Williston is continuously adding features to attract and retain young families. In 2019, Williston will open a new international airport north of the city. The airport will allow for improved air service for our growing economic base.

4 Williston s Current Airport - Sloulin International PLANNING FOR THE FUTURE As a city that has experienced tremendous growth and continues to grow at almost four times that of the national average, the City of Williston is committed to constructing state-of-the-art municipal facilities that will fit the needs of our rapidly growing community for years to come. The completion of the Williston Basin Interational Airport (XWA) is another example of Williston s dedication to long-term solutions and planning for the future of our city. Rendering of the ARFF-SRE Building XWA will include a full Aircraft Rescue and Firefighting Station (ARFF) and Snow Removal Equipment Building (SRE) which together will serve as the airfield operations center with offices for operations center staff and dayrooms and sleeping quarters for the fire and rescue staff. This building also houses computer training, the airport badging office, and a large conference/training room which will also double as an emergency operations center when required.

6 ASSISTANT AIRPORT DIRECTOR JOB DESCRIPTION SUMMARY We are looking for an organized, strategic mind capable of helping lead the transition from our current location to the new international airport location. The Assistant Airport Director will assist in performing administrative duties and supervisory work, directing the overall operation and maintenance of the airport, all in a manner which is consistent with the values, goals and positive image of the City of Williston. COMPENSATION AND BENEFITS The City of Williston offers a competitive salary to commensurate with qualifications and experience. Benefits include health insurance, life insurance, pension plan, and a generous leave package to include vacation, sick, and holiday leave. Starting salary range is $91,801 $96,448 annually. 7 ASSISTANT AIRPORT DIRECTOR AIRPORT Summary: Assists and performs administrative and supervisory work in directing the overall operation and maintenance of the airport. Supervision Received: Airport Director Supervision Exercised: Airport Operations Supervisor, Airport Operations Officer, Airport Maintenance Worker, Airport Administrative Assistant. FLSA Status: Exempt Essential Job Functions: 1. Assists the Airport Director in all functions pertaining to the management of the airport, such as maintenance of buildings, runways, and adjacent areas. 2. Assists the Airport Director to formulate rules, regulations, and ordinances covering the use and operation of the airport; attends meetings as required by the position. 3. Assists the Airport Director in recommendations to changes of landing fees and rental rates for airport facilities; reviews all airport leases, contracts and agreements; prepares and negotiates contracts with lessees, concessionaires and others; enforces all contracts. 4. Assists the Airport Director with governmental officials, business and commercial representatives and general public about development and operational matters. 5. Supervises construction and improvement projects, including acting as liaison between city, engineering firm and private or outside contractors. 6. Assists the Airport Director in analyzing air carrier and general aviation operation needs and prospective recruitment strategy. 7. Assists the Airport Director in preparing the annual budget. 8. Prepares various reports on airport operations. 9. Assist the Airport Director with Airport Zoning 10. Assists with the promotion of airport development through marketing activities to maintain existing tenant base as well as to attract and build the tenant base through ongoing development of the airport. 11. Assists in general airport maintenance duties as needed. 12. Operates airport fire truck. 13. Provides fire support coverage to airlines on an as needed basis. 14. Responsible for developing and maintaining training recorders and requirements. 15. Must be able to perform all job functions of Airport Operations Officer. 16. Be physically present in attendance at the worksite. 17. Performs all work duties and activities in accordance with City policies and procedures. 18. Performs other reasonably related duties as assigned by immediate supervisor and other management as required. Peripheral Job Duties: 1. Prepares and updates required airport operational documents.

Minimum Qualifications: Thorough knowledge of the principles and practices of airport management. Considerable knowledge of the federal and state laws and regulations pertinent to airport management. Working knowledge of the basic principles and methods of finance and administration. Working knowledge of the methods used in developing lease agreements. Ability to plan, organize supervise and evaluate the work of others. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with employees, other agencies and the public. Education: Graduation from a college or university with a Bachelor's Degree in airport management, public or business administration, or related field. One year experience can be substituted for one year of education at the discretion of the Airport Director. Required Experience: Two years of progressively responsible administrative and supervisory experience in the operation of airport facilities. Preferred Experience: Three years progressively responsible administrative and supervisory experience at a Part 139 commercial non-hub or larger airport including ARFF, snow removal, and operations/maintenance duties. Necessary Special Requirement: Certification by FAA approved firefighting school or ability to complete within 3 months of hire. Equipment Used in Job Performance: Telephone, calculator, copier, fax machine, mower, front end loader, snow blower, snow plow, fire truck and hand tools. Physical Demands: Employee must be able to stand, walk, sit, talk and hear, use hand to finger, handle or feel; climb or balance, stoop, kneel, crouch or crawl and reach with hands and arms. Vision requirements include close vision, distance vision, color vision, peripheral vision and depth perception. Work Environment: While performing the duties of this job, the employee regularly works indoors but sometimes travels within the city for reasons related to the job. The employee is occasionally required to work near moving mechanical parts and work in outdoor weather conditions, is subject to fumes or airborne particles, and works in high, precarious places, with toxic or caustic chemicals and with the risk of electrical shock. The employee may be required to work in adverse environmental conditions, including exposure to heat/cold, wetness, humidity, pollen, dust, and dirt. The noise level ranges from quiet to very loud noise. Employee may be required to work nights, weekends or holidays to meet the needs of the airport as directed.
