10 4.1. Performance Management Agreements MPO(s), State(s), and public transportation provider(s) shall jointly agree upon and develop specific written provisions for cooperatively developing and sharing information related to: o Transportation performance data o The selection of performance targets o The reporting of performance targets o The reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the MPO o The collection of data for the State asset management plans for the National Highway System (NHS) For more information, please see 23 CFR

Establishing Performance Targets For FHWA s performance measures, States and MPOs shall coordinate when setting targets to ensure consistency For FTA s performance measures: o Inside metropolitan planning areas, MPOs shall coordinate with public transportation providers when setting targets to ensure consistency o Outside metropolitan planning areas, States shall coordinate with public transportation providers when setting targets to ensure consistency MPOs have two options for establishing performance targets: 1. Establish its own quantifiable performance target 2. Integrating Plans and Processes The goals, objectives, performance measures, and targets from other performance-based plans and programs shall be integrated into the transportation planning process, including: o Highway Safety Improvement Program and strategic highway safety plan o State asset management plan for the NHS o State freight plan o CMAQ performance plan o Congestion management process and plan o Transit asset management plan o Public transportation agency safety plan For more information, please see 23 CFR and 23 CFR
