3 Taff Shine Project is a service that has been developed as a result of Big Lottery funding. This project, delivered in Cardiff and the Vale of Glamorgan over the next five years, will give parenting support to young parents aged (16 to 25) who are homeless or in danger of being homeless and who are struggling to achieve key milestones in their families lives. Support will be practical, person-centred and delivered in a variety of settings in the community, in the young parents homes, one to one or in group settings. It will be delivered by a team of Family Support Workers and Childcare Workers. The aim of the project is to build up the skills and confidence of young parents and help them build strong, nurturing families that give their children the best possible start in life.

4 TAFF HOUSING ASSOCIATION JOB DESCRIPTION Post: Responsible To: Childcare Worker Project Manager Purpose of the post: To develop and directly deliver a parenting programme that meets the needs of young homeless or potentially homeless parents, promotes the growth, well-being and overall development of the child and builds nurturing, resilient families. MAIN FUNCTIONS To manage a caseload of young families, working one to one, in groups, in their homes or in community settings To assist the Family Support Worker to assess and risk assess the parenting needs of young parents and the developmental needs of their children To draw up plans and activities to meet identified parenting needs To develop and directly deliver parenting support taking a practical, person-centred approach To signpost to specialist agencies where appropriate and take a multi-agency approach to the support of young parents To work with volunteers to the project, providing guidance as appropriate To ensure that agreed records and monitoring and evaluation systems are maintained that meet legal, regulatory and project requirements To ensure that health and safety requirements are met Attend internal and external meetings as necessary to ensure the successful delivery and development of the service To attend and contribute to the development and arrangement of project events To adhere to the organisation s policies and procedures To participate in professional development and staff training opportunities To ensure that the service is inclusive and promotes diversity To undertake other duties as may reasonably be required This job description is indicative of the range of current duties and responsibilities for the post, it is not comprehensive. It is inevitable that the duties will change to reflect organisational change, and it is essential therefore that is regarded with a degree of flexibility, so that changing needs and circumstances can be met. 5 TAFF HOUSING ASSOCIATION PERSON SPECIFICATION Essential Desirable Education NVQ Level 3 in Childcare (or working towards), BTEC, relevant Youth Work qualification or NNEB First Aid Qualification Experience Experience of working with vulnerable families with children of varying ages Experience of assessing the needs of young families Experience of assessing risk (people, environment, activities) Experience of developing plans with families and supporting them to achieve their outcomes Experience of delivering practical parenting support Experience of multi-agency working Knowledge Good knowledge of Child Protection and POVA issues Knowledge of landlord, tenant and homelessness issues Excellent knowledge/skills working with vulnerable young people with complex and multiple needs Very good knowledge of child development Good knowledge of health and safety issues Skills and Aptitude Empathy and understanding of children and young parents A non-judgemental and supportive approach to working with young parents and children Ability to work under pressure and maintain a calm presence Ability to prioritise and manage workload Good administration and organisation skills Willing and able to work flexibly to support service delivery (Occasional weekend and evening work will be necessary) Adaptable, flexible, practical approach and willing to work in a variety of ways in various settings to meet the needs of children and their family Good written and verbal communication skills Good negotiation skills IT skills including using Microsoft Office packages Ability to sustain a professional relationship with service users and colleagues Ability to work on own initiative and in partnership with other team members and colleagues Ability to work with other agencies and develop relationships in a professional manner Ability to communicate in Welsh or a relevant community language Practical, hands-on approach to helping young families

Salary Our five-point salary structure offers competitive market related pay. Each role at Taff has been job evaluated and assessed against the market rate for the role by independent external salary consultants. Pension All staff are eligible to join Taff SHPS Pension Scheme, which is a contributory scheme. Leave There s a generous annual leave entitlement of 25 days per annum for full time staff, plus 8 Bank Holidays and 4 extra concessionary days Staff required to work bank holidays or concessionary days, are granted compensatory time off at a later date. (All of the leave entitlements are pro-rata for part time staff).

8 Working Arrangements Our standard working week is 35 hours, most office based staff are able to benefit from the flexi time scheme whereby hours can be adjusted to balance your work and home life effectively. Under this scheme it is also possible to take up to 2 days flexi per 4 weekly period, where additional hours have been accrued (Pro rata for part time staff). Flexible Working / Sabbaticals Staff can apply to work flexibly to care for relatives, as well as to cover for childcare commitments. Subject to a qualification period of employment, staff can also apply to take sabbaticals or career breaks, for example to travel. All requests are considered on an individual basis and accommodated wherever practically possible. 9 TAFF HOUSING ASSOCIATION CONDITIONS OF SERVICE Salary: 10,251 per annum (plus an annual 2% increase- subject to satisfactory performance) Contract Type & Length: This is a temporary appointment to cover the current post holder who is due to go on maternity leave. The expected duration of the contract is 7 months however, should the post holder decide to return sooner than expected, to which they have a right to, we will provide as much notice as possible. Working Week: You will be required to work 21 hours a week over 3 days. You will be required to cover occasional weekends, early starts and late finishes. Location Your place of work will be between our offices in Cardiff and the Vale. References Appointments are subject to receipt of a minimum of two satisfactory references. These should be from your current and previous employers. Family members cannot be used as referees. Business Mileage You may at times be required to use your own motor vehicle for use on official journeys. Your mileage expenses will be reimbursed based on the locally agreed rate. It is your responsibility to ensure that you have appropriate Business Insurance in order to undertake your duties. Criminal Records An enhanced Disclosure Check by the Disclosure and Barring Service (DBS) will be necessary for the successful applicant, and appointment will not be confirmed before a satisfactory disclosure is received.
