1 ROLE PROFILE Job Title: Outreach Manager Location: North North West Location Burnley (PLC), Liverpool, Salford or Bury Introduction to The Prince s Trust Youth charity The Prince's Trust gives practical and financial support, developing key workplace skills such as confidence and motivation. It works with 13 to 30 year-olds who are unemployed or at risk of unemployment through underachieving in education. The Prince s Trust is an optimistic and ambitious organisation. Our Values are: Approachable we are open minded and value diversity Non-judgemental we focus on the potential not the past Inspiring we lead by example Empowering we enable positive change Passionate we are absolutely committed to supporting young people Context of Work In the UK, currently there are more than 1 million young people aged who are not in education, employment or training (NEETs). The Trust works with around 55,000 young people across the UK. The Trust delivers its support to young people through teams of staff, volunteers and delivery partners through three English regions and offices in Scotland, Wales and Northern Ireland. Each of the regions and countries has a Director who is supported by a Regional or Country Council, which is made up of non-executive volunteers. The Outreach team is responsible for raising awareness of The Prince s Trust across the region or country. The team focuses on creating effective referral partnerships in key communities with local agencies and organisations and providing targeted recruitment for The Trust s programmes. The team also includes a number of Job Ambassadors who are responsible for engaging with the hardest to reach young people in their local communities. 2 Hub Health and Safety Manager Fundraising teams Accountability This is a key management role that supports The Trust s mission to help disadvantaged young people in the UK to change their lives and get into work, education or training. The Outreach Manager will deliver The Trust s strategic goals by: Delivering excellence for young people Developing a high quality team of staff Supporting young people achieve positive outcomes in the best and most effective way To support and grow the Prince s Trust reputation within the youth sector Budgetary Responsibility: Responsibility for the Outcomes budget to be advised and an expenditure authorisation limit on payments and contracts to be confirmed once in post. Tasks and Responsibilities: Oversee the recruitment of young people for The Trust s programmes Oversee the development of sustainable effective relationships with referral agencies Oversee the delivery of engaging and interactive recruitment/ information sessions for young people Recruit, induct and manage Outreach Executives and Job Ambassadors in the region/country in line with HR practices Detailed Responsibilities: 1. Oversee the recruitment of young people for The Trust s programmes in line with the agreed budget plan in the region/country 2. Oversee research on specific geographic areas by working with partner organisations to gain an understanding of needs and related provision currently available to young people 3. Lead the identification, development and management of effective relationships with agencies and partner organisations that are able to refer eligible young people to The Trust (e.g. The Job Centre Plus, The Criminal Justice System, Housing Associations, Health and Social Care provision etc). 4. Oversee the management of the relationships with JobCentre Plus offices in the region, using The Trust s Service Level Agreement where appropriate. 5. Support the development of frameworks and processes to enable young people to access the right programme at the right time. 6. Work with the Programme Support team and Programmes team to ensure accurate information about the Programmes are available for young people and referral agencies via The Trust s freephone, website and local admin teams and support the management of the enquiry process so that young people and their referral agencies, family or supporters have an excellent first experience of The Prince s Trust 7. Oversee the delivery of engaging recruitment/ information sessions about The Trust s programmes for young people and referral agencies as required 2

3 8. Be involved with the planning, and development and implementation of external funding contracts or initiatives (local and national) to ensure requirements and outputs are achieved 9. Ensure staff team operate in accordance with the stages and processes outlined in the programme toolkits, the minimum quality standards and any additional contractual obligations 10. Ensure accurate and up to date records, paper and electronic, are maintained as required by The Trust or external funding contracts in accordance with The Trust s data protection policy 11. Oversee the recruitment, induction and training of Outreach Executives and Job Ambassadors 12. Manage and support a team of staff in line with performance management processes ensuring they are supported to achieve the highest performance. 13. Oversee the training given to Job Ambassadors to support their continued professional development while employed by The Trust 14. Monitor budgets and forecasts to ensure targets are achieved. 15. Understand and apply the requirements of The Prince s Trust policies for working with young people, Recruiting Safely, Safeguarding and Health and Safety. 16. Develop and implement action plans to address issues identified in the annual self-assessment and quality assurance processes. 17. Support the Senior Head of Outreach, Assessment and Outcomes throughout the business planning process and undertake any required monitoring and reporting tasks to inform their view of financial or activity numbers, developments, planning and quality. 18. Attend all necessary internal/external training courses and management/steering group meetings as required. 19. Carry out other duties as may reasonably be required by The Trust, including deputising as appropriate on activities relevant to area of responsibility. 4 Criteria required Essential Desirable Skills and Knowledge Experience Competencies and Behaviours Strong understanding of the challenges young people within The Trust s target groups face Knowledge of sales and outreach techniques Excellent planning and organisational skills and the ability to manage multiple priorities to successful conclusions Excellent interpersonal, written and verbal communication skills, including the ability to work with a wide range of people Knowledge of how to monitor and manage budgets, operating within agreed limits Ability to work both independently and as part of a team and to build and maintain effective relationships with people at all levels of an organisation Ability to work on own initiative to find creative solutions to problems Strong awareness and understanding of equal opportunities and the ability to translate these into effective action Experience of managing programmes or projects for young people Experience of line management Experience of selling / promoting programmes or projects to external organisations and of managing relationships with external agencies Experience of budgeting and financial monitoring processes Experience of using , internet, wordprocessing and spreadsheet packages, Approachable open minded and value diversity Non-judgemental focus on the potential not the past Inspiring lead by example Empowering enable positive change Passionate absolutely committed to supporting young people Satisfactory DBS check Ability to travel across the region Knowledge of project management techniques Knowledge of Health and Safety practices and processes Established working networks within the children and young people s sector Experience of working within a target driven environment.
