1 JOB ANNOUNCEMENT The Government of Rwanda has received a loan from African Development Fund/Bank to finance the East Africa Centre of Excellence for Biomedical Engineering and ehealth (CEBE) Project which is being implemented by the University of Rwanda (UR) and intends to apply part of the proceeds of this loan for payments under the contract for the services of the below key staff. 1. PROJECT COORDINATOR The Project Coordinator will report to the Director of CEBE. Position of the Project Coordinator will be under the University of Rwanda (UR) - Single Project Implementation Unit (SPIU). The UR-SPIU oversees all projects under the University of Rwanda. Duties and responsibilities 1. Ensure the overall coordination, administrative and monitoring of the Project; 2. Ensure the project is delivered within agreed schedule, within scope and within budget; 3. Coordinate Project schedules, resources, equipment and information; 4. Prepare comprehensive action plans including annual workplans, resources, and budgets for the Project; 5. Oversee Project procurement management, preparation of project audit; 6. Monitor Project progress and handle any issues that arise; 7. Perform various coordinating tasks including scheduling along with administrative duties like maintaining project documentation and handling project queries; 8. Act as the point of contact in the Single Project Implementation Unit (SPIU) and communicate project status to all relevant stakeholders; 9. Ensure effective communication between the Project team and the University of Rwanda with regards to the Project implementation and the activities; 10. Coordinate and ensure timely preparation of reports on project implementation and progress; 11. Coordinate the preparations of Project Steering Committee meeting; 12. Ensure effective coordination and communication between the PIU and the Project Steering Committee; 13. Facilitating the PIU in participating meetings, workshops and/or seminars that are relevant to the activities of the Project; 14. Prepare working documents for relevant meetings associated with CEBE management and governance;

2 15. Support CEBE s Director in elaboration of databases to fast-track the achievements of the project; 16. Promote the visibility of the CEBE both nationally and internationally; and 17. Develop and coordinate a sound strategy for efficient engagement with CEBE s stakeholders and partners. Qualification The candidate should: 1. Possess at least a Masters Degree in Economics, Project management, Business Administration or related field with a minimum proven experience of at least 6 years in project management; 2. Solid experience in project management from delivery, monitoring and evaluation; 3. Proven experience of managing a project with a budget of more than four millions US dollars (USD4,000,000); 4. Solid organizational skills organizational skills, including attention to detail, multi-tasking and time-management; 5. Strong analytical skills and ability to deal with complex issues in a clear and practical manner; 6. Strong leadership skills, ability to work within tight timelines and able to motivate others; 7. Strong team players with ability to work independently and in team; 8. Strong knowledge of Rwandan economic context toward long-term development; 9. Excellent oral and written communication skills; ability to write clear and concise reports and able to make effective presentation; 10. Hands-on experience with project planning and management tools; 11. Experience in management of engineering and construction projects will be an added advantage; and 12. Proven experience in managing multilateral development bank operations will be an added advantage. 4 2 PROJECT CIVIL ENGINEER Duties and Responsibilities The Project Engineer (Civil) will report to the project coordinator and will have the following duties: 1. Manage the day-to-day implementation of contracts for architectural design, supervision and the construction of the Center of Excellence; 2. Monitor progress, evaluate results, identify and resolve constraints relating to the construction of the campus; 3. Identify appropriate technologies and the need for standardization of equipment and materials; 4. Conduct field control and interpretation of the results of detail investigation and engineering surveys conducted by consultants (geotechnical, topographical, etc), wherever necessary; 5. Prepare presentations in conjunction with the architect consultant of the designs and present to all stakeholders (including project steering committee, funders and government), and addressing their concerns where necessary; 6. Review the designs, and bidding documents including bill of quantities and specifications following International engineering best practices, standards and AFDB s guidelines. Assist in evaluation of bids and the proposed activities schedules; 7. Update project on costs and financial information of activities when needed; 8. Participate in meetings related to the design, supervision and the construction of the Centre of Excellence and reporting where necessary; 9. Define quality control mechanisms and develop and implement a quality assurance program for all works, securing compliance with design/standards; 10. Establish a contract tracking systems, including implementation schedules and milestones achievable; 11. Check and verify on a regular basis the validity of all insurances/guarantees and proof of payment of premium which the contractor is obliged to have in place; 12. Counter check with the supervising engineer that the contractor follows safe working practices in all operations and immediately draw attention to any instances where this policy is not followed, directing the contractor to carry out all such works deemed necessary in case of emergency/ affecting the safety of personnel, works and adjacent property. Minimize impediment caused to the flow of any traffic and that safe acceptable detours are provided and maintained at all times; 13. Review the Contractor s work program, work methodology, staff and plant resourcing, setting out of the Works and preparation for the Works in compliance with approved designs, specification, quality, requirements, time schedule and budget; prior to issuing approval to construct the Works;

5 14. In conjunction with the supervising consultant, formally arrange joint inspections with the Contractor, in the presence of the Employer, of completed sections of the Works for acceptance and/or identification of defects, both at substantial completion and upon the expiry of the defects liability period and issue Handing-over Certificates and Defect Liability Certificate; 15. After the supervising consultant review and approval, validate the Contractor s proposed working drawing/plans and associated calculations. Approve or reject the proposals accordingly and identify any changes required; 16. Monitor the payment process and alert the Employer when payment delays accrue to a point when; (a) interest charges will become due and (b) the Employer will be in Default for late payment; 17. In the conjunction with the supervising consultant after a thorough review and analysis of all the Contractor s applications for extensions of time or claims for additional payment. Furnish the Employer with the Engineer s detailed analysis of such applications and recommended rulings and, subject to the Employer s approval (where necessary), advise the Contractor accordingly; 18. Ensure that all materials, tools, plant, equipment, facilities, etc, which have to be handed over to the client after completion of the works are in usable and required standards properly dismantled, packed, stored and maintained until the official handing over to the client. Furthermore, the consultant shall arrange for the handing over of these items to take place as provided in the works contract; 19. In conjunction with the supervising consultant, carry out inspections, prepare a Defects list and draft the Taking Over Certificate before commencement of Defects Liability Period ; 20. Within one month following final inspection of completed works, agree with the supervising consultant and contractor the final measurements of the works, and prepare the final payment certificate for submission to the Employer; and 21. Undertake any other assignment deemed to be in his/her competency/capacity by his supervisor in a manner that does not conflict with his core function. Qualification and Skills A University degree in civil engineering; At least 8 years experience in civil engineering field especially in design and supervision of the civil works; Prior experience in working with AfDB or donor funded projects would be an added advantage; Should be registered in recognized institution of engineers

6 Computer literate with very good knowledge of MS Office (Word, Excel, Access, Power point); and Excellent communication in English and/or French and working knowledge of the other.
