1 JOB DESCRIPTION: Job Title Location Job Reports to Project Services Manager 313 Macquarie St, South Hobart NRM Operations Manager Salary $80,000 pa (pro-rata for duration of contractual period) plus 9.5% superannuation Classification Full time. Fixed-term contract to 21 December Opportunity to extend to a 5 year contract may be available contingent on performance and funding. A probation period applies. NRM South is one of three natural resource management bodies in Tasmania and forms part of a national network of 56 similar bodies. NRM South is responsible for identifying the region s priorities for natural resource management, working with the community to prepare a regional NRM strategy and facilitating its implementation ( This leadership position will operate as part of NRM South s Management Team. This is a unique opportunity to guide the direction of NRM South as the organisation plans to transition into a new 5 year funding program with the Australian Government (National Landcare Program 2). The role will have personnel management responsibilities. The position will be responsible for working with the NRM South Project Services Team to complete, report on and evaluate projects (including sustainable agriculture and conservation initiatives) and leading the Team through new project management planning, project initiation and delivery. NRM South require a flexible, motivated and committed self-starter who is looking for a key leadership role in a respected and pivotal organisation. The position encompasses both internal and externally focussed functions covering the organisational business processes including identifying and overseeing projects, priorities and management of staff within the Project Services Team, development of financial planning, representation of the organisation with key stakeholders and communications of relevant information to NRM South Board, external funding contacts and the CEO. The position is anticipated to be employed over 6 months fixed-term full time. Opportunity to extend to a 5 year contract may be available contingent on performance and available funding. PURPOSE OF THE POSITION The Project Services Manager will assist both in the operational management of the organisation and overseeing the project services functions. A key function is overseeing and coordinating the NRM Project Services Team. Key focus areas for this role will be: 1. Leadership and contribution to organisation wide direction, administration and reporting, financial planning and overall management, including operations support to NRM delivery, and related reporting/data collection and evaluation of key engagement/capacity building programs. 2. Manage and support the Project Services Team through HR support, and oversight of associated projects and budgets and relevant engagement. 3. Manage NRM South s stakeholder and partnership initiatives, activities or projects internally and with external stakeholders. 2 agreements and support Project Services staff through networking events, and promotion of the achievements to community and to co-investors. 4. Lead the development of a project management improvement process (planning, initiation, team relationships, delivery, risk management and communication). 5. Lead strategic and specific projects Lead and support development and implementation of NRM South Strategic Projects. KEY RESPONSIBILITIES Strategy Relationships Operational Finance Critical to the effective management of NRM South, this position is responsible for activity considered to be multifaceted, broad in scope and undertaken under limited direction. Works proactively and in a collaborative manner with key internal and external stakeholders to achieve financial and business outcomes within established practices and guidelines, authority levels, regulation and legislation. The position is required to apply high level professional skills, knowledge and practices, exercising initiative, discretion and good judgement in the daily management and coordination of activity. Develop and maintain a professional network and a thorough understanding of State and Australian Government programs and processes and other partnership opportunities relevant for NRM in Southern Tasmania. This role will maintain a range of internal and external stakeholder relations including the Australian and Tasmanian Governments, NRM South Board and Management Team, staff, external partners, an extensive Tasmanian network, including industry, landholders, Aboriginal organisations, business, education and community groups. The position is expected to utilise professional skills, knowledge and experience to prioritise activities and proactively manage their own workload to meet agreed timelines. Initiative is required to research, evaluate, recommend and implement agreed best practices that may be appropriate to project outcomes and also effectively manage deadlines and activities to ensure high quality, timely and consistent delivery of outcomes. The position is responsible for management of funding associated with the Project Services Team, including managing co-investment arrangements and seeking/securing appropriate funds to support this, and maintain associated relevant partnership activities, grants and records The Project Services Manager will liaise with the NRM Operations Manager, CEO, and the management team and relevant staff in the coordination of NRM South s projects and subprograms. The Project Services Manager will be expected to identify and source where possible further funding to support NRM South and regional project delivery. 3 Human Resource Management Governance and Compliance Culture The position will manage 7 positions within the Project Services Team: Monitoring and Reporting Coordinator Community Engagement/Biodiversity Officer Sustainable Agriculture/Regional Landcare Facilitator Biosecurity/Firewood/GIS Officer Waterways and Coasts Officer D Entrecasteaux and Huon Collaboration Officer NRM Project Officer The position will also be a primary contact for partners within the NRM Facilitator Network (local government). Additional hours may be required, including outside of agreed hours, from time to time to meet workload requirements. Time off on an hour-for-hour basis may be granted in lieu of overtime and subject to work requirements. This position will primarily consist of an office-based working environment, using screenbased equipment. Some travel may be required and this may require driving for extended periods. The salary is fixed, but an employment incentive scheme may apply. A probation period of three months will apply. Direct line management to the NRM Operations Manager. The position must comply and support other staff to comply with all NRM South policies and procedures. The position will have the authority to complete all tasks clearly stated in the job description and/or the approved work plan, or as authorised by the CEO or delegate, NRM South. As a member of the Management Team the Project Services Manager will lead and contribute, where relevant, to the achievement of goals through effective use of systems and processes of the organisation Financial management in areas of responsibility Operations management including planning and the provision of information for organisation monitoring, evaluation and reporting as required Representation on behalf of NRM South to report direct to relevant stakeholders, partners, steering committees and themed groups as required Operation within the legislative framework surrounding NRM in Tasmania. The position is employed by NRM South and located at the NRM South office in Hobart. The position is employed by NRM South and located at the NRM South office in Hobart. The employee shall comply, so far as is practicable, with all relevant Workplace Health and Safety policies, procedures, legislation and good practice including: QUALIFICATIONS AND EXPERIENCE Essential adhering to all safe working procedures (office and field based) adhering to WH&S and risk management policies taking reasonable care of themselves and others who may be affected by their actions ensuring due care is taken for any property for which the position is responsible taking due care to prevent property losses or damage. Demonstrated experience in managing or supervising staff with excellent interpersonal skills in leading, motivating and mentoring people, and building team cohesion and productivity in the planning, initiation and delivery of programs or projects. 4. Excellent written communications and interpersonal skills in stakeholder management, partnership development and projects delivery with both internal and external relationships. 5. Demonstrated ability to research, analyse, interpret and consolidate information independently and manage reporting to a variety of audiences. 6. Proven facilitation and negotiation skills with the ability to identify and minimise conflicts, reconcile different views to build consensus and facilitate solutions. Desirable Maximum A single page response in total 1. High level knowledge and understanding of contemporary NRM issues, processes, funding programs, policies and legislation in a Tasmanian context or the ability to develop these quickly. 2. Experience in communications or community relations related activities. Expected Qualifications and Experience 1. Qualifications in natural resource management, community engagement, community education or other relevant fields or extensive experience. 2. C class drivers licence is required.
