3 INTRODUCTION 1. PURPOSE OF SECONDMENT APPLICATION 1.1. A key component of the BBC s public purpose mission is to ensure that all audiences can engage fully with major local issues. Local news is essential to democracy. It plays a key role in keeping audiences informed and holding local authority to account. Over the course of Charter discussions the BBC developed proposals with the local news industry to improve the provision of local journalism. One of these partnership proposals is the Shared Data Unit where the BBC partners with local news organisations on data journalism and making this content available to wider industry The BBC is conducting an application process for the selection of partners that will provide editorial staff suitable for secondments at the BBC s shared data unit in May 2018, September 2018 and January The location of the shared data unit is Birmingham and each secondment is for a period of 12 weeks This application guide sets out the information which is required by the BBC in order to assess the suitability of organisations to provide secondees. This guide should be read in conjunction with the application form. 2. TIMETABLE 2.1. 4 APPLICATION PROCESS 1. OVERVIEW 1.1. All applicants must be a company or group which can demonstrate a commitment to the: editorial aims of the shared data unit by providing an endorsement from a senior editorial figure or sponsor and ongoing and full participation in any evaluation and / or feedback process; and ongoing benefits that can be derived from the secondment. Applicants should detail how they plan to implement a structured integration process to enable secondees to (i) train their colleagues and (ii) continue to use the skills they have learned during their secondment. 2. TERM OF SECONDMENT AGREEMENT 2.1. The Secondment Agreement will have an initial term of twelve (12) weeks commencing on the secondment start date The Secondment Agreement may be extended by a further period of four (4) weeks. If the BBC wishes to exercise this option, it will give written notice to the successful applicant no later than two (2) weeks prior to the end of the initial term. 3. SUBMISSION OF APPLICATIONS 3.1. The application pack must include the completed application form and a signed Form of Tender Application packs must be ed to news.partnerships@bbc.co.uk with Secondment Application Pack as the subject of the EVALUATION METHODOLOGY 4.1. The BBC will evaluate the application forms in accordance with the principles set out in this paragraph and the Appendix to Section C The BBC will award secondments to the organisations that achieve the highest scores. An evaluation panel consisting of senior editorial figures from the BBC will review and score the application forms. They will award marks against the Award Criteria in accordance with the process outlined in this Section C The Award Criteria pursuant to which the BBC will evaluate Tenders are set out in the Appendix to this Section C. The BBC will evaluate the applicant s responses by assigning one of the 'Categories' set out set out in the Table below. Each Category then translates into a score as indicated in the third column of the Table The applicant s final score will be calculated to two (2) decimal places. There is a minimum standard of 50%. Any applicant that fails to meet this minimum standard may be excluded from the process. In the event of a tiebreak between applicants, the successful applicant will be the applicant that has achieved the highest score for the Award Criteria "Organisational Benefits". 4

5 The minimum standards are contained in the Qualification Envelope within the BravoSolution Portal. Any Tenderer who does not meet any one of the minimum standards will be excluded from the procurement process. Table 2 Scoring Principles Category Score A response has not been provided. Unacceptable 0 A response has been provided, but it either lacks relevance and / or detail or the response demonstrates a lack of understanding about the requirement. A response has been provided and is adequate because it just materially meets the requirement or is adequately explained but lacks sufficient detail. Unsatisfactory 3 Satisfactory 5 A response has been provided which is detailed and demonstrates a good understanding of the requirement. Good 7 A response has been provided which is comprehensive and supported by an excellent level of detail. The response may also exceed the requirement. 6 AWARD CRITERIA The Award Criteria which will be used to determine the score awarded to applicants in accordance with paragraph 4 are listed in the table below together with their relative weightings: Award Criteria Weighting Endorsement 10% Organisational Benefits 40% Training / Knowledge Dissemination 35% Secondee Continuous Development 15% 6

7 SECONDMENT AGREEMENT The Secondment Agreement can be found here: BBC Secondee Agreement.pdf This Secondment Agreement has been provided for information only. The terms of the Agreement represent the legal risk allocation that the BBC is prepared to accept in respect of the secondments. Applicants cannot submit a response to the Secondment Agreement as part of this process. Accordingly, Applicants are required to provide written confirmation that the provisions of the Secondment Agreement are acceptable to the Applicant using the Form of Tender provided with this application guide. Any Applicant who includes mark-ups or amendments or does not confirm that it will comply with the Secondment Agreement will be excluded from the application process. The successful applicant will not be able to provide [a] secondee(s) to the BBC until the Secondment Agreement has been duly signed on behalf of the BBC and the successful applicant and declared unconditional. 7

8 FORM OF TENDER BBC SHARED DATA UNIT SECONDMENT APPLICATION I confirm on behalf of: (the "Organisation") 1. I confirm that I have read, understood and accept all sections of this application guide and the application form. 2. I confirm that at the time of submitting this application there is no conflict of interest affecting any member of the Organisation and that I shall disclose to the BBC any actual or potential conflict of interest arising from a potential secondment immediately upon becoming aware of such actual or potential conflict. 3. I hereby offer to enter into an Agreement with the BBC on the terms set out in the Secondment Agreement and other terms as detailed in the application guide and application form. 4. I hereby agree that any terms or conditions of contract or any general reservations which may be printed on any correspondence emanating from us in connection with this application or with any Agreement resulting from this application will not be applicable to such Contract. 5. I warrant that I have the corporate authority to sign this application and any resultant Agreement. I agree that any Agreement that may result from this application will be subject to English law. 6. I understand that the BBC is not bound to accept any application. 7. I understand that offering an inducement of any kind in relation to obtaining this or any other contract with the BBC will disqualify this application from being considered. 8. I understand that the Organisation is fully responsible for bearing its own costs of preparing and submitting this application and that the BBC shall not under any circumstances be liable to the Organisation for such costs. 9. I confirm that my organisation can meet all the requirements specified in this application guide and the application form ("Services"). I hereby confirm that the completed application form fully complies with all the requirements stated within this guidance document.
