2019, Officer, British Council possibility to extension) Role purpose The Programme Officer will be responsible for providing administrative support to the programme including a specific focus on communications activities in compliance with British Council and EU policies and requirements. S/he will work with the range of internal and external stakeholders to ensure that activities are managed in a way that maximises: 1. Value for money 2. EU satisfaction 3. Compliance with British Council internal policy 4. 2 This post will support activities of MyJustice, the Rule of law and access to justice component of the Strengthening Governance in Burma/Burma Programme funded by the EU and granted to the British Council through a delegation agreement for implementation to the value of Euro 20 million over four years. The programme has the overall objective of improving access to justice and legal aid for the poor and vulnerable, develop legal capacity of justice sector professionals and strengthen selected rule of law institutions to better fulfil their mandates. The Programme s Specific Objectives are: 1. To improve access to both formal and informal justice systems specially for vulnerable groups in 6 regions/states in Myanmar 2. To improve the functioning of institutions which support the rule of law in Myanmar. This programme will be delivered in six region and states in Myanmar with programme activity coordinated by the main office in Yangon and supported by two field offices in Mawlamyine and Mandalay. Implementation of the programme began in August The implementation period of the programme is 48 months. Main opportunities/challenges for this role: Working with a wide variety of internal and external stakeholders. Variety of demands in administrative duties. Main Accountabilities: Accountabilities, responsibilities and main duties 1. Efficient and effective delivery of project activities to satisfactory standards and in line with EU and British Council standards. 2. Administrative support to Communications Manager relating to communications activities such as keeping records of promotional material, communicating with external design agencies to develop new designs and templates in accordance with MyJustice s Brand guidelines and managing social media activities 3. Working together with the communications team to deliver the successful implementation of a mass media campaign. 4. Translate communications between English and Myanmar languages. 5. 3 6. Administrative support to work planning and scheduling of MyJustice programme activities, managing inputs from partners and short term experts as appropriate. 7. Supporting the Senior Project Officer to implement effective and compliant sub-contract and consultancy management procedures and accurate record keeping maintained. 8. Supporting the Senior Project Officer to ensure sound financial management of the programme; working with the Finance Manager/Coordinator to oversee external and internal reporting, budget management; forecasting and client (i.e. the EU) invoicing. 9. Working with the Senior Project Officer and Programme Manager to ensure effective mechanisms of project office management and effective and compliant systems in place, including procurement management, IT solutions, information management etc. to meet audit and ISO requirements. 10. Administrative support to technical team and finance staff to ensure awareness of and compliance with the anti-fraud policy. 11. Administration of events management and logistical arrangements, delivered effectively and to British Council standards and expectations. 12. Ensure that the British Council s equality, diversity and inclusion (EDI) policy and values are embedded as an essential and integral part of daily work and programme delivery. 13. Ensure full compliance with our corporate child protection (CP) policy, support the achievement of relevant targets in the child protection action plan and help to position us as a trusted partner in both CP and EDI. 14. Ensure to manage information created and received in compliance with the British Council s information management standards, policies, the UK data protection principles and local legislation. All the duties are delivered in line with the British Council s policies on information Management, Child Protection and Equality, Diversity and inclusion, and these are taken into account when planning and delivering activity.
