3 1. Introduction Welcome to Eau Claire County! As a new employee, you will likely have questions about what is expected of you, as well as what you can expect as a County Employee. This Handbook has been prepared to introduce you to County operations. Nothing contained herein is intended to be a contract of employment, a promise of continued employment, or an implied or contractual duty between Eau Claire County and any of its employees. This handbook may be changed, amended, revised, or discontinued as deemed appropriate by Eau Claire County and allowable pursuant to state or federal law, as it exists at the time of publication or at the time of change. Changes may be made with or without advance notice to employees. What we want to make clear from the start of your employment, is that Eau Claire County has a long tradition of serving the public and our employees are central to the success of our mission which is defined as follows: To provide quality, innovative services that safeguard and enhance the well-being of all of our residents. This handbook contains information on resources to assist you as a County employee. In addition to the guidance found in this Handbook, you will find detailed policy information in the Employee Policy Manual. The Human Resources Department Mission: To provide leadership and guidance in the development, implementation, and equitable administration of policies and practices, which add value to Eau Claire County and its employees, elected official s and department heads. The Human Resources Department strives for improved employee welfare, empowerment, growth, and retention, while assuring compliance with County policies, labor contracts, and all other federal and state personnel management regulations Programs and Services: Recruitment and Retention: This program involves recruitment and selection functions designed to identify and secure the best quality candidates to fill vacant positions. HR promotes open competition, provides equal employment opportunity, and ensures non-discrimination to facilitate fair and equitable representation of all persons in the county. Records Management and Classification: To provide an efficient and systematic practice of identifying, classifying, archiving, preserving, and destroying records that are of value to Eau Claire County Human Resources and to ensure compliance with local, state, and federal mandated reporting requirements. This program consists of the activities that are involved in maintaining the compensation system, including job description and job classification methods and systems, designed to provide a means for correct wage placement and categorization. In addition, the program involves the work that goes into record keeping and personnel data management to ensure compliance with local, state, and federal requirements. Support & Development: This program involves the work that goes into maintaining employer-employee relationships that contribute to satisfactory employee productivity motivation and morale. The Support and Development program includes employee relations activities that focus on preventing and resolving problems involving employees that arise out of or affect work situations. In addition, this program functions to develop and provide training and development opportunities. The staff in the Human Resources Department is also available to discuss any questions or concerns you may have. Please feel free to schedule an appointment with a staff member to answer any of your questions

5 3. Eau Claire County Government Eau Claire County Government comes under the general jurisdiction of an elected Board of Supervisors. The Board consists of twenty-nine (29) Supervisors, each representing a district of Eau Claire County. Supervisors are elected to two-year terms. For most months, regular Board meetings are held twice monthly, however this schedule varies. Specific meeting dates and agendas are posted on the County s Internet website at Board meetings are held in the County Board Room on the first floor of the Courthouse. There are nine standing committees of the County Board, which oversee each of the County departments. With the exception of the Human Services Board, these committees consist of a Chair, Vice-Chair, and three (3) committee members. The County Administrator appoints most department heads with the approval of the County Board of Supervisors, except for the County Treasurer, County Clerk, Sheriff, Register of Deeds, Clerk of Court, and District Attorney. County government encompasses a wide variety of functions and services including the Board of Supervisors, as well as the following departments: Administration Aging and Disability Resource Center Airport Beaver Creek Reserve Clerk of Courts Corporation Counsel/Child Support Agency County Clerk Courts Children s Court Services District Attorney Finance Highway Human Resources Human Services Information Systems Maintenance Parks and Forest Planning and Development Purchasing Register in Probate Register of Deeds Sheriff s Office County Treasurer UW-Extension Veterans Services - 3 -

6 4. Employee Communications Employee communications are distributed through use of the intranet, departmental bulletin boards, or via . These communications may contain announcements of both open and promotional employment opportunities; County policies; safety information; benefits information; notices of open enrollment periods; important notices and bulletins from other departments; announcements; and other matters of general interest. You should periodically check these communications to become familiar with the items posted. 5. Contact the Administration Department if you have ideas on useful updates

Contact Persons & Emergency Assistance Security Concern/ Emergency: R.A.C.E. -Report to 911; Alert bailiff (555 in courthouse or (715) Old/Centrex); Control situation as best you can; Evade or Evacuate Security Concern/Non-emergency: Courthouse- (715) Off Campus- (715) Information Systems Help Desk: (715) Housekeeping Concerns: Daytime Hours- (715) After Hours- (715) Employee Benefit Programs The County provides a variety of benefits for regular employees and their dependents. The benefits applicable to each employee depend upon full-time equivalency, and are found in the Employee Policy Manual and/or the appropriate collective bargaining agreements. Questions should be referred to Human Resources or to Finance Department, Payroll Division. 8. Payday! Eau Claire County employees are paid every other Friday. Each pay period covers fourteen (14) calendar days beginning on Sunday and ending on Saturday of the following week. Wages due will be paid on the second Friday following the end of the payroll period and no pay advance may be authorized. You are encouraged to review your Advice of Deposit, available on the Employee Portal, to ensure that the amount paid is correct

8 9. Employee Portal The employee portal allows employees to create an account where they can access information regarding their pay, deductions, benefits, and leaves, along with their history. A guide to creating an account for use on the employee portal is distributed during the 1 st day orientation session with Human Resources and is available on the employee intranet for your reference. The web address is Employee Recognition Program Eau Claire County values its employees and recognizes those who have met important milestones in their careers. The Employee Recognition Program recognizes employees for their years of dedicated service and the special contributions they make to Eau Claire County. 11. Wellness Program The Wellness Program focuses on health, fitness, and wellness issues by promoting positive lifestyle choices among Eau Claire County employees and their families. This program helps stabilize the cost of insurance programs and can help lower insurance rates. In addition, the Wellness Program can increase employee productivity and performance, reduce stress, and enhance the quality of life. The Wellness Program is committed to helping employees be well and stay well at home and at work. 12. Employee Assistance Program County employees are eligible to participate in an Employee Assistance Program (EAP). The EAP is a consultation and referral service to assist employees in resolving a variety of problems that may interfere with the employee s productivity on the job. Under the EAP, employees may seek consultation and referral for a variety of problems including emotional, marital, drug and alcohol abuse, family problems, and other situations. After consultation, the employee may be referred to sources where treatment may be obtained. After initial consultation, some counseling and treatment services have full or partial coverage under the health insurance plan
