1 Post: Responsible to: Responsible for: Facilities Manager Head of Estates Facilities Services Officers Overall job purpose To actively manage all facilities and H&S activities on BEC properties. Manage the Facilities Management services & Facilities Service Officers to ensure an efficient and effective service is offered to tenants. Provide support to the Head of Estates as directed and to the overall Estates department. The role will support the work of the Estates department in H&S/FM management of properties, tenants, contractors & suppliers, ensuring that the required standards are maintained both front (FOH) and back of House (BOH). Explore and progress the commercial opportunities for the provision of external Facilities Management both within the group and as an external service offering. To ensure fire evacuations & statutory inspections are carried out as required in accordance with health & safety requirements, with emergency plan(s) updated as necessary. To carry out regular inspection, tests & audits of the site(s) and common parts & ensure that statutory inspections are carried out as required and obligations discharged. Arranging the necessary paperwork with contractors are in place before any work commences for example, insurance, risk assessments and methods statements. May

2 To compile and maintain records relating to the site(s), eg asset register, plant/equipment testing, taking any action as required. To work with the Estates Department in the procurement of service contractors to perform maintenance and contract duties as required. Management of contracts and internal relationships relating to building/park services including obtaining quotes, instructing works and monitoring performance. Be responsible for H&S & carry out site visits/floor walks and document/action accordingly. In consultation with the Head of Estates, Estates Manager and key stakeholders, produce and implement a Preventative Planned Maintenance Programme for BEC s commercial property portfolio. Responsibility for the preparation of financial forecasts and annual maintenance expenditure for BEC s estates in liaison with the Head of Estates. To lead, oversee and manage major FM/Work programmes, acting as principal liaison point for all parties involved, including on site & external contractors. Interact positively with building contractors resolving day-to-day facilities/service management issues. Ensure BEC s high level of SLA agreements are adhered to and take corrective action as necessary. Review and make recommendations to the Head of Estates to maintain building/service integrity, maintaining accurate records as required. Liaise with building contractors to follow through on approved work. Ensure that BEC complies with all statutory regulations and that all H&S legislation, including Fire Risk, Water Risk assessments, asbestos surveys are carried out timeously. Within delegated budget authority take responsibility for all financial transactions, including the authorising and approving of invoices and provision of reports for the Head of Estates. Contribute to the continuous process of reviewing and updating BEC s procedures & provide support to Head of Estates and Estates Manager as required. Contribute to delivery and achievement of company key performance indicators and an enhanced team performance. Continuous Personal Development Work with the Head of Estates to identify areas for further improvement and development, undertaking relevant courses and qualifications as required. Develop to the fullest degree the personal skills which will contribute to effective teamworking within the organisation and promote quality and excellence in dealings with client companies and partners to the overall benefit of economic regeneration in West Cumbria. 4 Person Specification Skills & Abilities A successful FM professional with a broad understanding of total FM with 3 years + experience in a leading management capacity. Experienced in setting and managing FM/service charge budgets. Excellent technical delivery experience & strong commercial acumen. Experience of providing quality FM including the management of minor works and refurbishment projects. Ability to comprehend a wide range of building/service problems from contractual law to detailed specification & design. Demonstrate an excellent understanding of H&S legislation & Statutory compliance. Management of site FSO s & contracted service providers according to SLA s/kpi s. Interpersonal, relationship-building and networking skills Procurement and negotiation skills The ability to multi-task and prioritise workload & knowledgeable of risks and legislation across all service lines. Team working skills and the ability to lead and motivate others Hands-on approach, a good communicator at all levels, persuasive and credible Adaptable, flexible, able to thrive on challenges whilst handling a multitude of tasks and responsibilities Strong organisational abilities including prioritisation and planning. 5 Knowledge, Education & Qualifications Member of British Institute of Facilities Management (BIFM)/IOSH qualified Experience of managing cyclical maintenance programmes. Demonstrate an excellent understanding of H&S legislation & Statutory compliance. Computer literate with proficiency (sage, word, excel). Budget management and sage experience.
